The Community Development Department requesting the City Commission validate the
Staff recommendation finding the PetSuites sitework to be built in substantial accordance
with the Final Engineering plans, subject to the enclosed punchlist.
SYNOPSIS:
Sitework for the PetSuites project is substantially complete and has been conditionally
approved by the applicable City Departments. This agenda item provides the site
acceptance necessary before a final certificate of occupancy can be issued by the Building
Official.
CONSIDERATIONS:
APPLICABLE CODE:
Section 9-178. Required Improvements to be completed prior to building on lots;
exceptions.
(c) Where the building official has an authoritative method of assurance that the
improvements will be completed in accordance with approved plans, such as
withholding occupancy, the building official may issue building permits upon
advising the developer that all or partial occupancy will be restricted until satisfactory
completion of the improvements has be accomplished.
(d) ... Certificates of occupancy will not be issued until all improvements are
accepted by the city commission.

SUMMARY:
The PetSuites project consists of a single story 14,244 square foot building with a parking
lot and stormwater pond. The project is located on 3.51 acres at the south east corner of the
intersection of SR 434 and SR 417. The Final Engineering Plans were approved by the City
Commission at the October 9, 2017 City Commission meeting. Sitework commenced in
December 2017. The building is expected to be complete and in service by the end of July.
This agenda item is for the conditional acceptance of the site improvements. The sitework
has been constructed in substantial compliance with the Final Engineering plans approved
by the City Commission, except as noted on the attached punchlist, Exhibit A. All items on
the punchlist must be complete, subject to Staff approval, prior to issuance of the certificate
of occupancy.
FISCAL IMPACT:
There is no fiscal impact associated with this agenda item.
COMMUNICATION EFFORTS:
This Agenda Item has been electronically forwarded to the Mayor and City Commission,
City Manager, City Attorney/Staff, and is available on the City's Website, LaserFiche, and
the City's Server. Additionally, portions of this Agenda Item are typed verbatim on the
respective Meeting Agenda which has also been electronically forwarded to the individuals
noted above, and which is also available on the City's Website, LaserFiche, and the City's
Server; has been sent to applicable City Staff, Media/Press Representatives who have
requested Agendas/Agenda Item information, Homeowner's Associations/Representatives
on file with the City, and all individuals who have requested such information. This
information has also been posted outside City Hall, posted inside City Hall with additional
copies available for the General Public, and posted at six
(6) different locations around the City. Furthermore, this information is also available to any
individual requestors. City Staff is always willing to discuss this Agenda Item or any
Agenda Item with any interested individuals.
RECOMMENDATION:
Staff recommends that the City Commission validate the Staff recommendation finding
the PetSuites sitework to be built in substantial accordance with the Final Engineering
plans, subject to satisfactory completion of the remaining open punchlist items.

Project Closeout List for City Commission Final Site Approval
1. Submit Engineer of Record's Certification Letter to the City
2. Submit a complete set of record drawings to the City (all civil sheets in one digital file in
PDF format)
3. Complete all sitework and pass the final engineering inspection. Contact Bryant Smith,
P.E. at 407-327-8979 to schedule a preliminary and/or final engineering inspection. The
final inspection will occur after receipt of the record drawings from the engineer -of -
record.
4. Submit a Bill of Sale for all infrastructure being turned over to the City for ownership
and maintenance (streets, utilities, sidewalks, etc.). Use the City's standard Bill of Sale
form.
5. Obtain Approvals from all City Departments and Seminole County Fire Department
6. Submit FDOT Permit Certification and provide City copy of FDOT approval
7. Submit a copy of the Letter from the Engineer to SJRWMD Certifying Improvements
(SJRWMD standard certification form)
8. Submit a copy of all FDEP Wastewater Permit Approvals to the City.
