REQUEST:
The Community Development Department requesting City Commission approval to execute
a purchase order with Layne Inliner in the amount of $45,240 plus a 5% contingency for
relining of a stormwater outfall pipe between 682 and 684 Tuscora Drive.
SYNOPSIS:
A 48 -inch diameter corrugated metal underground stormwater pipe located in a City
drainage easement between 682 and 684 Tuscora Drive has failed in multiple locations.
The 190 -foot long stormwater pipe will be repaired using cured -in-place pipe lining
technology.
CONSIDERATIONS:
. A 48 -inch diameter corrugated metal underground stormwater pipe located in a City
drainage easement between 682 and 684 Tuscora Drive has failed in multiple
locations (see Exhibit A for location). The pipe failure is due to the deterioration of
the corrugated metal material, which is approximately 35 -years old.
. The proposed repair method is relining using cured -in-place pipe (CIDP) lining
technology, a trenchless repair technology that is effective in areas where
construction space is limited or where excavating and removing an existing failed
pipe would result in extensive surface restoration.
. Instead of excavating and replacing a damaged pipe, relining consists of a felt tube
saturated with resin and coated with waterproof layer inserted into the pipe. The resin
in the tube is then cured by circulating heated air through the tube. Once cured, the

material serves as a barrier between the damaged pipe and the water that flows
through it. CIPP can be designed as a new stand-alone pipe or can rely on the
structural integrity of the old pipe. The cost of rehabilitation includes the cleaning,
dewatering, installation of CIPP lining and final video inspection.
. Removal and replacement of the existing storm pipe using open trench methods is not
recommended at this location, due to the existing surface improvements that would be
impacted (driveways, fences, landscaping, etc.) as well as the existing underground
utilities in this area.
. Price quotes were requested from Layne Inliner, Atlantic Pipe, and B&D Enterprises.
Layne Inliner had the lowest responsive bid in the amount of $45,240.
Layne Inliner has successfully completed many stormwater and sanitary sewer repairs
by relining over the past several years. The product has a 50 -year design life and
provides a flow capacity equal to at least 100 percent of the original pipe's full now
capacity in most instances.
FISCAL IMPACT:
The project cost is $45,240 plus a 5% contingency, funded by the Stormwater Utility Fund.
COMMUNICATION EFFORTS:
This Agenda Item has been electronically forwarded to the Mayor and City Commission,
City Manager, City Attorney/Staff, and is available on the City's Website, LaserFiche, and
the City's Server. Additionally, portions of this Agenda Item are typed verbatim on the
respective Meeting Agenda which has also been electronically forwarded to the individuals
noted above, and which is also available on the City's Website, LaserFiche, and the City's
Server; has been sent to applicable City Staff, Media/Press Representatives who have
requested Agendas/Agenda Item information, Homeowner's Associations/Representatives
on file with the City, and all individuals who have requested such information. This
information has also been posted outside City Hall, posted inside City Hall with additional
copies available for the General Public, and posted at six (6) different locations around the
City. Furthermore, this information is also available to any individual requestors. City Staff
is always willing to discuss this Agenda Item or any Agenda Item with any interested
individuals.
RECOMMENDATION:
Staff recommends the City Commission approve executing a purchase order with Layne
Inliner in the amount of $45,240 plus a 5% contingency for relining of a stormwater outfall
pipe between 682 and 684 Tuscora Drive.

We propose hereby to furnish material and labor - complete in accordance with specifications below, for the sum of
Forty -Five Thousand, Two Hundred Forty dollars and no cents ($45,240.00)
Payment terms - 100% within thirty (30) days upon completion and acceptance.
All material is guaranteed to be as specified. All work to be completed in a workmanlike manner according to standard practices.
Any alteration or deviation from specifications below involving extra costs will be executed only upon written orders, and will
become an extra charge over and above the estimate. All agreements contingent upon strikes, accidents or delays beyond our
control. Owner to carry fire, tornado and other necessary insurance. Our workers are fully covered by Workman's Compensation
insurance. Note: This proposal may be withdrawn by us if not accepted within thirty (30) days.
We hereby submit specifications and estimates as follows:

NOTES:
1. Proposal based on unit prices contained in an existing contract between Layne Inliner, LLC and the City of Orlando,

2. Inliner to be installed as per ASTM & manufacturer's specifications.
3. Payment shall be based on actual field measurements from center of inlet to center of outlet.
4. City of Winter Springs to coordinate access to rear easement and location of outfall.
5. This proposal is subject to a pre -TV inspection by Layne Inliner, LLC indicating that line conditions are acceptable for
installation of Inliner.
6. Layne Inliner, LLC shall furnish the City of Winter Springs with a final inspection CD of the rehabilitated storm sewer
line(s).
