The Parks and Recreation Department requests the City Commission authorize entering into
an agreement with Playworx Playsets, LLC in the amount of $709,302 plus a 10%
contingency, for playground replacement projects at Central Winds Park, Torcaso Park,
and Trotwood Park (RFP# 005/18/MR).
SYNOPSIS:
The Parks Master Plan approved by City Commission in 2016 included the replacement
of all end of life playground equipment and shade canopies. A Request for Proposal
(RFP) was issued in June 2018 for playground replacement at Central Winds Park, Torcaso
Park, and Trotwood Park Seven (7) vendors submitted responses. Playworx Playsets, LLC
was selected based on factors including price, product design /quality, and
experience. Included in the bid was poured -in-place rubber ground surfaces which will be
installed at each of the three playgrounds greatly increasing the esthetics and playability.
CONSIDERATIONS:
The Parks Master Plan approved by City Commission in 2016 included the
replacement of all end of life playground equipment and shade canopies. In
addition, the City's risk management department audited the City's playgrounds in
2015 and determined some equipment was reaching end of life. Staff regularly
performs detailed inspections of all playgrounds and shade coverings in the parks
and identifies any playgrounds or shade covering in need of repair or
replacement.
Growth in terms of population and popularity necessitate the expansion and

improvement to all city parks.
. Request for Proposal (RFP) 4005/18/MR was issued in June 2018 for playground
replacement at Central Winds Park, Torcaso Park, and Trotwood Park Seven
(7) vendors submitted detailed responses, which included at least two suggested
design options at each of the three playgrounds.
A selection committee comprised of City Staff reviewed all of the proposals and
ranked them based on factors including price, product design /quality, and
experience. The selection committee's final ranking of the top four
responsive firms is listed below:
1. Playworx Playsets, LLC $709,302
2. RepServices, Inc $890,754
3. Topline Recreation $776,992
4. Playmore Recreation $873,000
Based on Staff s review, Staff is recommending award of the contract to Playworx
Playsets, LLC in Lake Mary, Florida, in the amount of $709,302. Playworx has
successfully completed similar playground work for many municipalities within
Florida, and their design concepts fit with the City's overall objectives for
playground design. If approved by the City Commission, Staff will soon meet
with representatives of Playworx to discuss and finalize items including: design
concepts and themes, playground layout, product selection, agreement terms, and
scheduling.
. In addition to the new playground equipment, a poured -in-place rubber ground
surface is proposed for installation at each of the three playground replacement
areas by Playworx. The rubber playground surface will replace the existing mulch
surface material.
Each park playground will be planned, designed, and constructed as separate
projects, tentatively scheduled as follows:
o Central Winds Park FY 19
o Torcaso Park FY19
o Trotwood Park FY19/FY20
FISCAL IMPACT:
The total project cost for all three playgrounds is $709,302, plus a 10% contingency,
funded by the Parks Impact Fees & General Fund.
COMMUNICATION EFFORTS:
This Agenda Item has been electronically forwarded to the Mayor and City Commission,
City Manager, City Attorney/Staff, and is available on the City's Website, LaserFiche, and

the City's Server. Additionally, portions of this Agenda Item are typed verbatim on the
respective Meeting Agenda which has also been electronically forwarded to the individuals
noted above, and which is also available on the City's Website, LaserFiche, and the City's
Server; has been sent to applicable City Staff, Media/Press Representatives who have
requested Agendas/Agenda Item information, Homeowner's Associations/Representatives
on file with the City, and all individuals who have requested such information. This
information has also been posted outside City Hall, posted inside City Hall with additional
copies available for the General Public, and posted at six (6) different locations around the
City. Furthermore, this information is also available to any individual requestors. City Staff
is always willing to discuss this Agenda Item or any Agenda Item with any interested
individuals.
RECOMMENDATION:
Staff recommends the City Commission authorize entering into an agreement with
Playworx Playsets, LLC in the amount of $709,302 plus a 10% contingency, for playground
replacement projects at Central Winds Park, Torcaso Park, and Trotwood Park (RFP#
005/18/MR), and authorize the City Manager and City Attorney to prepare and execute any
and all applicable documents.

The Proposer hereby agrees to perform all work as required by the Contract Documents for the following
Unit Prices. All work required to be performed by the Contract Documents is to be included within the
following Pay Items, inclusive of furnishing all manpower, equipment, materials and performance of all
operations relative to construction of the project. Work for which there is not a Pay item will be
considered incidental to the Contract and no additional compensation will be allowed. The OWNER, at
his sole option and discretion, may choose to add or deduct from the contract work at the unit prices set
forth below. The Proposer shall be paid for actual quantities completed in accordance with the Contract
Documents. The following is the order of precedence which will be used in case of conflicts within the Bid
Schedule provided by each Bidder: Unit Price, Total Price, Total Base Bid (See attached Bid Form).
1.04 Proposal Schedule
A. Proposals shall include the following documents:
1. Completed and Signed Bid Price Form
2. Proposed Design Information. Provide detailed design information about the proposed
playgrounds, including items such as: manufacturer's product data, materials of construction,
colors, drawings, renderings, photographs, and any other pertinent information to clearly convey
to owner the proposed products. Please refer to Appendix A for the general design criteria.
3. Proposer's Experience Summary. Provide a summary of the Proposer's company and its
experience performing similar work on playground projects in Florida. Also provide a minimum
of three references, including name, organization, position, e-mail, and phone number.
4. List of subcontractors and suppliers.

Aqua Theme — Both playground areas include pour in place rubber with a
design to match the aqua theme. Playground was based on proximity to
lake.

additional charge to make rocking ship fully accessible.
5-12 area includes our GeleFish System which provides a fresh modern
