The Community Development Department requesting City Commission approval to award
a construction contract to Atlantic Civil Constructors in the amount of up to $336,683 for
construction of the Florida Avenue Improvements project, funded by the US 17-92
Community Redevelopment Agency (CRA).
SYNOPSIS:
The Florida Avenue Improvements project includes roadway widening, asphalt pavement
resurfacing, improved pedestrian facilities, stormwater improvements, and hardscaping.
This agenda item is to award the construction contract to the lowest responsive
bidder, Atlantic Civil Constructors, in the amount of $336,683. Construction will start
in June 2018 and is scheduled to be complete by the end of August 2018.
CONSIDERATIONS:
The Florida Avenue Improvements project consists of roadway widening, asphalt
pavement resurfacing, improved pedestrian facilities, stormwater improvements, and
hardscaping. The project is part of the US 17-92 Community Redevelopment Agency
(CRA) program, which expired at the end of 2017. CRA projects that
were previously approved at the time the CRA expired, including the Florida Avenue
project, are able to be completed within the terms of the project -specific funding
agreements. Please refer to Exhibit A for a project vicinity map.
. The Florida Avenue project was originally intended to be a complete reconstruction
of the roadway, including the roadway base, sub -base and drainage improvements to

the existing swale drainage system. The project was designed based on this scope
and advertised for construction bids on April 5, 2018. Bids were publicly opened on
May 3, 2018, with the results as follows:

. The complete bid tabulation is attached as Exhibit B. All bids were determined to be
complete and responsive.
The construction funding available under the City's CRA Project Agreement for
Florida Avenue is $336,683, which is well below the low bid amount of
$523,722.52. Staff has worked with the low bidder, Atlantic Civil Constructors, to
reduce the scope and cost of the project in order to be able to move forward with a
substantial Florida Avenue Improvements project using only the available CRA
construction funds of up to $336,683. The proposed scope of work includes the
following major work items:
o Widen the road by approximately 2 -feet to have a 20 -foot minimum width
o Mill and resurface the existing asphalt (1.5 -inches)
o Install 6 -foot wide sidewalk on the north side per the plans
o Complete driveway improvements at Enterprise and Kia per the plans
o Install decorative entrance features at US 17-92 (pavers, wall, decorative
striping)
o Signage and striping per the plans
. Staff is recommending award of the contract to the low bidder, Atlantic Civil
Constructors Corp., in the amount of up to $336,683.
Construction is expected to begin in late June 2018 and be completed by the end of
August 2018. The roadway will remain open during construction. As of June 1,
2018, the project is still pending approval from the Seminole County Public Works
Department, since Florida Avenue is a Seminole County right-of-way.
FISCAL IMPACT:
The construction project cost is $336,683, funded by the US 17-92 CRA.
COMMUNICATION EFFORTS:
This Agenda Item has been electronically forwarded to the Mayor and City Commission,
City Manager, City Attorney/Staff, and is available on the City's Website, LaserFiche, and
the City's Server. Additionally, portions of this Agenda Item are typed verbatim on the
respective Meeting Agenda which has also been electronically forwarded to the individuals
noted above, and which is also available on the City's Website, LaserFiche, and the City's

Server; has been sent to applicable City Staff, Media/Press Representatives who have
requested Agendas/Agenda Item information, Homeowner's Associations/Representatives
on file with the City, and all individuals who have requested such information. This
information has also been posted outside City Hall, posted inside City Hall with additional
copies available for the General Public, and posted at six (6) different locations around the
City. Furthermore, this information is also available to any individual requestors. City Staff
is always willing to discuss this Agenda Item or any Agenda Item with any interested
individuals.
RECOMMENDATION:
Staff recommends the City Commission authorize entering into an agreement with Atlantic
Civil Constructors Corporation for construction of the Florida Avenue Improvements
Project, ITB #03 -18 -BS, in the amount of up to $336,683, funded by the US 17-92
Community Redevelopment Agency (CRA), and authorize the City Manager and the City
Attorney to prepare and execute any and all applicable documents.

Sewer Extension
Scope of Services: This project comprises
the construction of the wastewater collection
and transmission system. The project
includes the following items of work, but is
not limited to:
1. Installation of approximately 4,600 feet of
6 -inch PVC vacuum sewer, 11 valve pits,
7 single buffer tanks, and all necessary
fittings and incidentals to complete
the wastewater system via open cut
construction method.
2. Installation of a vacuum sewer pump
station with emergency standby generator,
884 LF of 4" Force Main and connector to
existing City of Longwood sewer system
including all necessary piping valves,
fittings, casings, site work and incidentals
to complete the vacuum sewer pump
station and force main via open cut and
trenchless construction methods.
3. Installation of approximately 30 sanitary
sewer lateral services to existing buildings
on private property including all necessary
piping, valves, fittings and incidentals
to connect all homes as shown on the
Drawings.
4. Abandonment and demolition of
approximately 30 existing septic tanks
on private property.

FLORIDA AVENUE IMPROVEMENTS
City Bid No. ITB 003118/BS

This roadway construction project includes the
reconstruction of Flonda Avenue in Winter Springs.
The project consists of approximately 0.25 miles
of roadway construction including: demolition,
grading, subbase, base, asphalt, curbing,
sidewalks, milling, storm water improvements,
signage, striping, hardscaping, landscaping, and
utility improvements. The estimated construction
cost is approximately $320,000.
The Prime Contractor, or the Subcontractor
performing the asphalt paving work, must be FDOT
Prequalified in the Work Class of Flexible Paving.
Qualifications are to be submitted with the bid.
