The Utility Department requesting City Commission approval to award a contract to Layne
Inliner, LLC in the amount of $243,819.50 plus a 2% contingency to perform Sanitary
Sewer Line Rehabilitation, piggybacking off of the City of Orlando Contract (No. IFB 16-
0007) for Cured -in -Place Pipe (CIDP) Rehabilitation.
SYNOPSIS:
The purpose of this Agenda Item is to request authorization to piggyback off of the City of
Orlando Contract No. IFB 16-0007 with Layne Inliner, LLC for relining of sanitary sewer
lines at a cost of $243,819.50 plus a 2% contingency.
CONSIDERATIONS:
This project is needed for the on-going maintenance and rehabilitation of the City's sanitary
sewer collection system. The Utility Department budgets annually for sewer line
rehabilitation. The Cured -In -Place Pipe (CIPP) process, a trenchless technology, is the
preferred method of rehabilitating the sewer lines by the City.
The CIPP process is a folded, resin impregnated fabric that is pulled through the existing
sewer line and expanded and cured in place. No excavating, digging, or restoration is
required, which minimizes any inconvenience to residents.
The amount of sanitary sewer lines planned for rehab at this time is as follows: 5,582 linear
feet of 8" pipe and 322 linear feet of 21" pipe. The cost of CIPP lining per linear foot is
$35.00 for 8" pipe and $90.00 for 21" pipe. Additional costs include cleaning and TV
inspection.

The total cost for this sanitary sewer rehabilitation and televising project will be
$243,819.50. The locations are on Sable Ct., Deer Run, Tarpon Cir., N. Hawthorne Cir., S.
Hawthorne Cir., Cottonwood Dr., Locust Ct., Holly Ct., Spoonwood, the easement between
Lift Station 7W and Mosswood Rd., and Augusta National Blvd. between E. Winged Foot
Cir. and portion of W. Winged Foot Cir. These pipes and structures average 35 to 40 years
old and are clay pipe, which makes them subject to cracking and groundwater infiltration.
FISCAL IMPACT:
Funding is appropriated in the Utility Enterprise
code for sewer and manhole relining for FY2018
paid from this fund.

is always willing to discuss this Agenda Item or any Agenda Item with any interested
individuals.
RECOMMENDATION:
Staff recommends the City Commission authorize piggybacking off of the City of Orlando
Contract No. IFB 16-0007 with Layne Inliner, LLC for the rehabilitation of sanitary sewer
lines at a cost of $243,819.50 plus a 2% contingency, and authorize the City Manager and
City Attorney to prepare and execute any and all applicable documents.

We propose hereby to furnish material and labor - complete in accordance with specifications below, for the sum of
Two Hundred Forty -Three Thousand Eight Hundred Nineteen dollars and Fifty cents ($243,819.50)
Payment terms -100% within thirty (30) days upon completion and acceptance.
All material is guaranteed to be as specified. All work to be completed in a workmanlike manner according to standard practices. Any
alteration or deviation from specifications below involving extra costs will be executed only upon written orders, and will become an extra
charge over and above the estimate. All agreements contingent upon strikes, accidents or delays beyond our control. Owner to carry fire,
tornado and other necessary insurance. Our workers are fully covered by Workman's Compensation insurance. Note: This proposal may
be withdrawn by us if not accepted within thirty days.
We hereby submit specifications and estimates as follows:

1. Proposal based on pricing contained in a contract between Layne Inliner, LLC and the City of Orlando, Contract No.
1171316-0007.
2. Inliner to be installed as per ASTM & manufacturer's specifications.
3. Payment shall be based on actual field measurements from center of inlet to center of outlet.
4. This proposal is subject to pre -TV inspection by Layne Inliner, LLC indicating that line conditions are acceptable for
installation of Inliner.
5. Price quoted does not include point repairs if required prior to installing Inliner.
6. Layne Inliner, LLC shall furnish the City of Orlando with a final inspection CD of the rehabilitated sewer lines.
