CALL TO ORDER
The Regular Meeting of tuesday, November 7.2017 of the Parks and Recreation Advisory
Committee was called to Order by Chairperson Arnie Nussbaum at 5:30 p.m., in the
Commission Chambers of the Municipal Building. (City flail, 1 126 East State Road 434,
Winter Springs. Florida 32708).

500. Parks And Recreation Department
The Parks And Recreation Department Requests The Parks And Recreation
Advisory Committee Discuss The Upcoming Community Events And The 2018
Community Events Calendar.
Mr. Chris Caldwell, Director. Parks and Recreation Department introduced the Agenda
Item and gave a brief overview of the I lometown Harvest Event and thanked everyone that
participated in the Event.
Continuing, Mr. Cald,vell commented on the Veterans Day Event scheduled for Saturday.
November I It" and pointed out, "We're also doing something, really special this year at
noon time, is that we're having a Reunion for the Flonor Flight (Central Florida)." Mr.
Caldwell then explained what Honor Flight Central Florida was and how the City was
excited to be hosting this event.
Regarding the Veterans Memorial, Mr. Caldwell commented on upcoming renovations and
that it would be opening back up on November 8`I', just in time for the Veterans Day Event.
Next, Mr. Caldwell briefly went over the Winter Wonderland Event as planned.
Mr. Caldwell then commented on a proposed time frame for the 2018 Explore Outdoor
l;vent. Mr. Caldwell noted associated difficulties with nighttime events and remarked,
"Again this is all still in a planning nude, but we are considering the 10:00 a.m. to 3:00
p.m. time frame. So, 1'd like to hear some input on what your thoughts are as a board."
Chairperson Nussbaum expressed that this event was more about education and less about
entertainment and suggested 10:00 a.m. to 3:00 p.m.
Brief discussion ensued on the benefits of having the Explore Outdoor Invent during the
daytime and advertising City events.

The Parks And Recreation Department Requests The Parks And Recreation
Advisory Committee Discuss The Proposed Family Pavilion At Trotwood Park.
l'his Agenda Item was introduced by Mr. Caldwell who briefly talked about the
improvements that have been made at'Frotwood Park and stated, "One aspect ofour Master
Plan that was approved in 2016 that is not yet completed. is a family pavilion and that
would be a large pavilion that would provide for groups of about 100 or more." Additional
remarks followed on the location of the pavilion.

Committee Member Art Gallo inquired about the two (2) different pavilions proposed and
the budgeting aspect of the pavilions. Mr. Caldwell replied, "We have money set aside for
the pavilion and it would meet the needs of both sires." Further comments on the different
sizes of pavilions ensued.

The Parks And Recreation Department Requests The Parks And Recreation
Advisory Committee Discuss Progress Of Restrooms And final Completion Of Sam
Smith Park.
Mr. Caldwell recapped the progress made at Sam Smith Park and pointed out. "The
restroom is scheduled to he delivered on November 27". (2017)." Additional remarks
followed on the structure of the restroom facility.
Referring to the grading and leveling of the playground at Sam Smith Park. Mr. Caldwell
stated that the salve would be done at the restroom area to ensure it would stay dry. since
Sam Smith Park was known to be a lovv-lying and wet park. Mr. Caldwell noted. "The
most important thing I can say to you is it's high and dry, and even through the storm it
stayed high and dry." Additional comments followed on sidewalks. greenery, and the
pathways contacting the pavilions.
Committee Member Gallo stated. "I think it's a great idea and I'm glad to see it's finally
going to happen." Continuing, Committee Member Gallo inquired about the hours that the
restroom facilities were to be open. Mr. Caldwell answered, "Dawn to dusk and we do a
patrol."

503. Parks And Recreation Advisory Committee
The Parks And Recreation Department Requests The Parks And Recreation
Advisory Committee Discuss The Proposed 2018 Recreational Trails Program (RTP)
[rant Application In The Amount Of $200,000 For The Improvements To Central
Winds Park Trailhead.
Mr. Caldwell spoke on this Agenda Item and pointed out that this was on the Central Winds
Park Master Plan and mentioned how there was currently no restroom on the west end of
the Park and noted, "We feel that's a good use of that area for a restroom facility
combination Trailhead."" Additional comments followed on all the different sports that
take place on the west end of Central Winds Park.
Next, Mr. Caldwell stated, "We do have to connect it to the Trail, that's part of' the
qualifications for this Grant." Further brief comments followed on the Grant.
Committee Member Gallo mentioned how it was a great idea and the location was perfect.

Chairperson Nussbaum inquired about the restroom being the same as the restroom at Sam
Smith Park. Mr. Caldwell answered. -That would be a consideration."
Committee Member .lames Kennedv stated, "I agree, it's a great idea.' Brief remarks
ensued on the restroom being a chemical bathroom or water and sewer.
Mr. Caldwell introduced and welcomed Mr. Kennedy to the Committee.
Discussion follo,,ed brietly on Park Impact Fees.

Mr. Caldwell noted that the next Parks and Recreation Advisory Committee Regular
Meeting was scheduled for Tuesday. February 6, 2018.
