The Community Development Department requesting City Commission authorization to
enter into an agreement with Carr & Collier Inc. for the Solary Canal Stormwater Treatment
Area Improvements project in the amount of $169,074.00 plus a 10% contingency.
SYNOPSIS:
This construction project consists of the acquisition and installation of a nutrient removing
filtration system and associated piping, headwall extension, existing structure modifications,
and sediment removal at the Solary Canal Stormwater Treatment Area. This agenda item is
to award the construction contract to Carr & Collier Inc., the lowest responsive bidder, in
the amount of $169,074.00 plus a 10% contingency. The construction is funded by
SJRWMD.
CONSIDERATIONS:
Lake Jesup is a Class 3 water body suitable for recreational use and propagation
and maintenance of a healthy, well - balanced population of fish and wildlife. Due
to high levels of nutrients, Lake Jesup does not fully support these uses. Water
quality restoration targets, called Total Maximum Daily Loads, have been
adopted by the Florida Department of Environmental Protection and provide
numerical water quality restoration targets for Lake Jesup.
. In December of 2009, the City and St. Johns River Water Management District
(SJRWMD) entered into an agreement for the City's construction of the Solary
Canal Regional Stormwater Treatment Facility. The purpose of the facility is to
reduce nutrient discharges into Lake Jesup by intercepting and treating stormwater

in Solary Canal, which discharges directly into Lake Jesup. The construction was
completed in 2011, and the 30 -acre property was subsequently conveyed to the
City. The City currently owns and operates the Stormwater Treatment Facility.
On July 20, 2016, in conjunction with the adjacent Southern Oaks subdivision by
Taylor Morrison, the City entered into an agreement with SJRWMD in which the
City will be reimbursed up to $195,555 for additional improvements made at the
Solary Canal Regional Stormwater Treatment Facility. This funding resulted from
the sale of approximately two acres on the south edge of the property to Taylor
Morrison to construct a dry retention pond to handle stormwater associated with
the planned subdivision. Taylor Morrison was required to pay the SJRWMD the
value of the reverter, in the sum of $195,555, which are the funds being used to
reimburse the City for improvements to Solary Canal.
. To best utilize the additional funds, Staff consulted with CDM Smith to design a
nutrient removing filtration system and associated infrastructure to help reduce the
amount of nutrients being delivered to Lake Jesup through Solary Canal. This
project falls inline with the water quality treatment goals of Lake Jesup and should
further the goals of the Lake Jesup Basin Management Action Plan (BMAP).
. Bids were opened on January 11, 2018, with results as follows:

4. Douglas N. Higgins, Inc. - Corporation
$438,000.00
Construction is scheduled to start in February 2018 with completion in May 2018.
The project will use the City's standard construction agreement prepared by the City
Attorney.
FISCAL IMPACT:
The project cost is $169,074.00 plus a 10% contingency, for a total authorization of
$185,981.40, funded by the St. Johns River Water Management District through an
agreement with the City.
COMMUNICATION EFFORTS:
This Agenda Item has been electronically forwarded to the Mayor and City Commission,
City Manager, City Attorney /Staff, and is available on the City's Website, LaserFiche, and
the City's Server. Additionally, portions of this Agenda Item are typed verbatim on the
respective Meeting Agenda which has also been electronically forwarded to the individuals
noted above, and which is also available on the City's Website, LaserFiche, and the City's
Server; has been sent to applicable City Staff, Media/Press Representatives who have
requested Agendas /Agenda Item information, Homeowner's Associations/Representatives
on file with the City, and all individuals who have requested such information. This
information has also been posted outside City Hall, posted inside City Hall with additional
copies available for the General Public, and posted at six (6) different locations around the
City. Furthermore, this information is also available to any individual requestors. City Staff

is always willing to discuss this Agenda Item or any Agenda Item with any interested
individuals.
RECOMMENDATION:
Staff recommends the City Commission approve entering into an agreement with Carr &
Collier Inc. for the Solary Canal Stormwater Treatment Area Improvements project in the
amount of $169,074.00 plus a 10% contingency, and authorize the City Manager and City
Attorney to prepare and execute any and all applicable documents.
