REQUEST:
The Community Development Department requesting the City Commission: 1) validate the
Staff recommendation finding the Vistawilla Assisted Living Facility sitework to be built in
substantial accordance with the Final Engineering plans, subject to the enclosed punchlist;
and 2) accept the public infrastructure improvements for ownership and maintenance.
SYNOPSIS:
Sitework for the Vistawilla Assisted Living Facility project is substantially complete and
has been conditionally approved by the applicable City Departments. This agenda item
provides the site acceptance necessary before a final certificate of occupancy can be issued
by the building official.
CONSIDERATIONS:
APPLICABLE CODE:
Section 9 -178. Required Improvements to be completed prior to building on lots;
exceptions.
(c) Where the building official has an authoritative method of assurance that the
improvements will be completed in accordance with approved plans, such as
withholding occupancy, the building official may issue building permits upon
advising the developer that all or partial occupancy will be restricted until satisfactory
completion of the improvements has be accomplished.
(d) ... Certificates of occupancy will not be issued until all improvements are

accepted by the city commission.
The Vistawilla Assisted Living Facility project consists of a three story, 77,207
SF, assisted living facility located on the south side of State Road 434, west of SR 417.
The Final Engineering Plans were approved by the City Commission at the February 22,
2016 City Commission meeting. Sitework commenced in September 2016 and is now
substantially complete.
This agenda item is for the conditional acceptance of the site improvements. The sitework
has been constructed in substantial compliance with the Final Engineering plans approved
by the City Commission, except as noted on the attached punchlist, Exhibit A. All items on
the punchlist must be complete, subject to Staff approval, prior to issuance of the certificate
of occupancy.
FISCAL IMPACT:
There is no fiscal impact associated with this agenda item.
COMMUNICATION EFFORTS:
This Agenda Item has been electronically forwarded to the Mayor and City Commission,
City Manager, City Attorney /Staff, and is available on the City's Website, LaserFiche, and
the City's Server. Additionally, portions of this Agenda Item are typed verbatim on the
respective Meeting Agenda which has also been electronically forwarded to the individuals
noted above, and which is also available on the City's Website, LaserFiche, and the City's
Server; has been sent to applicable City Staff, Media/Press Representatives who have
requested Agendas /Agenda Item information, Homeowner's Associations/Representatives
on file with the City, and all individuals who have requested such information. This
information has also been posted outside City Hall, posted inside City Hall with additional
copies available for the General Public, and posted at six (6) different locations around the
City. Furthermore, this information is also available to any individual requestors. City Staff
is always willing to discuss this Agenda Item or any Agenda Item with any interested
individuals.
RECOMMENDATION:
Staff recommends that the City Commission validate the Staff recommendation finding
the Vistawilla Assisted Living Facility sitework to be built in substantial accordance with
the Final Engineering plans, subject to satisfactory completion of the remaining open
punchlist items.

Items to Comalete (This is not a final aunchlist):
• Raise MH -7a to be flush with pavement
• Remove excess asphalt from MH -7
• Locate water valve WLV -02 for fire hydrant
• Show force main valve at connection with existing force main on asbuilts
• Show force main ARV on existing force main on asbuilts
• Place 2" BOV in a box and bring up to grade
• Repair asphalt to eliminate various locations of ponding
• Repair damaged curb at parking lot connection with existing building
• Provide stormwater video
• Repair asphalt to eliminate gap between sidewalk and roadway on the
east side of the building
• Complete missing segments of sidewalk and parking onsite
• Complete the Seminole County parking area improvements per the plans
• Complete all final striping per the plans
• Complete all landscaping per the plans
• Install detectable warnings
• Paint all valve box covers the appropriate color for the utility it is
associated with
• Paint all fire hydrants Sherwin Williams Safety Yellow
• Bring all valve boxes to grade with a concrete collar per the plans
• Paint the FDC, Backflow Meter Assembly, and DDCVA the appropriate
colors
