CALL TO ORDER
The Special Meeting of Monday, September 18, 2017 of the City Commission was called to Order by
Mayor Charles Lacey at 5:15 p.m. in the Commission Chambers of the Municipal Building (City Hall,
1126 East State Road 434, Winter Springs, Florida 32708).

REQUEST:
The Community Development Department is advising the City Commission of the status of
current development projects within the City.

PUBLIC INPUT
Mayor Lacey opened "Public Input".
Mr. Maurice Kaprow, Post Office Box 195233, Winter Springs, Florida: thanked the City Commission
and Department Directors for the excellent job that was done after Hurricane Irma came through the area
and especially complimented the Public Works Department as well as the Police Department.
Mr. Avri Livingstone, 1578 Wescott Loop, Winter Springs, Florida: as a resident of Barrington Estates,
Mr. Livingstone commented on excessive flooding in his community from the Southern Oaks project,
and asked the City Attorney about the approval of plans.
Mr. Dan Burke, 1594 Wrentham Court, Winter Springs, Florida: also a resident of Barrington Estates,
Mr. Burke spoke of flooding on his property and in his home during Hurricane Irma, that he had spoken
with the City's Engineer about this issue, asked what could be done in future, pointed out that the
Southern Oaks project was situated on higher ground, and expressed his concerns.
Ms. Christine Henriques, 367 Streamview Way, Winter Springs, Florida: representing the Creeks Run
subdivision, Ms. Henriques thanked Commissioner Kevin Cannon and City Staff, commented on a tree
that fell during the Hurricane Irma storm event, related power problems, that numerous residents had
contacted her about lift station issues, that she thought the City should send information out about lift
stations to residents, thought their community has been ignored with the Integra 360 project, that some
residents wanted to know more about a broken pipe, concerns with increased traffic near their
community with the Integra 360 project going in, asked for a deceleration lane into their community,
and also requested a traffic light at their community entrance when the Integra 360 project was
completed. Further, Ms. Henriques noted that the Creeks Run entrance had been ripped up when the
Integra 360 project went in and asked that the Creeks Run entrance be restored to its original state.

Ms. Wendy Shiner, 843 Leopard Trail, Winter Springs, Florida: provided a map and photographs to the
Mayor and City Commission which showed a landscaped barrier to an Easement which had been
blocked by a neighbor, commented on issues she had with Duke Energy Corporation, and asked that the
shrubbery at the Easement she referenced be removed.
Mr. Mark Duplantis, 1590 Wrentham Court, Winter Springs, Florida: as a resident of Barrington
Estates, Mr. Duplantis showed some video footage of flooding on his property and in his home from
Hurricane Irma and the Southern Oaks project, thought that the Southern Oaks development seems to be
a couple of feet above his property, and suggested a fence might help as a dam for future flooding
issues.
Ms. Lyn Conrad, 1518 Wescott Loop, Winter Springs, Florida: representing Barrington Estates, Ms.
Conrad said issues like what was just shown did not happen until the Southern Oaks project went in,
suggested a brick wall be built along the property, that they found out that a drain had been plugged
which may have caused some of the flooding, that three (3) families are now displaced due to what
happened, and encouraged the builder to do something to help the affected homeowners.
Mr. Kevin Boland, 1570 Wescott Loop, Winter Springs, Florida: also a resident of Barrington Estates,
Mr. Boland thanked Commissioner Cannon for coming through their neighborhood, noted that his
residence was located behind the cell tower and cul -de -sac, commented on the water intrusion in his
community and that he has French drains in his yard, but they could not handle all of the water from the
Hurricane Irma storm event. Mr. Boland added that he had spoken to City Staff about issues, he and
some residents had tried to divert the water during the storm, that first thing on the Tuesday after
Hurricane Irma, someone whom he thought was from Southern Oaks, came by and picked up some of
the debris in his back yard, and mentioned that as their properties were lower than the Southern Oaks
development, there had been problems after rainstorms.
Mayor Lacey recognized former Commissioner Robert S. Miller.
Mr. Robert S. Miller, 679 Silvercreek Drive, Winter Springs, Florida: commented on debris removal and
pointed out what happened during previous years and how the City had responded, mentioned that a lot
of people were upset over debris removal issues, thought there should have been more public advisories
about what residents could expect in terms of debris collection, and that not everyone uses cell phones.
Mr. Miller further referenced a loss of power in the area, and thought flyers addressing potable water
and what the City was doing could have been sent out. Mr. Miller mentioned he would look into the
debris removal plan.
Ms. Shannon Armstrong, 684 Benitawood Court, Winter Springs, Florida: spoke of communications
and thought that approximately 10,000 people are members of local Facebook pages and who were
anxious for information, suggested that Social Media be included in our communications, that the City
Commission could be introduced to Facebook members, thanked the City Commission for what they
did, and commented on the time that City Commission meetings are held.

Mr. Andrew Warmer, 1606 Wrentham Court, Winter Springs, Florida: as a resident of Barrington
Estates for almost fourteen (14) years, Mr. Warmer remarked that he had never seen the amount of
water in his neighborhood as he did with this hurricane, that Engle Homes had included some very large
drains in their project, that he sent access to some photographs to Commissioner Cannon and Mr. Smith,
and that he had communicated with Mr. Bryant Smith, P.E., Senior Civil Engineer, Community
Development Department who "was great ". Mr. Warmer thanked Commissioner Cannon for coming
out to their community, noted that he did not think the drainage in the Southern Oaks community would
be adequate for future storms, and thought the City should hold Taylor Morrison, Inc. accountable.
Commissioner Cannon inquired about the drains that Mr. Warmer referenced. Deputy Mayor Pam
Carroll asked if the photographs Mr. Warmer sent to Commissioner Cannon could be viewed by the rest
of the Commission. Commissioner Cannon said the information he received could be forwarded by the
City Clerk, and also suggested including such documents in the Record. Mr. Warmer responded that he
could send access to his photographs to the City Commission. Mayor Lacey suggested that the City
Clerk could forward the information.
Dr. Ted Johnson, 1107 Pheasant Circle, Winter Springs, Florida: representing his Homeowner's
Association said that the City's communications needed improving, eAlerts were adequate, suggested
the City's website could be improved to include less paragraphs, quicker access to key information and
should be updated more often (especially during a storm), and could also include quick links to
important information such as access to Duke Energy Corporation. Dr. Johnson also thought one (1) or
two (2) Staff members should be the points of contact, complimented the Public Works Department and
the Police Department, and suggested that Duke Energy Corporation needed to improve.
Further comments ensued on Hurricane Irma and related news articles.
Ms. Whitney Walters, 1085 Apache Trail, Winter Springs, Florida: representing the Tuskawilla Trails
Homeowner's Association, Ms. Walters asked who their Commissioner was, commented that during the
Hurricane Irma storm event, a tree fell on a wire and when they called Duke Energy Corporation, they
were told that a Permit was needed to cut the tree down. Ms. Walters noted that Duke Energy
Corporation had come out yesterday and fixed the issues, that their neighborhood has many special
needs residents, and hoped the City could do something to further help with the Duke Energy
Corporation issue.
Mr. David Baten, 1574 Wescott Loop, Winter Springs, Florida: as a resident of Barrington Estates,
spoke of the flooding and that he did not think the flooding was due to the hurricane, as most of the
flooding happened before Hurricane Irma actually came through the area. Mr. Baten commented on
communications, that they had called to find out if there were any boil water notices and thought the
front page of our City website should have easier access to key links which might be needed.
Deputy Mayor Carroll spoke of the City's official Facebook page, how the City could best
communicate, that City water bills often have helpful information noted, however, not everyone may see
the information, and thought the City could better market our Facebook page.
Mr. Stephen Gildea, 346 Twelve Oaks Drive, Winter Springs, Florida: spoke of frustrations with
communication problems with Duke Energy Corporation, commented on local premier cities, that the
City of Oviedo offered very timely information, and further commented on Duke Energy Corporation
and lack of power to his home. Mr. Gildea added that during the recent storm event, he and some other
homes had their windows open due to no power, and as a result, suggested that people who do get their
power back, that they be considerate of those who do not have power.

Commissioner Cade Resnick spoke of other Facebook pages, how we try to communicate as quickly as
possible, hoped that citizens could help streamline information, and commented on citizens helping with
improving communications.
Deputy Mayor Carroll referenced eAlerts and notices from Seminole County that were disseminated
during the Hurricane Irma storm event and hoped Seminole County could add to future communications
that residents should check with their municipalities first. On a related note, Mayor Lacey mentioned a
notice from Seminole County about debris collection and pointed out that Seminole County's timeline
was different from the City of Winter Springs.
Commissioner Cannon suggested City Staff look into using portable signs to communicate and consider
an agreement with radio stations for the sending of information and text messages to Winter Springs
residents.
Ms. Christine Henriques, 367 Streamview Way, Winter Springs, Florida: mentioned that weather radios
were often battery operated and could be used.
Ms. Jackie Bradfield, 727 Galloway Drive, Winter Springs, Florida: spoke of issues with Duke Energy
Corporation, that she personally prepared and took many precautions in anticipation of Hurricane Irma
as they have a special needs child who requires special medications, and that with loss of power on day
four (4) of the Hurricane Irma storm event, they lost over two hundred thousand dollars ($200,000.00)
worth of medicines - even though they prepared. Ms. Bradfield inquired as to why Duke Energy
Corporation did not prepare by having any extra needed equipment that might be needed, so as to
alleviate any issues that might come up, asked that someone get with Duke Energy Corporation on these
issues, and thanked Commissioner Resnick for his personal assistance and information.
Commissioner Hovey said she would find out who at Duke Energy Corporation Ms. Bradfield could
write to, and suggested they all do the same, that she would post it on Facebook, and that if everyone in
the City and the State of Florida could write to Duke Energy Corporation about the poor customer
service, they might see a difference.
Mr. Michael DiBlanda, 1582 Wescott Loop, Winter Springs, Florida: as a resident of Barrington
Estates, Mr. DiBlanda spoke of future hurricanes coming to Florida, asked what the City was going to
do to mitigate issues with flooding in his community, and offered his thanks to Commissioner Cannon.
Mr. Jason Bradfield, 727 Galloway Drive, Winter Springs, Florida: noted they got power back in the
Highlands community on day eight (8) of Hurricane Irma, that ten percent (10 %) of Seminole County
lives in the Highlands and were without power and that should constitute a priority, that he has had no
previous contact with City Officials as there was no need, and suggested the City select one (1) standard
of communication and stay with that, and then let the community know.
Mr. Kevin Shaw, 1460 Wescott Loop, Winter Springs, Florida: as a resident of Barrington Estates, Mr.
Shaw commented on issues in his community, improving things going forward, getting residents
together, said that the flooding issue would not go away and asked the City to get involved and to have
the Developer solve the issues related to drainage, etc.
Mayor Lacey closed "Public Input".
Mayor Lacey asked the City Manager what would happen going forward.

City Manager Kevin L. Smith said, "We will fix these problems." Furthermore, Manager Smith said,
"There were some issues identified and — in my opinion, and I believe Brian's (Fields) opinion, the ball
was dropped by the Developer. We intend to do everything within our power to hold that Developer
accountable."
Mr. Brian Fields, P.E., Director, Community Development Department spoke of an infrastructure failure
and added, "I can assure the Barrington (Estates) residents that we will stand by them to see that this
does not happen again." Mr. Fields spoke further on the issues and what could be done to prevent such
problems in the future.
Discussion followed on a possible new storm, the amount of rainfall that the City experienced during the
Hurricane Irma storm event and how it was actually two (2) kinds of storms, that Mr. Fields could not be
more specific right now about possible temporary and permanent solutions, that there are some wall and
grading modifications they are looking into which might help, and that the City would make sure
options were in place.
Commissioner Cannon asked if the development along the corner of State Road 434 near this area, as
well as the work that has been done on State Road 434, might be causing some problems, and hoped that
Mr. Fields would look into this area as well as also checking into sock drains.
Mayor Lacey thanked the residents for advising the City Commission about what they had gone through
this past week.
Manager Smith said they would be meeting in the morning on the Barrington Estates problems and
noted that if a Homeowner's Association representative wanted to contact Staff for updates to share with
the rest of their community, that that would be fine. It was noted that Mr. Shaw would be the contact for
Barrington Estates. Manager Smith asked Mr. Shaw, "Is that acceptable to you ?" No objection was
voiced.
Commissioner Resnick noted that contact information for City Officials is always available, storm or no
storm, and to please keep in contact with the Mayor and City Commission. Commissioner Resnick
added that he hoped residents would keep avenues of communication open.

300. Information Services Department
REQUEST:
The Information Services Department requests authorization to dispose of surplus assets
according to the attached disposition sheets.
FISCAL IMPACT:
There is no cost to dispose of these surplus assets. The City receives revenue generated from items
sold at auction.

REQUEST:
The Information Services Department requests Commission to approve the renewal and payment
of the annual Cisco Smartnet maintenance agreement through Veytec, Inc., in the amount of
$28,967.26, utilizing State of Florida Contract # 43220000 - WSCA -I4 -ACS, and to authorize the
City Manager and City Attorney to prepare and execute all necessary documents.
FISCAL IMPACT:
The fiscal impact is $28,967.26. This is a budgeted and recurring item and will be paid from
Information Services maintenance budget.

REQUEST:
The Parks and Recreation Department requests authorization to piggyback off of Florida Motor
Vehicles Contract 25100000 -16 -1 to purchase two trucks; (1) 2017 F -150 Supercab truck at
$27,053.20 and (1) 2017 F -250 Supercab truck at $28,175.64.
FISCAL IMPACT:
Funding for the purchase of the two trucks from General Fund.

303. Parks and Recreation Department
REQUEST:
The Parks and Recreation Department is requesting the City Commission authorize the City
Manager to execute the attached agreement, as prepared by the City Attorney, between the City
of Winter Springs and the Oviedo - Winter Springs Chamber of Commerce for the 10th Annual
Winter Springs Festival of the Arts.
FISCAL IMPACT:
City Parks and Recreation and Public Works services estimated at $1,600. City Public Safety
Services not to exceed $5,500. Blumberg Blvd. rental revenue received by the City is $800 per the
agreement.
COMMUNICATION EFFORTS:

REQUEST:
The City Manager requests that the City Commission confirm and extend the Declaration of
Emergency approved by Deputy Mayor Carroll on September 8, 2017 due to Hurricane Irma.
FISCAL IMPACT:
There is no direct fiscal impact related to the City Commission's adoption of Resolution No. 2017-
11. However, additional expenditures of City funds will continue and be authorized by the City
Commission and City Manager to deal with the aftermath of Hurricane Irma.

rolled -back rate of 2.2893 mills and the Tentative Voted Debt Service Millage Rate for Fiscal Year
2017 -2018 for the City of Winter Springs at 0.0600 mills.

FISCAL IMPACT:
The decision to levy an operating millage rate of 2.4300 mills as opposed to the rolled -back rate of
2.2893 mills will result in additional ad valorem General Fund revenue of approximately $291,000
(net of statutory discount).

RECOMMENDATION:
Staff recommends that the Commission adopt Resolution 2017 -06 establishing the tentative
operating millage rate at 2.4300 mills and tentative voted debt service millage rate at 0.0600 mills
for fiscal year 2017 -2018 and authorizing the City to advertise in a newspaper of general
circulation the City's intent to hold public hearings to adopt final millage rates and final budget in
compliance with Florida Statute 200.065.

REQUEST:

FISCAL IMPACT:
The Capital Improvements Program (CIP) is a schedule of major projects planned over the next
five years in order to maintain levels -of- service in transportation, stormwater, water, sewer,
parks, and solid waste. There is no fiscal impact directly associated with this agenda item, as the
CIP is a planning document that does not appropriate funding or authorize projects. The projects
listed in the first year of the CIP (FY 2017/18) are included in the FY 2018 budget.

anyone have any questions, he could be contacted.

Recreation Impact Fee slightly increases, based on the need for additional funding to complete the
planned improvements to the Parks and Recreation system.

Mr. Tony Hairston, Senior Manager, Raftelis Financial Consultants, Inc.,
950 South Winter Park Drive, Suite 240, Casselberry, Florida: gave a brief overview of the governance
of Impact Fees, and considerations such as the Dual Rational Nexus Test.
With further remarks, Manager Smith extended his thanks to Seminole County; and Mayor Lacey noted
his appreciation to Attorney Garganese, Mr. Fields, and Mr. Hairston.
Discussion followed on why this study considered Assisted Living Facilities as "Single Family
Residential" rather than "Commercial ".

services affiliated with Assisted Living Facilities that accept Medicaid and Medicare funds and thought
this might be a concern.
Ms. Sheila Benton, 414 Cedarwood Court, Winter Springs, Florida: referred to the Agenda Item and the
reference that this went before the Planning and Zoning Board /Local Planning Agency, and noted she
did not think this was accurate. Ms. Benton also commented on nursing care and Assisted Living
Facilities.
Mr. James Evans, 217 Almaden Court, Winter Springs, Florida: asked whether a decrease in Police
Impact Fees would affect services.
Mayor Lacey pointed out that services would not be affected. Further comments.
Mr. Fields mentioned that the reference to this Ordinance going before the Planning and Zoning
Board /Local Planning Agency was incorrect.

601. Office Of The City Manager — Kevin L. Smith
Manager Smith commented on debris removal and stated, "Our emergency contractor is Waste Pro of
Florida and our City Public Works have been picking up debris since last Thursday." Manager Smith
pointed out that a huge amount of debris had been picked up and added, "It is extremely important to the
City to get this debris picked up in an efficient, timely manner, especially in light of the fact that there
may be another storm."
Mayor Lacey added, "I just want to underscore what you said that before the storm came in you had
other contractors ready to go and they were on the street." Manager Smith added that the City has had a
"Debris Management Program in place for years."
Next, Manager Smith spoke of communication efforts and how the City pushed information out.
Secondly, Manager Smith introduced the new Public Works and Utilities Department Director.
Ms. Lena Rivera, P.E., D.WRE, Director, Public Works and Utilities Departments briefly addressed the
Mayor and City Commission.
Lastly, Manager Smith noted that the City has had 200,000 cubic feet of debris collected.

603. Office of Commissioner Seat One - The Honorable Jean Hovey
Commissioner Hovey first spoke about some Facebook comments related to residents who said they
could not get in touch with City Officials; however, Commissioner Hovey said that she personally had
provided information on how to reach Winter Springs' Commissioners as well as other contact
information. Commissioner Hovey noted that some people had in fact communicated with her during
the recent Hurricane Irma storm event.
Next, Commissioner Hovey thanked Manager Smith for responding to her many inquiries during the
recent hurricane, and mentioned that she had shared information that she received with residents and
suggested that citizens sign up for eAlerts from the City.
Commissioner Hovey asked the Police Chief how many Officers worked last Sunday and Monday
during the Hurricane Irma storm event. Chief of Police Kevin Brunelle, Police Department explained
that forty -six (46) Officers worked both days during Hurricane Irma and noted that a normal shift would
usually have five to ten (5 -10) Officers working.

Commissioner Hovey stated, "Our Officers were all out there working away from their families."
Continuing, Commissioner Hovey added, "Please thank them on my behalf and I am sure the other
Commissioners, and the residents also."
Next, Commissioner Hovey asked Chief Brunelle how many miles of streets /roadways are in the City.
Chief Brunelle said there were 100 miles public, and thirty (30) miles private.
Commissioner Hovey continued, "130 approximately, so on that, does that mean we have 130 miles of
storm debris that needs to be picked up in our City ?" Manager Smith said, "Potentially." Commissioner
Hovey added, "So, it is all not going to get done in a couple days." Manager Smith agreed that this was
correct.
Further on the matter of storm debris, Commissioner Hovey referenced the 200,000 cubic feet of debris
that has already been picked up in Winter Springs, and commented on the amount of storm debris in
unincorporated Seminole County.
Additionally, Commissioner Hovey noted, "So, the storm debris is being handled, you just said that. It
is being handled by Waste Pro [of Florida], by City Public Works, and then we have other people that
are assisting us too ?" Manager Smith stated, "We have emergency debris contractors, those are the big
large trucks that you'll see coming around town with the big claws picking up the debris."
Commissioner Hovey asked for clarification, "Waste Pro [of Florida] will continue to pick up yard
debris that is in bags and cans ?" Manager Smith explained, "Yes. They will pick up yard debris per
their normal schedule - they've added additional days. This weekend, they will be picking up Saturday
and Sunday. They ask that everybody bag, bundle, and containerize. And the reason for that
Commissioners - it expedites the process so it can serve more people faster, but if there's a pile on the
ground, they're going to do their best to get it up; it all depends on volume. They want to touch as many
people as possible; so, they may have to come back, but if everyone is understanding and patient, they
will touch everyone and it will get picked up."
Next, Commissioner Hovey inquired as to who was responsible if a tree falls on a power line and it
needs to be cut down?
Manager Smith responded by saying, "It is Duke's [Energy Corporation] responsibility, but if I may add,
if they were ever to need the City's assistance, we would be there. We'd offer our assistance, but they
are a turnkey operation and for a variety of reasons that I understand, they do the whole thing
themselves." Further remarks followed on potential liability issues.
Next, Commissioner Hovey asked how many Public Works Department employees staffed the lift
stations.
Manager Smith stated, "As everyone knows, we had some lift stations as everyone did throughout the
state, running on portable generators. If you are asking how many crews it took to do that at its peak,
twelve (12) employees were out there plus - Staff inside the building monitoring it. So, twelve (12)."
Manager Smith agreed and explained that six (6), two (2) person crews, worked twelve (12) hour shifts,
twenty -four (24) hours a day. Commissioner Hovey mentioned that these workers were away from their
families also and said, "Thank them for us too."

Furthermore, Commissioner Hovey inquired as to how many eAlerts were sent out during the Hurricane
Irma storm event. Manager Smith commented, "As of this afternoon 105 - from the first correspondence
we sent out related to Hurricane Irma, to today, is 105, and all those were posted on Facebook
simultaneously as well."
With additional remarks about eAlerts and Facebook communications, Commissioner Hovey pointed
out that, "Captain (Chris) Deisler, (Police Department) was always good about re- posting them on
several of the other Facebook pages." Chief Brunelle then spoke of their efforts to disseminate
information and thought that the efforts by Staff probably reached around 20,000 individuals.
Commissioner Hovey also asked about residents who had not signed up to receive all of the eAlerts.
Further comments.
Ms. Joanne Dalka, Director, Information Services Department explained the different options available
when signing up for eAlerts, to which Commissioner Hovey said she would send Ms. Dalka contact
information for someone that she hoped Ms. Dalka could assist in terms of signing up for applicable
eAlerts.
Commissioner Hovey then asked if increased spraying for mosquitos would be done with all of the
standing water around. Related to mosquito control efforts after Hurricane Irma, Mr. Fields commented,
"We will coordinate with the County based on the counts and monitor those and respond as needed."
Furthermore, Commissioner Hovey referenced people going door -to -door offering their services, and
pointed out that Permits are still needed. Manager Smith suggested residents let the Police Department
know if they see anything of concern.
Lastly, Commissioner Hovey mentioned she would have some Appointments ready for the next City
Commission Meeting and asked the City Clerk to add this to the next City Commission Agenda.

604. Office of Commissioner Seat Two - The Honorable Kevin Cannon
Commissioner Cannon offered his thanks to the residents that attended tonight's meeting.
Next, Commissioner Cannon stated, "Kudos to the Winter Springs Police Department and the EOC
(Emergency Operations Center). Again, Captain (Matt) Tracht, Police Department and Chief (Brunelle),
well run machine and with all of the support staff there.
We had Paul (Morrison), our Superintendent of Public Works and Brian (Fields) literally out in fifty
(50) mile an hour winds looking at sewer lift stations; very, very dedicated Staff. I don't think that the
people realize the degree to which our Staff were willing, and the Officers that were escorting them, to
go into harm's way to keep sewer lift stations up and so forth; and that is just one of many examples.
The Officers were there, they were sleeping on twelve (12) hour shifts, and they all have families, just
like ours."
Next, Commissioner Cannon said, "And Kevin (Smith), and all of our City Staff, and to Brian (Fields) —
Bryant (Smith) — just outstanding. I really feel like we should commend, especially those men and
women, and the crews that were out during the middle of the storm."

Continuing, Commissioner Cannon said he would like to see City Staff check trees throughout the City
during the January to March timeframe in preparation for the next Hurricane season, and to also get with
Duke Energy Corporation regarding any trees that need to be trimmed. Commissioner Cannon then
mentioned he had some post -storm suggestions for City Staff and he would pass that information on.
Commissioner Cannon then pointed out that it seemed that Seminole County was going to use the south
end of Jetta Point for their storm debris collection and recommended City Staff work with the Fire
Marshall to make sure no fires occur.
Next, Commissioner Cannon suggested that that Mr. Fields call him in the morning before his meeting
on the Barrington Estates issue as Commissioner Cannon could not attend the meeting and hoped to
share some thoughts that he had.
Commissioner Cannon noted that communications can always be improved upon and he would share
some ideas he had with Staff, said he was glad we did not have any looting, and mentioned that residents
have good ideas and thought a dialogue or Workshop with residents would be helpful so we could hear
their thoughts and ideas. Further comments continued.

605. Office of Commissioner Seat Three/Deputy Mayor - The Honorable Pam Carroll
Deputy Mayor Carroll spoke of getting in touch with Manager Smith often during Hurricane Irma on
various matters, referenced some downed trees in her neighborhood, and commented on how quickly
Public Works Staff worked to clear the area, as well as the County Bridge on Dyson Drive.
Further, Deputy Mayor Carroll mentioned the Public Works Staff that tended to the lift stations and
remarked, "I am proud of our City but part of that credit goes to these unseen, unsung Public Works
fellows who were out there working hard."
Deputy Mayor Carroll then addressed underground utilities, power grids, lack of power, and suggested
that it might help when people would report outages to Duke Energy Corporation, that residents include
the closest address. Deputy Mayor Carroll further remarked about how Duke Energy Corporation
technicians handle outages which may not make sense to residents, and perhaps the City could share
related information with our citizens.
Next, Deputy Mayor Carroll added, "I have to give kudos to Kevin Smith, and Brian Fields especially,
all of our Directors, but the two (2) of them I think were on the hot seat throughout the whole storm."
Concluding her Report, Deputy Mayor Carroll commented on communications and thought that one (1)
standard kind of communication would probably not work, referenced what former Commissioner
Robert S. Miller had suggested about a flyer, and said that perhaps a mailer or flyer would help, but
Deputy Mayor Carroll did not think we had a database of every resident, thus, we would need more than
one (1) way to communicate in events like the Hurricane Irma storm event.

606. Office of Commissioner Seat Four - The Honorable Cade Resnick
Commissioner Resnick mentioned speaking with some Duke Energy Corporation workers about how the
process worked which related to supply and demand, and thought that Duke Energy Corporation's
public information team needed to rethink their processes.
Continuing, Commissioner Resnick noted the many ways City officials were communicating and
suggested that perhaps too much information was disseminated, and that the City might want to look
into setting up a professional system for future events.
Furthermore, Commissioner Resnick commented briefly on how the City of Oviedo and other Seminole
County cities were affected by Hurricane Irma and said he would try to educate our citizens more, as a
result of recent events.
Commissioner Resnick then stated, "I echo what everybody else has said. Our Staff I think were
amazing and they stepped up, the Chief's Department, Kevin (Smith) - Parks and Rec[reation], and the
Public Works [/Utilities Departments], everybody."
Lastly, Commissioner Resnick spoke to the citizens about education, that he was happy to speak with
people on any ideas they have, and thanked the citizens for working with the City.

607. Office of Commissioner Seat Five - The Honorable Geoff Kendrick
Commissioner Kendrick thanked everyone for coming to tonight's City Commission meeting.
Next, Commissioner Kendrick asked if a mandatory evacuation had been ordered for the Tuskawilla
Trails community during the Hurricane Irma storm event, and whether a mandatory evacuation would
have prevented Duke Energy Corporation from going into that community.
Chief Brunelle said there was a mandatory evacuation ordered for Tuskawilla Trails and commented on
the efforts he and his Staff took to help their residents.
Commissioner Kendrick stated, "Mayor (Lacey), Manager (Smith), Chief (Brunelle), Brian (Fields),
Shawn (Boyle), every one of you did an outstanding job!" Commissioner Kendrick remarked about all
of the communications that went out during Hurricane Irma and thought communications between Duke
Energy Corporation and the City did need to improve.
Furthermore, Commissioner Kendrick spoke to the residents of Barrington Estates and said the City
would work through their issue.

608. Office of the Mayor - The Honorable Charles Lacey
Beginning his Report, Mayor Lacey stated, "We have heard a lot of tributes to the Staff and I think it is
all warranted, and the public may be somewhat jaundiced about that because we have the privilege of
seeing some of those things that the Staff does, that go completely unnoticed by people outside of here;
so, I think that there has been yeoman's service provided by a number of our people, that is maybe just
short of heroic but touching on heroic at times.
And we need to acknowledge that and let the public know that their perceptions were not wrong but we
have a little bit of a different perspective, where we have been able to see some of those things whereas
they mostly see the failures. Rightly so, when someone has been in their house seven (7), eight (8) days
without power, it is pretty hard to convince them that good things are happening elsewhere, but it really
has been the case.
I think an example that I would highlight in my short time here were the lift stations. Everyone knows
that we kept the lift stations running. And I will note of the other six (6) cities and County, there were
four (4) jurisdictions, by Public Notices I saw, where they had massive amounts of pollution that entered
- out of their system into the public waterways. We had none. And in keeping the lift stations going, we
have thrown some statistics out about that, but those lift stations didn't just go because they were on
their own, they went because we had dedicated City of Winter Springs' people staying up 24/7, moving
generators, station after station, keeping them going; and I think it was the behind the scenes effort that
made that happen."
Continuing, Mayor Lacey noted that "Public safety is job one (1). Chief (Brunelle), you did a great job
there. Keeping the water flowing and the sewer system, I count as job two (2) for a City like ours, and
on that score, we did well."
Mayor Lacey added that he thought the City could make some other improvements elsewhere, to include
our working relationship with the Duke Energy Corporation.
Next, Mayor Lacey said that the City needs to work on the Barrington Estates matter promptly.
Lastly, Mayor Lacey offered his appreciation to Deputy Mayor Pam Carroll, as well as Mr. Boyle.
Manager Smith asked that the City Commission receive an update on the status of the City's Parks.
Mr. Chris Caldwell, Director, Parks and Recreation Department give an overview of the latest re-
openings of some of the parks in the City.
Deputy Mayor Carroll mentioned that the Friday before Hurricane Irma, she and Mr. Boyle had stopped
by the sandbagging operation. Deputy Mayor Carroll complimented Ms. Tina Kimball, Turf Specialist,
Parks and Recreation for her hard work there bagging sand, and was impressed how Ms. Kimball took
fifty (50) pound bags of sand to residents' cars. Deputy Mayor Carroll added, "She worked tirelessly!"

Mr. Caldwell pointed out that Staff worked for two (2) full days on the City's sandbagging operation for
Hurricane Irma and thanked Public Works Staff for their assistance with this.
Deputy Mayor Carroll added, "Captain (Kevin) Presley, (Police Department) and (Sergeant Thomas)
Padgett, (Police Department) were there helping with sandbags too." Deputy Mayor Carroll also
acknowledged that Mr. Boyle assisted with this effort.
It was then mentioned that City Staff distributed more than 300 tons of sand and 13,500 sandbags during
this sandbagging operation.
PUBLIC INPUT
Mayor Lacey opened "Public Input".
Dr. Ted Johnson, 1107 Pheasant Circle, Winter Springs, Florida: spoke further on issues related to the
Hurricane Irma storm event, suggested the City gather baseline data from Duke Energy Corporation
which could assist with future storms, be more proactive in the future, and mentioned that the City could
work during the winter months, perhaps with the Duke Energy Corporation and identify problem areas.
Dr. Johnson also said he regretted that he had not checked an Easement corridor that began on
Tuskawilla Road and went into his neighborhood; however, Dr. Johnson noted that he did send
photographs of this area to Mayor Lacey, Deputy Mayor Carroll, and Commissioner Cannon. Dr.
Johnson also thought the City should have agreements with tree service contractors for storms, that the
City could have a water and ice distribution area for future weather - related events, and thought the City
should look into back -up generators at the most vulnerable lift stations, as well as having portable
generators available. Dr. Johnson thanked Mayor Lacey, Deputy Mayor Carroll, and Commissioner
Cannon for listening and assisting him; and thought most of the issues mentioned this evening were
related to Duke Energy Corporation issues.
Mayor Lacey commented that some of our generators do have permanent generators, however, Mayor
Lacey recommended that permanent generators should be considered for all lift stations.
Mr. Jason Bradfield, 727 Galloway Drive, Winter Springs, Florida: commented further on
communications issues, thought there might be a better process, and said that he was not aware of some
City related information that had been brought up.
Commissioner Resnick mentioned that related to the Hurricane Irma storm event, people seemed to find
who they needed, however, he thought there was a need for improved communications.
Commissioner Hovey noted that the City Commission can be contacted any time.
Mayor Lacey closed "Public Input ".
