CALL TO ORDER
The Regular Meeting of Wednesday, September 6, 2017 of the Planning and Zoning
Board/Local Planning Agency was called to Order at 5:30 p.m. by Chairperson Bob
Henderson in the Commission Chambers of the Municipal Building (City Hall, 1126 East
State Road 434, Winter Springs, Florida 32708).

400. Community Development Department — Planning Division
The Community Development Department Requests That The Local Planning
Agency/Planning And Zoning Board Hold A Public Hearing To Consider A
Conditional Use For A Proposed Accessory Dwelling Unit (ADU) Located At 340
Shore Road.
Mr. Brian Fields, Director, Community Development Department introduced the Agenda
Item and stated, "It's a pretty deep lot, it has some wetlands in the backside, but there's
plenty of uplands for construction of a new single family home up on near the corner here.
This is — was proposed as a new single family home and an accessory dwelling unit (ADU)
to be built at the same time."
Images of the plan view were shown with additional comments.
Continuing, Mr. Fields mentioned, "This is really kind of a text book ADU (Accessory
Dwelling Unit) this is why we have it in our Code. It's a family moving in that I believe
the propose of the ADU (accessory dwelling unit) is for an elderly parent. This meets all
the Code requirements it's the living space is seven hundred and ninety eight (798) square
feet which is just under the eight hundred (800) foot maximum. It's in for permitting now
and it will all be built at the same time."

Further remarks ensued while floor plans were addressed.
Finishing his presentation, Mr. Fields commented, "The architecture of the ADU
(Accessory Dwelling Unit) is the same in harmony with the proposed single family
dwelling unit. So, I believe when this is complete, the intent is to have it look like one (1)
unit." Further comments.
Chairperson Henderson opened "Public Input"

APPROVE." MOTION BY BOARD MEMBER MAH. SECONDED BY BOARD

401. Community Development Department — Planning Division
The Community Development Department Requests That The Local Planning
Agency Review The Proposed Five -Year Capital Improvements Program For Fiscal
Year 2017/2018 Through Fiscal Year 2021/2022 Via Ordinance 2017-15.
This Agenda Item was introduced by Mr. Fields who commented on the purpose of the
Capital Improvements Program, and stated "The purpose of the Capital Improvements
Program is to demonstrate that we have the projects in place to maintain levels of service
in transportation, water, sewers, storm, reclaimed water, and parks."
Continuing, Mr. Fields highlighted various aspects of the Capital Improvements Program
and gave a brief overview of the projects for each.
Chairperson Henderson inquired about the traffic light at Integra 360 project not going in
until they build the commercial parcels. Mr. Fields replied, "It will go in when it's
warranted, so it was projected to be warranted when all the apartment units are filled. That
may or may not happen, depends on the actual traffic that's present at the intersection. We
have to meet certain thresholds called warrants with DOT (Department of Transportation)
once we meet those, we'll build the signal".
