CALL TO ORDER
The Regular Meeting of Tuesday, August 15, 2017 (Rescheduled from Tuesday, August 1,
2017) of the Parks and Recreation Advisory Committee was called to Order by Chairperson
Arnie Nussbaum at 5:30 p.m., in the Commission Chambers of the Municipal Building
(City Hall, 1126 East State Road 434, Winter Springs, Florida 32708).

500. Parks And Recreation Department
The Parks And Recreation Department Wishes To Provide The Parks And
Recreation Advisory Committee With An Overview Of The Success Of The
Celebration Of Freedom Event And Ask For Any Suggestions Or Comments To
Share With The ICS (Internal Command Structure) Committee.
Mr. Chris Caldwell, Director, Parks and Recreation Department introduced the Agenda
Item and commented on the Mayor and City Commission's Board and Committee
Appreciation Dinner.
Continuing, Mr. Caldwell gave a brief overview on what the ICS (Internal Command
Structure) Committee was and what they do.
Mr. Caldwell asked for any suggestions or comments the Committee Members may have
about the Celebration of Freedom Event. Committee Member Art Gallo spoke of the
Celebration of Freedom event, that it was revenue neutral, and how the Parks and
Recreation Department came out ahead of Budget.
Discussion followed.

The Parks And Recreation Department Wishes To Provide The Parks And
Recreation Advisory Committee With An Overview Of The Hometown Harvest
Event And Ask For Any Suggestions Or Comments To Share With The ICS (Internal
Command Structure) Committee.
This Agenda Item was presented by Mr. Caldwell who gave an overview about the
Hometown Harvest Event.
Discussion followed on hayrides and other event aspects.

502. Parks And Recreation Department
The Parks And Recreation Department Wishes To Provide The Parks And
Recreation Advisory Committee With The Proposed Fiscal Year 2017-2018 Budget,
As Being Proposed To The City Manager.
Mr. Caldwell introduced the Agenda Item and stated, "We just want to give you a general
overview, that we are being very fiscally responsible with our dollars".

Mr. Caldwell then reviewed Capital and Maintenance Funds; referenced how the Budget
had a strong focus on City parks for the next couple of years, and mentioned that certain
older equipment would be replaced along with some improvements to the parks.
Brief comments followed on Budget and Grants.

503. Parks And Recreation Advisory Committee
The Parks And Recreation Department Requests The Parks And Recreation
Advisory Committee Discuss Renewal Of Youth Sports Partnership Agreements.
Youth Sports Partnership Agreements was next addressed by Mr. Caldwell who
commented on how the contracts came up for renewal in July and how they were renewed
with the exception to the soccer program. Mr. Caldwell then stated, "We proceed to renew
all of those contract with the exception of the Orlando City Soccer one, and that was
because of financial reasons, a business decision basically with Orlando City [Soccer]."
Comments followed on how the City's soccer program was still thriving and how the level
of service to the residents did not suffer with the decision to not renew the soccer program's
contract.
Lastly, Mr. Caldwell mentioned how the other programs all remained the same and stated
"They're very happy with what we're doing, providing services, and they've all agreed to
another two (2) year term."

504. Parks And Recreation Advisory Committee
The Parks And Recreation Department Requests The Parks And Recreation
Advisory Committee Discuss Progress Of The 2016 Approved Master Plans For
Parks.
Mr. Caldwell spoke on this Agenda Item and gave updates regarding the Master Plans for
parks starting with Central Winds Park. Mr. Caldwell stated, "At Central Winds Park, nine
(9) out of those thirteen (13) elements have been completed." Furthermore, Mr. Caldwell
briefly commented on some of the elements that have been completed and some projects
that may be completed.
Next, Mr. Caldwell talked about Trotwood Park and noted, "I'm happy to say ten (10) out
of eleven (11) elements at this park are done." Additional comments regarding the projects
at Trotwood followed.

505. Parks And Recreation Advisory Committee
The Parks And Recreation Department Requests The Parks And Recreation
Advisory Committee Discuss Park Improvements And Funding Sources At Torcaso
Park.
Mr. Caldwell pointed out that "We haven't started Torcaso Park Master Plan yet."
Continuing, Mr. Caldwell introduced the Agenda item and commented about how Torcaso
Park was the park that would be focused on for the next three (3) years.
Regarding some of the plans and details related to Torcaso Park, Mr. Caldwell then
explained, "We are going to fold in the Senior Center and the Civic Center into that park
and that's going to become one big park." Mr. Caldwell then referenced a design that
showed the plans for Torcaso Park and how the connection between the three (3) would
happen.
Next, Mr. Caldwell commented briefly on the timeline for Torcaso Park.
Concluding, Mr. Caldwell commented on proposed ideas within the Master Plan for
Torcaso Park, including the Field House. Mr. Caldwell stated, "The Field House is going
to be the center of the park, really, and that's the idea that it'll be the center of the park and
it would be a gymnasium that would provide basketball, volleyball, and summer camp
would also be in there." Additional remarks followed on the Field House.
Brief discussion ensued on renovations throughout the park such as the splash pad, adding
another playground, and eventually renovating every park.
Committee Member Nancy Greenberg inquired about the start date for renovations at
Torcaso Park. Mr. Caldwell informed the Committee that the process had already started.
Additional comments followed on funding for the projects to which Mr. Caldwell stated,
"There's three million [dollars] ($3,000,000.00) set aside" in next year's Budget. Mr.
Caldwell added, "I tell you, our City Manager and Finance Director are brilliant; they have
done a great job preparing for this. This is two (2) years of preparation that they have
prepared, to get to this point."
600. REPORTS
Committee Member Gallo briefly spoke of the benefits related to youth lacrosse programs,
and thanked Staff for helping out with it.

Regular Meeting was scheduled for Tuesday, November 7, 2017.
