REQUEST:
The Community Development Department requests the City Commission's authorization
to execute a task order with CDM Smith in the amount of $50,420 for preparation of a Gee
Creek Flood Study, funded by the Stormwater Utility Fund.
SYNOPSIS:
The Gee Creek Flood Study will be an engineering evaluation of the flooding that occurred
along Gee Creek and its tributaries during Hurricane Irma, with the objective to identify
potential solutions to mitigate future flooding potential.
CONSIDERATIONS:
Hurricane Irma dropped approximately 14inches of rain in the City of Winter
>>
Springs over a 12hour period on September 10 and 11, 2017. This volume of
>
rainfall, which exceeds the 100year storm event, caused significant flooding impacts
>
at various locations throughout the City.
Gee Creek is a major waterway that flows through the southwestern quadrant of the
>
city, entering the City north of Panama Circle near Murphy Road, and eventually
discharging to Soldier's Creek and Lake Jesup. Gee Creek has road crossings in the
City at Murphy Road, Edgemon Avenue, Moss Road, Hayes Road, Shore Road,
Alton Road, and SR 434.
During Hurricane Irma, significant flooding occurred along Gee Creek at many
>
locations, including Hacienda Village, Moss Road Bridge, Lido Road, Holiday Lane,
Mockingbird Lane, and the Edgemon Avenue Bridge. In addition, several tributaries

connecting to Gee Creek, including Little Lake Howell Creek and No Name Creek,
also backed up and caused flooding in areas such as Winding Hollow, Sailfish Road,
and Alton Road.
The purpose of the Gee Creek Flood Study is to evaluate and determine:

What happened during Hurricane Irma?
>
Why did the severe flooding occur at the ?
>
What feasible stormwater management improvements can be made to minimize
>
future flooding potential at the floodprone locations?
>
The Gee Creek Flood Study will evaluate potential structural improvements and
>
operation and maintenance activities that can be performed. The study includes the
following activities:
Data collection
>
Field review of specific flooding sites
>
Document review of any available engineering plans and permitting records
>
Identification of flooding causes
>
Identification of potential solutions, including costs and feasibility analysis
>
The Gee Creek Flood Study will be prepared by CDM Smith, who has been a
>
stormwater engineering consultant for the City since 2008. CDM has completed
various stormwater design and study tasks for the City, including the TMDL Master
Plan and the Central Winds Park Stormwater Improvements project.
The cost of the study is $50,420 and is funded by the Stormwater Utility Fund. The
>
study is expected to be complete by March of 2018.

This Agenda Item has been electronically forwarded to the Mayor and City Commission,

City. Furthermore, this information is also available to any individual requestors. City Staff
is always willing to discuss this Agenda Item or any Agenda Item with any interested
individuals.

RECOMMENDATION:
Staff recommends the City Commission authorize the execution of a task order with CDM
Smith in the amount of $50,420 for preparation of the Gee Creek Flood Study, and
authorize the City Manager and City Attorney to prepare and execute any and all applicable
documents.
