A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF WINTER SPRINGS,
FLORIDA, RECOGNIZING KIPTON {KIP) D. LOCKCUFF FOR HIS 26 YEARS OF
DEDICATED SERVICE AS ONE OF THE MOST VALUED AND EXTRAORDINARY
EMPLOYEES OF THE CITY OF WINTER SPRINGS; AND EXPRESSING OUR GREAT
APPRECIATION ON BEHALF OF THE CITIZENS OF THE CITY OF WINTER SPRINGS;
AND PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, KIP LOCKCUFF has provided the residents of the City of Winter Springs with 26 years of excellent, dedicated,
and distinguished service, since joining the City of Winter Springs on January 28, 1991 as the Director of the Utilities/ Public Works
Department; and
WHEREAS, KIP . LOCKCUFF throughout his impressive career, has been responsible for roads, stormwater, drainage,
engineering, capital projects, water treatment and distribution, wastewater collection and treatment, reclaimed water supply and distribution;
has served in the role of Project Director on many utility, transportation, and public building projects in Winter Springs; and was responsible
for the construction of a new Utility and Public Works Compound in 2007 as weII as the construction of a new Public Works Administration
Building
�in�t2016; and
](WHEREAS, KIP LOCKCUFF has been an invaluable staff member who has been outstanding in every facet of governmental
operations that he has been involved with, to include the creation, implementation, and expansion of the City's Reclaimed Water System; the
implementation and improvement of the City's Stormwater Utility Program; and has established infrastructure preventative maintenance
programs for water, sewer, reclaimed water, sidewalks, stormwater, asphalt paving, as well and other efforts; and
WHEREAS, KIP LOCKCUFF during his tenure, has been a very hard working employee and Manager, leads by example every
day, is an excellent problem solver as he possesses a great combination of knowledge and ingenuity, remembers everything — even the most
obscure details; is direct yet understanding, decisive, but not overbearing, is compassionate, caring, and supportive; has provided
incomparable service with his valued expertise to those he worked with as well as citizens and Elected Officials alike, and thus has
continuously been praised for his remarkable sterling skills and accomplishments which have benefitted so many during his tenure with the
City of Winter Springs; and
WHEREAS, KIP LOCKCUFF while serving as the Department Director for the Utilities/Public Works Department, acquired
his Masters in Public Administration from the University of Central Florida with this degree being conferred on May 211d, 2003; and year after
year, KIP LOCKCUFF has displayed an incredible and admirable work ethic as a leader of leaders, as well as outstanding commitment
and pride in working for the City of Winter Springs over the last 26 years.
NOW THEREFORE,I
. BE T RESOLVED by the City Commission of the City of Winter Springs, Florida as follows:
SECTION I — Upon the occasion of KIP LOCKCUFF's retirement, the Mayor and Commission, City Manager, and Staff of
the City of Winter Springs wish to recognize and honor him for his incredible level of distinguished service to the residents of Winter Springs
through his 26 years of esteemed exemplary service.
SECTION II — That this Resolution commending the services of KIP LOCKCUFF be recorded upon the official Public Records
and Minutes of the City Commission of the City of Winter Springs, Florida.
SECTION III — That a copy of the Resolution be forwarded to KIP LOCKCUFF with our sincerest and heartfelt thanks for his
many illustrious and notable contributions.
