Roll Call: Chairperson Ken Greenberg, present Vice - Chairperson Tom Vagnini, present Committee Member Elaine Johnson, present Committee Member Kevin McCann, present Committee Member Ellen Paul, present Assistant to the City Clerk Antonia Della Donna, present A moment of silence was followed by the Pledge of Allegiance. Office Of The City Clerk The Office Of The City Clerk Is Requesting The Tuscawilla Lighting And Beautification District Advisory Committee To Review And Approve The Wednesday, April 19, 2017 Tuscawilla Lighting And Beautification District Advisory Committee Regular Meeting Minutes. REFERRING TO THE WEDNESDAY, APRIL 19, 2017 REGULAR MEETING MINUTES, "MOVE TO APPROVE." MOTION BY COMMITTEE MEMBER McCANN. SECONDED BY COMMITTEE MEMBER VAGNINL DISCUSSION. PUBLIC HEARINGS AGENDA PUBLIC HEARINGS 400. Public Works/Utility Departments — Urban Beautification Division The Public Works/Utility Departments — Urban Beautification Division Requests That The Tuscawilla Lighting And Beautification District Advisory Committee Receive A Year To Date Budget Review. Ms. Stephanie Monica, City Arborist and Water Conservation Coordinator, Public Works Department introduced the Agenda Item and referenced several Budget related documents. Ms. Monica then commented on various expenses since the beginning of the fiscal year. Discussion followed. Vice - Chairperson Tom Vagnini commented, "On the first section, under Fountain Doctors, there is seven (7) months, where fountain bulbs have been replaced. That is a lot of bulbs." Ms. Monica replied "Every month they replace at least one (1). Those are the submersed lights that I showed you." Chairperson Greenberg commented, "Are they LED (light emitting diode) ?" Ms. Monica replied, "No." Discussion followed about LED (light emitting diode) lights. Brief comments. REGULAR 501. Public Works/Utility Departments — Urban Beautification Division The Public Works/Utility Departments — Urban Beautification Division Requests That The Tuscawilla Lighting And Beautification District Advisory Committee Receive Information On The Status Of The Status Of The Entrance Fountain Repairs. This Agenda Item began with a brief overview by Ms. Monica who addressed the recent work that has completed on the entrance fountains including new motors. Before and after photographs of the fountains were then shown. Comments followed. Additionally, Ms. Monica commented on the replacement of the fountain lights, estimated costs and stated, "They're about four hundred and sixty [dollars] ($460.00) a piece; there's thirteen (13) on each side; so, to purchase the lights and the labor to install them is about twenty two thousand dollars ($22,000.00). So, we were saying in light of the fact that we are about to do the last big chunk of the landscaping, and we are ready to just fill the fountains up finally and get them running; rather then drain them again right away to redo the lighting, maybe we could do the light refurb[ishment] in Fiscal Year [20']18." Discussion ensued on warranties, LED (light emitting diode) lights, and color variations in the lights. Ms. Monica described the light replacement process in detail, and commented on related wiring. Public Works/Utility Departments — Urban Beautification Division The Public Works/Utility Departments — Urban Beautification Division Requests That The Tuscawilla Lighting And Beautification District Advisory Committee Receive Information On Landscape And Irritation Maintenance. Ms. Monica noted, "Everything's fine with irrigation." Continuing, Ms. Monica reviewed the maintenance that has been completed on the irrigation system. Next, Ms. Monica reviewed plans for the landscaping of the remaining medians on Winter Springs Boulevard. Ms. Monica expressed, "We are going to try to add a little bit more pizazz — to the intersection of the Country Club." Ms. Monica commented further on site distance issues in that area and suggested various flowers that would not exacerbate the problem. Ms. Monica stated, "I don't think the Perennial Peanut has been performing very well." On a related note, Ms. Monica presented the options of leaving the Perennial Peanut plants or switching to St. Augustine sod and indicated, "The Perennial Peanut is actually more expensive. If you went with the sod, it's twenty -four hundred [dollars] ($2,400.00); if you did the Perennial Peanut, it's forty -six [hundred dollars] ($4,600.00)." Ms. Monica also suggested a third option of doing nothing and just expanding the plant bed. With brief discussion, Ms. Monica pointed out, "The total to complete the rest of the replanting is twenty -six thousand seven hundred and twenty -four dollars ($26,724.00)." It was noted that Capital funds, rather than Maintenance funds, would pay for this expenditure. Discussion followed on Perennial Peanut varieties, soil alkalinity, growth patterns, temporary soil solutions, and pH levels. Chairperson Greenberg expressed that he favored finishing the replanting project. Vice - Chairperson Vagnini agreed and noted, "What has been done looks really good." Furthermore, discussion ensued on plant material, neighborhood enhancement, the variety of the medians' landscaping, associated installation costs for Perennial Peanut and their lifespan, invasive plant species, the landscaping on the Tuscawilla Country Club side, the City's relationship with the Tuscawilla Country Club, and Assessment Fees. "I WILL MAKE THAT MOTION TO COMPELTE THE PROJECT TO THE END; LEAVE THE — PEANUT [PERENNIAL] AS IS, FOR RIGHT NOW." MOTION BY BOARD MEMBER JOHNSON. BOARD MEMBER JOHNSON COMMENTED BRIEFLY ON WORKING WITH THE TUSCAWILLA COUNTRY CLUB. MS. MONICA STATED, "THAT WOULD BE YOUR TOTAL TO TWENTY -THREE THOUSAND SIX HUNDRED AND NINETY -EIGHT [DOLLARS] ($23,698.00)." SECONDED BY BOARD MEMBER PAUL. DISCUSSION FOLLOWED ON SPEAKING WITH TUSCAWILLA COUNTRY CLUB ABOUT THE ENTRANCE. Brief discussion followed on landscaping. 600. REPORTS No Reports. PUBLIC INPUT Chairperson Greenberg opened "Public Input ". Deputy Mayor Pam Carroll, 865 Dyson Drive, Winter Springs, Florida: complimented Ms. Monica and Ms. Sara Miller, Urban Beautification Manager, Public Works Department on their work coordinating with the individual spraying and cleaning the streetlights within the Tuscawilla Lighting and Beautification District. Ms. Miller indicated that the remaining lights should be cleaned within the next two (2) weeks. Brief remarks continued. Chairperson Greenberg closed "Public Input ".
