REQUEST:
The Community Development Department requesting the City Commission: 1) validate the
Staff recommendation finding the Enclave at Dunmar sitework to be built in substantial
accordance with the Final Engineering plans; and 2) accept the public infrastructure
improvements for ownership and maintenance.
SYNOPSIS:
Sitework for the Enclave at Dunmar project is substantially complete and has been
approved by the applicable City Departments. This agenda item provides the site
acceptance necessary before certificates of occupancy can be issued by the building
official for the new residential homes.
CONSIDERATIONS:
APPLICABLE CODE:
Section 9 -178. Required Improvements to be completed prior to building on lots;
exceptions.
(c) Where the building official has an authoritative method of assurance that the
improvements will be completed in accordance with approved plans, such as
withholding occupancy, the building official may issue building permits upon
advising the developer that all or partial occupancy will be restricted until satisfactory
completion of the improvements has be accomplished.
(d) ... Certificates of occupancy will not be issued until all improvements are

accepted by the city commission.
The Enclave at Dunmar consists of a 28.50 acre subdivision containing eight - single
family residential units. The development is within the northwest area of the existing
Dunmar Estates subdivision.
The Final Engineering Plans were approved by the City Commission at the August
8, 2016 City Commission meeting. Sitework commenced in April 2017 and is now
complete. A plat was approved by the City Commission at the June 12, 2017 City
Commission meeting and has been recorded.
This agenda item is for the acceptance of the site improvements. The Sitework has been
constructed in substantial compliance with the Final Engineering plans approved by the
City Commission.
FISCAL IMPACT:
There is no fiscal impact associated with this agenda item.
COMMUNICATION EFFORTS:
This Agenda Item has been electronically forwarded to the Mayor and City Commission,
City Manager, City Attorney /Staff, and is available on the City's Website, LaserFiche, and
the City's Server. Additionally, portions of this Agenda Item are typed verbatim on the
respective Meeting Agenda which has also been electronically forwarded to the individuals
noted above, and which is also available on the City's Website, LaserFiche, and the City's
Server; has been sent to applicable City Staff, Media /Press Representatives who have
requested Agendas /Agenda Item information, Homeowner's Associations/Representatives
on file with the City, and all individuals who have requested such information. This
information has also been posted outside City Hall, posted inside City Hall with additional
copies available for the General Public, and posted at five (5) different locations around the
City. Furthermore, this information is also available to any individual requestors. City Staff
is always willing to discuss this Agenda Item or any Agenda Item with any interested
individuals.
RECOMMENDATION:
Staff recommends the City Commission validate the Staff recommendation finding
the Enclave at Dunmar Sitework to be built in substantial accordance with the Final
Engineering plans.
