Roll Call: Chairperson Bob Henderson, present Vice - Chairperson Rick Brown, present Board Member Kok Wan Mah, absent Board Member Sarah Miller, present Board Member Bart Phillips, present Assistant to the City Clerk Antonia Della Donna, present Assistant to the City Clerk Jessica Wright, present A moment of silence was followed by the Pledge of Allegiance. Office Of The City Clerk The Office Of The City Clerk Requests That The Planning And Zoning Board/Local Planning Agency Review And Approve The Wednesday, June 21, 2017 (Rescheduled From Wednesday June 7, 2017) Planning And Zoning Board/Local Planning Agency Regular Meeting Minutes. RELATED TO THE MINUTES FROM THE WEDNESDAY, JUNE 219 2017 PLANNING AND ZONING BOARD/LOCAL PLANNING AGENCY REGULAR MEETING, "MOTION TO APPROVE." MOTION BY VICE - CHAIRPERSON BROWN. SECONDED BY BOARD MEMBER PHILLIPS. DISCUSSION. VOTE: BOARD MEMBER PHILLIPS: AYE CHAIRPERSON HENDERSON: AYE BOARD MEMBER MILLER: AYE VICE - CHAIRPERSON BROWN: AYE MOTION CARRIED. PUBLIC HEARINGS AGENDA PUBLIC HEARINGS 400. Community Development Department — Planning Division The Community Development Department Requests That The Local Planning Agency /Planning And Zoning Board Hold A Public Hearing To Consider Ordinance 2017 -17, Which Proposes To Annex One Parcel Of Land Comprising Approximately 2.92 Acres, Located At 300 West State Road 434 And Currently Owned By Metro Church Of Christ, Inc. Mr. Brian Fields, Director, Community Development Department introduced the Agenda Item and stated, "Metro Church owns two (2) properties in Winter Springs; one is the property off of [State Road] 434 on Vistawilla; that was the old grocery store they've CITY OF WINTER SPRINGS, FLORIDA MINUTES PLANNING AND ZONING BOARD/LOCAL PLANNING AGENCY REGULAR MEETINTG - AUGUST 2, 2017 PAGE 3 OF 5 converted into a Metro Church. The other property that's owned by Metro Church is the property all the way at the east side of town; it's currently in Seminole County, and they have submitted for voluntary annexation into the City of Winter Springs ". Next, Mr. Fields referenced the zoning map and continued, "The site is approximately three (3) acres. It is currently used by Metro Church for church related activities; they have some classrooms there, it has a small gymnasium that they use for church functions. There's two (2) buildings on the property." Mr. Fields then briefly went over the history of the surrounding properties and the background of the Metro Church property. Images of the zoning map were shown with additional comments. Continuing, Mr. Fields remarked, "Metro Church applied for voluntary annexation to the City in 2008, and at that time it was denied by the City Commission mainly because the church at that time was not proposing to connect to the City water and sewer services. It would also remain as a church, at least at that time." Mr. Fields indicated that the property would be required to connect to City water and sewer services within thirteen (13) months and noted that the property was in the process of being acquired by a heating, ventilation, and air conditioning (HVAC) sales and engineering fine. Additional comments followed related to the annexation. Finishing his presentation, Mr. Fields commented, "We do recommend the Board forward a recommendation of approval for the annexation." Further comments. Chairperson Henderson opened "Public Input ". No one spoke. Chairperson Henderson closed "Public Input ". REFERRING TO PUBLIC HEARINGS AGENDA APPROVE." MOTION BY VICE-CHAIRPERSON BOARD :MEMBER PHILLIPS. DISCUSSION. VOTE: CHAIRPERSON HENDERSON: AYE BOARD MEMBER MILLER: AYE VICE - CHAIRPERSON BROWN: AYE BOARD MEMBER PHILLIPS: AYE MOTION CARRIED. ITEM "400 ", "MOTION TO BROWN. SECONDED BY CITY OF WINTER SPRINGS, FLORIDA MINUTES PLANNING AND ZONING BOARDILOCAL PLANNING AGENCY REGULAR MEETING - AUGUST 2, 2017 PAGE 4 OF 5 PUBLIC HEARINGS 401. Community Development Department — Planning Division The Community Development Department Requests That The Local Planning Agency /Planning And Zoning Board Hold A Public Hearing To Consider Ordinances 2017 -18 And 2017 -19 For The Small-Scale Future Land Use Map Amendment And Rezoning For The 2.92 -Acre Metro Church Property Located At 300 West State Road 434. This Agenda Item was introduced by Mr. Fields who commented on the proposed Zoning changes and permitted Uses of the property. Continuing, Mr. Fields stated, "Both of - these Public Hearings are scheduled for First Reading - City Commission on August 14th, and then Second Reading would be most likely on September 11th." Chairperson Henderson opened "Public Input" No one spoke. Chairperson Henderson closed "Public Input". IN TERMS OF PUBLIC HEARINGS AGENDA ITEM "401 ", "MOTION TO APPROVE." MOTION BY VICE- CHAIRPERSON BROWN. SECONDED BY BOARD MEMBER PHILLIPS. DISCUSSION. VOTE: VICE- CHAIRPERSON BROWN: AYE BOARD MEMBER PHILLIPS: AYE BOARD MEMBER MILLER: AYE CHAIRPERSON HENDRSON: AYE MOTION CARRIED. REGULAR AGENDA REGULAR 500. Not Used CITY OF WINTER SPRINGS, FLORIDA MINUTES PLANNING AND ZONING BOARDILOCAL PLANNING AGENCY REGULAR MEETING — AUGUST 2, 2017 PAGE 5 OF 5 600. REPORTS No Reports were given. In other City business, Mr. Fields announced the addition of a new City Planner, Ms. Alyssa Henriquez. Furthermore, Mr. Fields indicated the next Planning and Zoning Board /Local Planning Agency Regular Meeting would be on Wednesday, September 6, 2017. Brief comments ensued on current developments within the City.
