HomeMy WebLinkAbout2017 02 07 Parks and Recreation Advisory Committee Regular Meeting Minutes CITY OF WINTER SPRINGS, FLORIDA MINUTES PARKS AND RECREATION ADVISORY COMMITTEE REGULAR MEETING FEBRUARY 7, 2017 CALL TO ORDER The Regular Meeting of Tuesday, February 7, 2017 of the Parks and Recreation Advisory Committee was called to Order by Chairperson Arnie Nussbaum at 5:30 p.m., in the Commission Chambers of the Municipal Building (City Hall, 1126 East State Road 434, Winter Springs, Florida 32708). Office Of The City Clerk The Office Of The City Clerk Is Requesting The Parks And Recreation Advisory Committee Hold An Election For The Position Of Chairperson For Calendar Year 2017. Parks And Recreation Department The Parks And Recreation Department Wishes To Inform The Parks And Recreation Advisory Committee About The Pickleball Courts At Trotwood Park. Mr. Chris Caldwell, Director, Parks and Recreation Department thanked the Committee for their service and reflected on the recommendation for Pickleball Courts that came from the Committee a few years ago. Mr. Caldwell noted that the Pickleball Courts at Trotwood Park were well received, that about thirty (30) people use them regularly, and the tennis players were also pleased with the sharing of accommodations. Mr. Caldwell added that Staff was looking at the popularity of the sport and considering the possibility of building another Pickleball Court over by the Senior Center. Additional comments followed. Vice-Chairperson Rick Lecky inquired about how the need for additional Pickleball Courts would be determined. Mr. Caldwell stated that a needs assessment would be done, in addition to the record of requests for additional courts that they have already received. Chairperson Nussbaum voiced his support for the sport of Pickleball. INFORMATIONAL 201. Parks And Recreation Department The Parks And Recreation Department Wishes To Inform The Parks And Recreation Advisory Committee About The Upcoming Winter Springs Babe Ruth Opening Day Ceremony On February 18, 2017 At 10:30 A.M. Mr. Caldwell discussed the upcoming Winter Springs Babe Ruth Opening Day event and added that parking would be available behind the small playground, in between Fields 1 and 4. It was noted that Committee Members should RSVP by contacting Mr. Caldwell directly. Chairperson Nussbaum encouraged his fellow Committee Members to attend the event. INFORMATIONAL 202. Parks And Recreation Department The Parks And Recreation Department Wishes To Inform The Parks And Recreation Advisory Committee About Merry-Go-Rounds for Playgrounds. This Agenda Item began with Mr. Caldwell referencing a past inquiry about merry-go- rounds during the previous Parks and Recreation Advisory Committee Regular Meeting. Mr. Caldwell referenced photographs and information presented in the Agenda Item packet; and additional discussion followed regarding the use, prevalence, and styles of "spinners"in playgrounds. Further comments regarding the heights of other swings followed. Additional discussion followed and Chairperson Nussbaum suggested statistics regarding municipal liabilities related to this type of playground equipment would be helpful. Next, a discussion related to the birds and tables in Pavilion `A' at Trotwood Park ensued. ❖❖ AGENDA NOTE: AT THE TIME OF THIS PUBLIC INPUT SECTION, NO MEMBERS OF THE PUBLIC WERE PRESENT, AS NOTED LATER IN THE MEETING. ❖❖ PUBLIC INPUT No one addressed the Parks and Recreation Advisory Committee. CONSENT AGENDA CONSENT 300. Office Of The City Clerk The Office Of The City Clerk Is Requesting The Parks And Recreation Advisory Committee To Review And Approve The Tuesday, November 1, 2016 Parks And Recreation Advisory Committee Regular Meeting Minutes. "I MOVE THAT WE APPROVE THE MINUTES FROM OUR LAST MEETING." MOTION BY VICE-CHAIRPERSON LECKY. SECONDED BY COMMITTEE MEMBER GREENBERG. DISCUSSION. Not Used REGULAR AGENDA- PART II REGULAR REGULAR 502. Parks And Recreation Advisory Committee The Parks And Recreation Department Requests The Parks And Recreation Advisory Committee Discuss The Project Updates For Central Winds Park, Trotwood Park,And Moss Park. Mr. Caldwell expressed his thanks to the City Commission, City Manager, and Public Works Department for their support in making these projects a success. Mr. Caldwell then gave an overview of the project updates completed at Central Winds Park. Next, Mr. Caldwell addressed project updates for Trotwood Park and the recent addition of new construction for another seat wall on the basketball courts. Mr. Caldwell also mentioned the improvements and additions to the sidewalks and the upcoming replacement of the "goosenecks" on the basketball hoops at Trotwood Park. Further comments continued. Lastly, Mr. Caldwell provided an update on the completed improvements to Moss Park; and noted that bucket swings would be added to Moss Park due to numerous requests. Committee Members discussed their concerns with trash left at the seat walls in Trotwood Park and inquired about adding recycling containers in that area. REGULAR 503. Parks And Recreation Advisory Committee The Parks And Recreation Department Requests The Parks And Recreation Advisory Committee Discuss The Upcoming Spring Event. Beginning this Agenda Item, Mr. Caldwell introduced the name of the event, "Explore Outdoors", and elaborated on the event theme and how the Parks and Recreation Department partnered with the Urban Beautification Division to include the City's Arbor Day activities with this "Explore Outdoors" event. Mr. Caldwell continued to provide additional details pertaining to the event including that the event would begin at 2:00 p.m. on Saturday, April 1, 2017 at the Winter Springs Town Center. Comments on possible future development in the area were also expressed and Chairperson Nussbaum suggested an update on the status of the proposed amphitheater. REGULAR 504. Parks And Recreation Advisory Committee The Parks And Recreation Department Requests The Parks And Recreation Advisory Committee Discuss The Upcoming Torcaso Park Improvements. Mr. Caldwell provided an update on improvements to Torcaso Park; noted that CPH Engineers, Inc. was evaluating land and environmental issues, and Staff has met with the design firm to discuss concepts and gather information. Mr. Caldwell addressed the elements listed in the Land and Water Conservation Fund Grant. Discussion continued on costs for a possible a City swimming pool, proposed splash pad enhancements, the feasibility of including solar power and energy efficiencies in the design of the proposed field house, and a community garden. 600. REPORTS Committee Member Bob Osborne praised the improvements to the Senior Center reception area. Next, Committee Member Nancy Greenberg asked Mr. Caldwell about the dogs being allowed in Trotwood Park. Mr. Caldwell commented on the City policies regarding dogs in the parks. PUBLIC INPUT Chairperson Nussbaum opened "Public Input". Chairperson Nussbaum noted that there were no members of the Public present tonight. Chairperson Nussbaum closed "Public Input".
