The Police Department requests Commission approval to retire K -9 "Neko ", due to
unforeseen medical reasons, after his many years of dedicated service to the City and its
residents. Additionally, request approval to transfer ownership to his handler, Cpl. Allison
Buhler, and for the City Manager to execute any and all applicable documents related to his
item.
SYNOPSIS:
Due to unforeseen medical reasons, it is recommended that K -9 "Neko" be retired and
allowed to remain with Cpl. Allison Buhler, his handler.
CONSIDERATIONS:
K -9 "Neko" has recently shown signs of degenerative joint disease that is causing pain in
both his hips and knees. Based upon this recent finding, a third -party evaluation was
conducted by Affiliated Veterinary Specialist confirming the degenerative changes, which
they believe soon can and will cause performance and comfort issues. It was their
recommendation at this time to retire K -9 "Neko" in an effort to protect both the well -being
of the handler and the animal as well.
Additionally, it customary for retired service animals to remain with their handler and
his /her family for the duration of their lives. For this reason, we are requesting approval of
the transfer of ownership of K -9 "Neko" to his handler Cpl. Allison Buhler.
FISCAL IMPACT:
There will no negative fiscal impact on the City for allowing K -9 "Neko" to retire with his
