CALL TO ORDER
The Regular Meeting of Wednesday, April 19, 2017 of the Tuscawilla Lighting and
Beautification District Advisory Committee was called to Order by Chairperson Ken
Greenberg at 5:20 p.m. in the Commission Chambers of the Municipal Building (City Hall,
1126 East State Road 434, Winter Springs, Florida 32708).

Chairperson Greenberg welcomed Committee Member Kevin McCann as the newest
member of the Tuscawilla Lighting and Beautification District Advisory Committee.

The Public Works/Utility Departments — Urban Beautification Division Requests
That The Tuscawilla Lighting And Beautification District Advisory Committee
Receive A Year To Date Budget Review And Discuss The Fiscal Year 2017 Proposed
Ms. Stephanie Monica, City Arborist and Water Conservation Coordinator, Public Works
Department introduced the Agenda Item and referenced several Budget related documents.
Ms. Monica then commented on various expenses since the beginning of the fiscal year.
Discussion followed.
Next, Ms. Monica addressed the proposed Budget for the next fiscal year. Brief comments
followed and Ms. Monica added, "No huge changes since we did so much work this past
year with - replacing plants and kind of shoring everything up." Remarks followed on fund
balance.

That The Tuscawilla Lighting And Beautification District Advisory Committee
Receive Information On The Status Of Landscaping Throughout The Tuscawilla
Lighting And Beautification District.
Ms. Monica mentioned landscape efforts that have been completed several locations and
noted, "To kind of complete the refurb, we would need to do medians fifteen (15) through
twenty -three (23) which again picks up right at Sam Smith Park and goes to the Oviedo
city limits for the medians; and then also the Tuscora [Drive] monument. The cost for that
would be eighteen thousand dollars ($18,000.00)."
Additionally, Ms. Monica commented on the entrance to the Tuscawilla Country Club and
stated, "The perennial peanut — it's just not doing well." Ms. Monica referenced the related
site distance issue and suggested, "We were going to consider removing the perennial
peanut and just kind of sodding in some of that area and then increasing the size of that bed
where those red geraniums are and maybe mixing in a couple other flower species."
Chairperson Greenberg commented on site distance.

Ms. Monica replied, "What we were going to recommend is maybe wait until July's
meeting, see where we are with the money that we have remaining in grounds, just because
let's get through this part of the spring and summer with the irrigation, make sure we don't
have any unexpected repairs; and then in July we can see where we are and then we could
probably consider look at authorizing the eighteen thousand dollars ($18,000.00)." Ms.
Monica added, "I think we need to address the site distance now."
Much discussion followed on trees and site distance calculations. Referring to
BrightView's staff, Committee Member Elaine Johnson stated, "I just want to say what a
difference your landscaping company has made up Winter Springs Boulevard."
Mr. Josh Knox, Account Manager, BrightView, 4777 Old Winter Garden Road, Orlando,
Florida: offered to provide concept art for various options of plant material for the entrance
to the Tuscawilla Country Club.
Further discussion ensued on various plant material and rotational trimming schedules; and
Vice - Chairperson Vagnini commented on how professional the landscaping looked.

Receive Information On The Entrance Fountains.
Ms. Monica reviewed recent problems and subsequent repairs for both of the entrance
fountains and mentioned check valve maintenance. Additional comments.
On a related note, Ms. Monica stated, "You do have the option, if you'd like, to buy a spare.
So, the spare motor for the waterfall would be nine hundred and fifty dollars ($950.00)."
Remarks followed on associated costs for a spare versus a new motor as well as the labor
for installation.
Mr. Kip Lockcuff, Director, Public Works/Utility Departments added, "It's slightly less to
repair it, not a lot — we're going to try and do it ourselves next time." Mr. Lockcuff then
commented briefly on motor horsepower for the fountains.
Summarizing, Ms. Monica indicated, "So, nine [hundred] fifty [dollars] ($950.00) for the
spare for the waterfall, and thirteen [hundred] seventy -one [dollars] ($1,371.00) for the
spare for the geyser."
Chairperson Greenberg inquired, "Can I get a Motion to spend nine hundred fifty [dollars]
($950.00) and thirteen [hundred] seventy -one [dollars] ($1,371.00) for the — spare motors
for the fountains ?"

Further, Ms. Monica referred to some remaining capital funds and suggested the money be
used to reinforce the vaults containing the fountain pump equipment. Ms. Monica noted,
"We could spray line those vaults — it's like a watertight seal. So, they basically sandblast
it, clean it all up, and then they would apply this spray lining that would prevent any - water
coming in from the outside because obviously, it's underground and any little cracks or
fissures could allow water and moisture in and we don't want that around the pumps."
Chairperson Greenberg inquired about the associated price. Ms. Monica stated, "Four
thousand nine hundred and fifty [dollars] ($4,950.00) each, so that's a total of nine
thousand nine hundred [dollars] ($9,900.00), and that would consume that ten thousand
dollars ($10,000.00) in capital."
Discussion followed on the entrance fountains and light emitting diode (LED) lights. Then,
photographs of the vaults containing the fountain pump equipment were shown,
accompanied by comments from Ms. Monica.

THE AMOUNT OF NINE THOUSAND AND NINE HUNDRED DOLLARS
($9,900.00), "I MAKE A MOTION." MOTION BY VICE - CHAIRPERSON

That The Tuscawilla Lighting And Beautification District Advisory Committee
Receive Information On Streetlight Cleaning Throughout The Tuscawilla Lighting
And Beautification District.
Ms. Sara Miller, Urban Beautification Coordinator, Public Works Department reviewed
past cleanliness issues with streetlights in the Tuscawilla Lighting and Beautification
District and commented further on her interactions with Duke Energy.
With brief discussion on the streetlights that have been already cleaned by Duke Energy,
Ms. Monica stated, "So, Friday is supposedly their budget meeting and they'll see if they
have funds left to do the remaining seventy -five (75)." Additional remarks.
