The City Manager is requesting that the City Commission confirm Mayor Charles Lacey as
the City's "Voting Delegate" and Deputy Mayor Pam Carroll as the Alternate Voting
Delegate (if needed) for the upcoming August 2017 Florida League of Cities Annual
Conference.
SYNOPSIS:
The Florida League of Cities has requested that each member municipality designate an
individual to represent their Municipality at the upcoming Florida League of Cities Annual
Conference, which is being held from August 17 -19, 2017 in Orlando, Florida.
CONSIDERATIONS:
The 91st Florida League of Cities Annual Conference is scheduled to be held from
August 17 -19, 2017.
A formal request from the Executive Director of the Florida League of Cities, Mr. Michael
Sittig has been received, which requests that each member Municipality designate a City
representative as their "Voting Delegate" for the 91st Florida League of Cities Annual
Conference.
The City Manager is suggesting that the City Commission confirm that Mayor Charles
Lacey would serve as the City's "Voting Delegate" at the upcoming August 2017 Florida
League of Cities Annual Conference; and should an Alternate be needed, that Deputy
Mayor Pam Carroll be approved to serve as Alternate.

FISCAL IMPACT:
There is no fiscal impact associated with this Agenda Item.
COMMUNICATION EFFORTS:
This Agenda Item has been electronically forwarded to the Mayor and City Commission,
City Manager, City Attorney /Staff, and is available on the City's Website, LaserFiche, and
the City's Server. Additionally, portions of this Agenda Item are typed verbatim on the
respective Meeting Agenda which has also been electronically forwarded to the individuals
noted above, and which is also available on the City's Website, LaserFiche, and the City's
Server; has been sent to applicable City Staff, Media/Press Representatives who have
requested Agendas /Agenda Item information, Homeowner's Associations/Representatives
on file with the City, and all individuals who have requested such information. This
information has also been posted outside City Hall, posted inside City Hall with additional
copies available for the General Public, and posted at six (6) different locations around the
City. Furthermore, this information is also available to any individual requestors. City Staff
is always willing to discuss this Agenda Item or any Agenda Item with any interested
individuals.
RECOMMENDATION:
Staff recommends that the City Commission approve Mayor Charles Lacey as the Voting
Delegate at the August 2017 Florida League of Cities Annual Conference representing the
City of Winter Springs, and that Deputy Mayor Pam Carroll also be approved to serve as
Alternate. Upon approval of this Agenda Item, the attached required documentation would
be completed and submitted to the Florida League of Cities.

VOTING DELEGATE INFORMATION
August 17 -19, 2017 — World Center Marriott, Orlando
As you know, the Florida League of Cities' Annual Conference will be held at the
World Center Marriott, Orlando, Florida on August 17 -19. This conference will provide
valuable educational opportunities to help Florida's municipal officials serve their
citizenry more effectively.
It is important that each municipality designate one official to be the voting delegate.
Election of League leadership and adoption of resolutions are undertaken during the
business meeting. One official from each. municipality will make decisions that determine
the direction of the League.
In accordance with the League's by- laws, each municipality's vote is determined by
population, and the League will use the Estimates of Population from the University of
Florida for 2016.
Conference registration materials will be sent to each municipality in the month of June.
Materials will also be posted on -line. Call us if you need additional copies.
If you have any questions on voting delegates, please call Gail Dennard at the League

received by the League no later than August 14, 2017.

It is important that each member municipality sending delegates to the Annual
Conference of the Florida League of Cities, designate one of their officials to cast their
votes at the Annual Business Session. League By -Laws requires that each municipality
select one person to serve as the municipalities voting delegate. Municipalities do not
need to adopt a resolution to designate a voting delegate.
Please fill out this form and return it to the League office so that your voting delegate
may be properly identified.
