Roll Call: Chairperson hen Greenberg, present Vice - Chairperson Tom Vagnini, present Committee Member Donald Gilmore, absent Committee Member Ellen Paul, present Committee Member Elaine Johnson, present Assistant to the City Clerk Antonia Della Donna, present A moment of silence was followed by the Pledge of Allegiance. Office Of The City Clerk The Office Of The City Clerk Is Requesting The Tuscawilla Lighting And Beautification District Advisory Committee Hold An Election For The Position Of Chairperson For Calendar Year 2017. For the position of Chairperson, Board Member Elaine Johnson stated, "I would like to nominate Tom Vagnini." Vice - Chairperson Vagnini stated, "Actually, I think things are working pretty good the way they are." IN REFERENCE TO THE POSITION OF CHAIRPERSON, CHAIRPERSON GREENBERG STATED, "I WILL DO IT THEN." REFERRING TO THE OCTOBER 19, 2016 TUSCAWILLA LIGHTING AND BEAUTIFICATION DISTRICT ADVISORY COMMITTEE REGULAR MEETING MINUTES, `I MAKE A MOTION TO APPROVE." MOTION BY COMMITTEE MEMBER JOHNSON. REGULAR MEETING -JANUARY 18, 2017 PAGE 4 OF 6 REGULAR AGENDA — PART II REGULAR 502. Public Works/Utility Departments — Urban Beautification Division The Public Works /Utility Departments — Urban Beautification Division Requests That The Tuscawilla Lighting And Beautification District Advisory Committee Receive A Year To Date Budget Review And Enter Into A Discussion. Ms. Stephanie Monica, City Arborist and Water Conservation Coordinator, Public Works Department, introduced the Agenda Item and noted that Capital Debt Service 11 would be paid off this year. Ms. Monica then reviewed incurred expenses for each associated Line Code. Discussion followed. Furthermore, Ms. Monica stated, "Last meeting, we authorized expending about fifteen thousand dollars ($15,000.00) for plant replacement which we completed. So. BrightView [Landscape Development, Inc,] installed — they tore out old, dying, missing . landscaping in medians one (1) through nine (9) which is from Tuskawilla Road, the first median at Tuskawilla Road, all to the way to the entrance of the [Tuscawilla] Country Club. So, that's completed; the mulch was installed also. You have about fifty -eight thousand dollars ($58,000.00) left in Maintenance for the grounds. So, my suggestion would be — to get us from median nine (9), which is at the [Tuscawilla] Country Club to median fourteen (14), which is just west of the entrance to Sam Smith Park, would be seventeen thousand dollars ($17,000.00) per BrightView's [Landscape Development, Inc.] quote based on what I asked them to do." Discussion followed on the maintenance budget, unplanned expenses, the condition of the irrigation system, the entrance of the Tuscawilla Country Club, and assessments completed by BrightView. Ms. Monica also noted five (5) Laurel Oak trees that need to be removed and added, "There are two (2) trees in mind that I think we should remove pretty soon," Brief remarks followed on the condition of the trees. Additional discussion ensued on reserve funds. Chairperson Greenberg stated, "Can I get a Motion to approve the expenditure of the seventeen thousand [dollars] ($17,000) plus the removal of two (2) trees at this point in time ?" "I WILL MAKE A MOTION ON THAT." MOTION BY COMMITTEE MEMBER JOHNSON. SECONDED BY COMMITTEE MEMBER PAUL. DISCUSSION. CHAIRPERSON GREENBERG CONFIRMED, "TWO (2) TREES AT A COST OF APPROXIMATELY TWENTY -FIVE HUNDRED DOLLARS ($2,500.00)." BRIEF COMMENTS. Public Works /Utility Departments — Urban Beautification Division The Public Works/Utility Departments — Urban Beautification Division Requests That The Tuscawilla Lighting And Beautification District Advisory Committee Receive And Discuss Information Regarding Landscaping And Irrigation Throughout The Tuscawilla Lighting And Beautification District. This Agenda Item was introduced by Ms. Monica who briefly commented on the assessments and mentioned that BrightView Landscape Development, Inc. had prepared a presentation and added, "They took over December l;t and have been doing really well so far." Brief comments. Mr. Josh Knox, Account Manager, BrightView Landscape Developnent, Inc., 4777 Old Winter Garden Roach Orlando, Florida: discussed the work completed thus far and presented before and after photographs with additional remarks. Continuing, Vice - Chairperson Vagnirni noted how minor some of the issues were in the Irrigation Report provided by Brightview. Mr. Knox stated, "For all of those zones being that many zones, it actually was very minimal for what we're used to when we go on to a property of this size." Discussion continued on the irrigation system aril Mr. Knox pointed out, ``Every single zone is up and running." Brief comments followed on rain sensors. Mr. Knox stated, "So, we actually sitting very well with the irrigation. Now, do I see stuff coming? Yes, because just in the just over thirty (30) days that we've been there — like yesterday we found those two (2) main lines that weren't there at the time of our initial inspection, so I do see that coming out in the future." Mr. Knox indicated that monthly irrigation inspections would take place. Discussion followed on replaced and trimmed plant material, water usage, irrigation surrounding the fountains, potential paint colors, possible repairs for fences along Tuskawilla Road, and donor trees. 11JEj,", : .0 ;.. Public Works /Utility Departments — Urban Beautification Division The Public Works/Utility Departments — Urban Beautification Division Requests That The Tuscawilla Lighting And Beautification District Advisory Committee Receive And Discuss Information On The Current Number Of Streetlights Throughout The Tuscawilla Lighting And Beautification District. Ms. Sara Miller, Urban Beautification Coordinator, Public Works Department presented this Agenda Item and mentioned that there were twenty -six (26) outages over the course of the past three (3) months. Additional discussion followed on the fungus in the lamp globe and Ms. Miller noted Duke Energy's lack of communication on this matter. PUBLIC INPUT Chairperson Greenberg opened "Public Input ". ,11r. Ted Johnson, 1107 Pheasant Circle, Winter Springs, Florida: spoke of sight distance issues specifically around the Tuscawilla Country Chub and said that he appreciated the Nixle Alerts related to mulching that occurred throughout the Tuscawilla Lighting and Beautification District. Chairperson Greenberg closed "Public Input ". Assistant to the City Clerk Antonia Della Donna noted that the next Tuscawilla Lighting and Beautification District Advisory Committee Regular Meeting was scheduled for Wednesday, April 19, 2017. Brief discussion.
