CALL TO ORDER
The Regular Meeting of Wednesday, March 1, 2017 of the Planning and Zoning
Board /Local Planning Agency was called to Order at 5:30 p.m. by Vice - Chairperson Rick
Brown in the Commission Chambers of the Municipal Building (City Hall, 1126 East
State Road 434, Winter Springs, Florida 32708).
A moment of silence was followed by the Pledge of Allegiance.

The Community Development Department - Planning Division Requests That The
Planning And Zoning Board Hold A Public Hearing For The Approval Of The Final
Engineering Plans And Aesthetic Review For The RaceTrac Convenience Store And
Gas Station, Located South Of The Intersection Of US 17 -92 And State Road 419.
Mr. Brian Fields, Director, Community Development Department introduced the Agenda
Item and stated, "This is essentially a re- review of a previously approved project that
went before the Planning and Zoning Board and City Commission." Continuing, Mr.
Fields gave a brief history of the RaceTrac project and addressed updated engineering
plans and aesthetics.
Board Member Kok Wan Mah inquired about signage. Mr. Fields remarked, "It has
more — it's in the Aesthetic Review packet — at -grade level. Not the billboard sign with
the gas prices — that's not happening here."
Vice - Chairperson Brown opened "Public Input ".
Mr. Tom Sullivan, Shareholder, GrayRobinson, PA, 301 East Pine Street, Orlando,
Florida: spoke on behalf of RaceTrac Petroleum, Inc., commended Mr. Field's
presentation, and indicated that he was available for any questions.
Vice - Chairperson Brown closed "Public Input".
BOARD MEMBER MILLER STATED, "I WILL MOVE THAT WE APPROVE
THE AESTHETIC REVIEW FOR RACETRAC STORE AND GAS STATION,
LOCATED ON THE INTERSECTION OF [U.S. HIGHWAY] 17/92 AND STATE
ROAD 419."
MR. FIELDS STATED, "ADD PLEASE, `FINAL ENGINEERING'..." BOARD
MEMBER MILLER CONFIRMED, "...FINAL ENGINEERING AND
AESTHETIC REVIEW." MOTION BY BOARD MEMBER MILLER.

401. Community Development Department — Planning Division
The Community Development Department - Planning Division Requests The
Planning And Zoning Board/Local Planning Agency Hold A Public Hearing For
The Approval Of 1) Preliminary Subdivision Plan, And 2) Waiver Request For '
Northern Oaks, A Single - Family Residential Subdivision Located Just East Of The
Intersection Of State Road 434 And State Road 417.
This Agenda Item was presented by Mr. Fields who also noted the project location, as
well as access to the property and the eventual construction of a dedicated left turn lane
on State Road 434. Additional comments followed.
Continuing, Mr. Fields stated, "You can see the northern third of the property — it looks
vacant — is essentially undevelopable due to wetlands, floodplains issues." Mr. Fields
also commented on property lines and the two (2) Waiver requests and remarked,
"Justification for that is, as I mentioned, there are some fairly severe environmental and
sight constraints on the property. These Waivers do help improve lot yield and give more
flexibility to the future homebuilder." Brief discussion.
Vice - Chairperson Brown commented on the one hundred (100) year flood. Mr. Fields
replied, "All properties, as they are proposed graded, are well above the `Hundred (100)
year flood' elevation by I believe it's three (3'), four (4') feet or more." Additional
remarks followed on the floodplain encroachment.
Next, Mr. Fields confirmed that the Final Engineering Plans have been approved by
Seminole County's Emergency Services. Board Member Mah asked about the
surrounding points of access for neighboring properties in relation to the property in
question. Mr. Fields explained, "That was an issue that we worked with the Engineer
during design." Mr. Fields referenced a map and stated, "My recommendation early on
was to have that driveway as far as possible from — essentially centering it, so there
wouldn't be any conflicting movements." With further remarks, Mr. Fields commented
on a proposed traffic signal and the anticipated gaps in traffic flow.

Assistant City Attorney Kristin Eick read Ordinances 2017 -02, 2017 -03, 2017 -04, 2017-
05, 2017 -06, and 2017 -07 by "Title" only.
Ms. Amanda Webb, City Planner, Community Development Department introduced
Public Hearings Agenda Items "402 ", "403 ", and "404" and described the Small -Scale
Future Land Use Map Amendments and related Rezonings. With further remarks, Ms.
Webb referenced various Zoning maps.
Continuing, Ms. Webb remarked, "The initial thought process for these were GID
(GreeneWay Interchange District) - is a very targeted, it really looks for targeted
industries, so you'd have more a high -tech corridor. As you probably are aware, there's
some severe constraints as far as the wetlands go on these parcels; it has very little
buildable area on these parcels. So, Staff has looked at this particular area really with the
challenges in connectivity and buildable acreage — Staff feels that this is a potential
opportunity to get more commercial development and we're looking for economic
growth throughout this corridor." Additional comments.
