The Utility Department requesting approval to purchase three high service Ruhrpumpen
pumps for Water Treatment Plant #1 from Environmental Equipment Services, LLC of
Lakeland in the amount of $65,656.00 plus a 10% contingency.
SYNOPSIS:
This project consists of replacing the three existing high service pumps at WTP #1 on
Northern Way. The existing pumps were installed in the 70's and 80's and do not operate as
efficiently as the new pumps which will result in more consistent system pressures and
lower electrical usage.
CONSIDERATIONS:
This project is needed to upgrade the high service pumps at WTP #1 on Northern Way.
High service pumps distribute the potable water from the treatment plant and maintain
system pressure by increasing motor speed and /or starting additional pumps to increase flow.
Currently, the plant operates with the two large 150 HP pumps alternating as needed and the
third pump is an emergency backup. The 150 HP pumps, with an operating range 850 gpm
to 3750 gpm, are well suited to the peak demands that occur during irrigation days but aren't
operating efficiently for the remaining run times. These pumps were installed in the 80's
and have been repaired several times and now need to be replaced so the opportunity for
optimization is now. The 3rd pump, installed in approximately 1974, is currently only used
for emergency backup. It will become the lead pump operating in the 400 gpm to 2000 gpm
range which is the range the plant operates within 80% of the time. The controls allowing it
to operate in emergency backup mode will remain.

CPH was retained to perform an evaluation of the existing pumps as well as a comparison
of the proposed pumps. Four vendors were identified who had pumps that met the criteria
that was established. Environmental Equipment Services, LLC provided a quote for
the Ruhrpumpen brand pump (including supplying two new motors that the others did not)
which was the lowest and best quote at $65,656.00. CPH's review and recommendation is
attached.
Satisfactory references have been received for other utilities using these pumps. Pump
delivery is estimated at 14 weeks after shop drawing approval. Installation will be phased
so no disruption of service occurs. Replacement of associated valves, check valves and
couplings by City staff will also occur during the installation of the new pumps.
FISCAL IMPACT:
The purchase cost is $65,656 plus a 10% contingency would be funded by a supplemental
appropriation to the Utility Enterprise Fund Capital Improvements line code.
COMMUNICATION EFFORTS:
This Agenda Item has been electronically forwarded to the Mayor and City Commission,
City Manager, City Attorney /Staff, and is available on the City's Website, LaserFiche, and
the City's Server. Additionally, portions of this Agenda Item are typed verbatim on the
respective Meeting Agenda which has also been electronically forwarded to the individuals
noted above, and which is also available on the City's Website, LaserFiche, and the City's
Server; has been sent to applicable City Staff, Media/Press Representatives who have
requested Agendas /Agenda Item information, Homeowner's Associations/Representatives
on file with the City, and all individuals who have requested such information. This
information has also been posted outside City Hall, posted inside City Hall with additional
copies available for the General Public, and posted at six (6) different locations around the
City. Furthermore, this information is also available to any individual requestors. City Staff
is always willing to discuss this Agenda Item or any Agenda Item with any interested
individuals.
RECOMMENDATION:
Staff recommends the City Commission authorize the purchase of three high service
Ruhrpumpen pumps for Water Treatment Plant #1 from Environmental Equipment
Services, LLC of Lakeland in the amount of $65,656.00 plus a 10% contingency
payable, approve a supplemental appropriation to the Utility Enterprise Fund Capital
Improvements line code for the total purchase amount and authorize the City Manager and
City Attorney to prepare and execute any and all applicable documents.

CPH was retained to review the existing high service pumps at Water Treatment Plant #1 (WTP
1) to determine opportunities to improve pumping efficiencies (power demands) by matching
pump capacities and capabilities more closely to system demand. This required an evaluation of
the system demands, various pump manufacturers, pump curves and pump efficiencies. We then
matched the best pump performance to the system demands. We provided several pump
combination options to the City. The recommended plan requires the installation of pumps with
similar pumping pressure and flow capabilities. In cooperation with staff, we developed criteria
for the new pumps. The plant operating pressure is 132 feet total dynamic head (approximately
58 psi). We determined that WTP l has a peak flow demand of approximately 5500 gpm on a
daily basis. We also determined that the low flow was about 400 gpm and that average daily
demand was approximately 1000 gpm. It was determined that we needed a primary flow pump of
approximately 1000 gpm (with an operating range of 400 gpm to 2000 gpm) to meet most of the
daily demand and a secondary pump (with an operating range of 1000 gpm to 3500 gpm) in
conjunction with the primary pump to meet the peak demands each day.
The City requested proposals from four qualified vendors based on the criteria. These vendors all
meet NSF standards. We have reviewed the four price proposals and find that they are very
competitive, responsive and responsible and they meet the established pumping criteria. We have
attached a spreadsheet that identifies the details of each proposal with information such as
Manufacturer, size, etc. Please note that the proposal price from Environmental Equipment
Services, LLC (EES) includes three (3) new motors. The other manufacturers' proposals include
one new 100 Hp motor and the re -use of two existing 150 Hp motors. The two additional new
150 Hp motors represent a value of approximately $11,600.00.

In summary, we believe that the Environmental Equipment Services, LLC (EES) (Ruhrpumpen)
proposal provides the best value to the City and based on our review, CPH recommends the
award to Environmental Equipment Services, LLC (EES). The proposal from EES is $65,656.00.
CPH hereby confirms there are no relationships with EES which would impact the fairness or
impartiality of our evaluation or recommendation.
