Home My WebLink About2017 03 13 Consent 302 Sam Smith Park - Playground EquipmentCOMMISSION AGENDA ITEM 302 REQUEST: Informational Consent X Public Hearings Regular March 13, 2017 KS CC Regular Meeting City Manager Department The Parks and Recreation Department requests Commission approval to enter into a contractual agreement with REP Services, Inc. for purchase of playground equipment for Sam Smith Park in the amount of $134,428.71, plus a 15% contingency, piggybacking off of Clay County Board of County Commissioners RFP #13/14 -8. SYNOPSIS: The Sam Smith Park playground has reached its useful life expectancy and is in need of replacement. In keeping with our systematic playground equipment replacement/expansion schedule, we plan to both relocate and expand the park's playground facilities and will include equipment, shade covers, surfacing, borders, certified playground mulch and accessibility issues involved for safety. Relocation was recommended by the Police Department for safety reasons. Restrooms & new entry walkway will be added in Phase II of the project. Staff requests City Commission approval for the purchase of playground equipment from REP Services Inc. in the amount of $134,428.71 plus a 15% contingency. Work is scheduled to begin in March 2017. CONSIDERATIONS: • Sam Smith playground equipment has reached its useful life expectancy. • New footprint for playground has larger capacity to include unique play features as well as traditional elements such as swings & slides for an increased play value similar to Moss Park. • Risk Management and Parks & Recreation have recommended replacement of Sam Smith Park playground. • WS Police has recommended relocation of playground for more visibility & safety. Consent 302 PAGE 1 OF 2 - March 13, 2017 New location will provide a common play area for both 2 -5 yr old & 5 -12 yr old playgrounds. • Replacement/expansion will include new equipment, shade covers, surfacing, borders, certified playground mulch and all accessibility issues involved for safety. • New parts on old equipment are not covered by any manufacturer's warranty, therefore, replacement is best option. • Pictures of proposed Sam Smith Park playground equipment attached herein (Exhibit A). • Pictures of proposed Sam Smith Park restroom building (phase II)attached herein (Exhibit A). • After Sam Smith Park is completed, our prioritized replacement schedule for all parks will be continued until all playgrounds are replaced or satisfactorily repaired. FISCAL IMPACT: Project cost is $134,428.71, plus a 15% contingency, which will be funded from the Park Impact Fee Fund ($100,000) and the General Fund ($54,593). COMMUNICATION EFFORTS: This Agenda Item has been electronically forwarded to the Mayor and City Commission, City Manager, City Attorney /Staff, and is available on the City's Website, LaserFiche, and the City's Server. Additionally, portions of this Agenda Item are typed verbatim on the respective Meeting Agenda which has also been electronically forwarded to the individuals noted above, and which is also available on the City's Website, LaserFiche, and the City's Server; has been sent to applicable City Staff, Media/Press Representatives who have requested Agendas /Agenda Item information, Homeowner's Associations/Representatives on file with the City, and all individuals who have requested such information. RECOMMENDATION: Staff recommends that the City Commission approve the authorization to enter into a contract agreement with REP Services Inc. for purchase of playground equipment for Sam Smith Park in the amount of $150,000 plus a 15% contingency, and authorize the City Manager and City Attorney to prepare and execute any and all applicable documents. The frames (without the fabric) are designed for 150 MPH winds. Shadesure® tops are to be removed if winds exceed 80 MPH. Color options are shown on page 237 & 238 of the LSI catalog. If unforeseen conditions arise, the installation charges will change to reflect additional costs associated with dealing with those circumstances.
