maintenance for any applicable stationary generator set. The City's generators would not be
required to be retrofitted to the new standards except for the fact that we are participating in
the curtailable power program. We estimate that the payback is less than four years to
upgrade the emissions and remain in the Duke energy program.
Quotes were solicited from Caterpillar ( Ringpower) and Cummins - the two main
generator companies in the US. Cummins quote was $98,130.66 and the Ringpower quote
was $75,203.50. However, Ringpower declined to include the removal, disposal, and
replacement of the current insulation. Staff recommends using Cummins for this work
based on their responsiveness and completeness of the quote.
No disruption of wastewater service is anticipated during this project which should be
completed within two weeks of commencement.
FISCAL IMPACT:
The project cost is $98,130.66 plus a 10% contingency funded by the Utility Enterprise
Fund Capital Improvements line code. This project was budgeted at $80K and available
funds from other projects will be transferred to cover the increased cost.
COMMUNICATION EFFORTS:
This Agenda Item has been electronically forwarded to the Mayor and City Commission,
City Manager, City Attorney /Staff, and is available on the City's Website, LaserFiche, and
the City's Server. Additionally, portions of this Agenda Item are typed verbatim on the
respective Meeting Agenda which has also been electronically forwarded to the individuals
noted above, and which is also available on the City's Website, LaserFiche, and the City's
Server; has been sent to applicable City Staff, Media/Press Representatives who have
requested Agendas /Agenda Item information, Homeowner's Associations/Representatives
on file with the City, and all individuals who have requested such information. This
information has also been posted outside City Hall, posted inside City Hall with additional
copies available for the General Public, and posted at six (6) different locations around the
City. Furthermore, this information is also available to any individual requestors. City Staff
is always willing to discuss this Agenda Item or any Agenda Item with any interested
individuals.
RECOMMENDATION:
Staff recommends the City Commission authorize Cummins Power Generation to retrofit
the two wastewater plant emergency generators to meet current emission standards at a cost
of $98,130.66 plus a 10% contingency payable from the Utility Enterprise Fund Capital
Improvements line code and authorize the City Manager and City Attorney to prepare and
execute any and all applicable documents.

Pricing difference is due to the Westside plant genset has some piping insulation installed, we
