CALL TO ORDER
The Regular Meeting of Tuesday, November 1, 2016 of the Parks and Recreation
Advisory Committee was called to Order by Chairperson Arnie Nussbaum at 5:30 p.m.,
in the Commission Chambers of the Municipal Building (City Hall, 1126 East State Road
434, Winter Springs, Florida 32708).

The Parks And Recreation Department Wishes To Inform The Parks And
Recreation Advisory Committee About Five (5) New Employees In The Parks And
Recreation Department.
This Agenda Item was not discussed.

201. Parks And Recreation Department
The Parks And Recreation Department Wishes To Inform The Parks And
Recreation Advisory Committee About Pickleball Courts Being Added At Trotwood
Park.
Mr. Chris Caldwell, Director, Parks and Recreation Department introduced the Agenda
Item and thanked the Parks and Recreation Advisory Committee for their direction and
suggestions regarding the addition of two (2) Pickleball Courts at Trotwood Park.
Continuing, Mr. Caldwell added that there has been no vandalism to the nets that had
been observed at this time and mentioned the possibility of future additional Pickleball
Courts, if that was the preference of the Committee.

The Parks And Recreation Department Wishes To Inform The Parks And
Recreation Advisory Committee About Two (2) FRDAP (Florida Recreation
Development Assistance Program) Grant Applications That Are Being Submitted
To The State Of Florida.
This Agenda Item was introduced by Mr. Caldwell who briefly clarified the need to
subsidize park improvements and noted that Staff had previously applied for a two
hundred thousand dollar ($200,000.00) Grant but that it was not funded at the State level,
and that this Grant would be for improvements to Central Winds Park.
Further, Mr. Caldwell explained that a second Grant Application for one hundred fifty
thousand dollars ($150,000.00) was for a neighborhood park and would focus on Sam
Smith Memorial Park, due to the need to replace playground equipment within the next
five (5) years. Mr. Caldwell added that the Grant would provide funding for one hundred
and twelve thousand dollars ($112,000.00) and the City would match the remaining
thirty -seven thousand dollars ($37,000.00). It was noted that the City would have to fully
match the two hundred thousand dollar ($200,000.00) Grant as well.

Concluding, Mr. Caldwell mentioned the need for additional improvements and updates
to the City's parks. A brief discussion on restrooms in neighborhood parks versus active
parks ensued. Mr. Caldwell then shared some of the improvement elements that were
listed in the Grant such as improvements to the restrooms, sidewalk lighting, playground
surfacing, fencing, and scoreboards at Central Winds Park and playgrounds, signage, and
picnic tables at Sam Smith Memorial Park.

500. Parks And Recreation Department
The Parks And Recreation Department Requests The Parks And Recreation
Advisory Committee Discuss The ADA Improvements Being Made At Central
Winds Park.
Mr. Caldwell began this Agenda Item with a brief history of the roadway project at
Central Winds Park and referred to several photos from the Agenda Item. Mr. Caldwell
announced the first phase of the roadway opened Monday, October 31, 2016 and that the
project was on schedule. Additional comments regarding the back -in angle parking and
safety matters followed.
Next, Mr. Caldwell gave an overview of the parking improvements at Trotwood Park
including the increased amount of parking and added paved parking. Additional
comments regarding improvements to the entrance followed and Mr. Caldwell stated it
was scheduled to be completed at the end of November.
Chairperson Nussbaum inquired if there would be a grand re- opening for the parks
receiving improvements. Mr. Caldwell informed the Committee that nothing was
planned but if that was something they would like to recommend, Staff could explore
some options. Mr. Caldwell mentioned the Highland Games were scheduled to coincide
with the re- opening of that area but that Staff was open to any suggestions.
Committee Member James Van Kleunen spoke of speed control concerns. Mr. Caldwell
informed the Committee of speed control elements currently in the plan such as a speed
bump and a speed limit of ten (10) miles per hour inside the park. Mr. Caldwell also
mentioned Staff had partnered with the Police Department and discussed additional speed
devices should there be a need for them. Vice - Chairperson Lecky expressed his thanks to
all the Parks and Recreation Department staff for their efforts and improvements to the
parks.
Lastly, Mr. Caldwell commented on the improvements to Moss Park and the soft grand
re- opening that was held at the end of September; as well as the shade structure
improvement as the new benchmark of shade structures and the new playground
equipment including the learning themes associated with the playgrounds.
A brief discussion on the high risks playground equipment, such as merry-go- rounds, and
innovative alternatives ensued. Committee Member Lynn Dehlinger spoke of the
satisfaction of seeing the ideas and plans discussed as a Committee coming to fruition,
being well received by the community, and expressed her thanks to the Parks and
Recreation Department staff. Mr. Caldwell also noted that a design firm had been
selected for the Torcaso Park field house but that there were no other updates at this time.

The Parks And Recreation Department Requests The Parks And Recreation
Advisory Committee Discuss Upcoming Community Events.
Mr. Caldwell introduced the Agenda Item and commented first about the Hometown
Harvest event held on Saturday, November 5, 2016. Mr. Caldwell thanked all those
involved with the planning for this event.
The next event Mr. Caldwell addressed was the Veteran's Day event that would take
place at the Veteran's Memorial on Friday, November 11, 2016; World War II Veterans
of Winter Springs will be honored as part of the Hometown Heroes tribute. Also
mentioned was the new banner for all major special events.
Next, Mr. Caldwell remarked about the Winter Wonderland event consisting of the
annual holiday parade and Christmas event; and invited interested Committee Members
to ride in the parade. Mr. Caldwell mentioned some of the various entertainment and
activities that are scheduled for the event. Additional comments regarding the date and
time followed; and it was also noted that this will be the thirty -fifth (35h) annual Parade
and the thirteenth (13d') annual Tree Lighting.
The Highland Games which are scheduled for the weekend of January 14, 2017 was then
referenced, and Mr. Caldwell explained the event featured traditional Scottish activities
and athletic games. Again, Mr. Caldwell invited the Committee Members to attend the
event.
600. REPORTS
Mr. Caldwell suggested Committee Members send in ideas, topics, areas of interest for
research, or any questions for himself and the Parks and Recreation Department staff.
Chairperson Nussbaum noted the next meeting is scheduled for February, 7, 2017.
Committee Member Van Kleunen inquired about an update on Bear Creek Trail. Mr.
Caldwell informed the Committee about the improvements such as a safety railing along
the front, additional signage indicating wildlife risks, and safe ending points on the Trail,
that were made as a result of a risk assessment.
