TUSCAWILLA LIGHTING AND BEAUTIFICATION DISTRICT ADVISORY COMMITTEE AGENDA ITEM Informational ITEM 503 Consent Public Hearings Regular X January 18, 2017 Regular Meeting REQUEST: The Public Works/Utility Departments – Urban Beautification Division Requests That The Tuscawilla Lighting And Beautification District Advisory Committee Receive And Discuss Information Regarding Landscaping And Irrigation Throughout The Tuscawilla Lighting And Beautification District. ATTACHMENT(S): A.BrightView Soil Analysis (3 Pages) B.BrightView Irrigation Report (33 Pages) BrightView TLBD: Initial Irrigation Inspection (12/27/2016) Report prepared by: Randy Carlisle Field work prepared by: Randy Carlisle The Irrigation system consists of 14 Controllers. A Hunter ACC 2 -wire controller that runs the medians on Winter Springs Boulevard. One Rain Bird MC -24 at the entrance of Winter Springs Boulevard off Tuskawilla and 12 Hunter X -Core controllers on the monuments. For the controller is locations see attached map. There is a rain sensors located with the 2 -wire controller but there are no rain sensors located at the monuments. Miscellaneous Notes / Observations: 1. PRIOIRTY REPAIRS- These issues were discovered during the initial irrigation. These are major problems that need to be resolved as soon as possible. - Troubleshoot valves not operating- There were 4 valves that were not operating from the controller when we did the inspection. Zones 55, 71 and 72 on the 2 -wire controller and zone 2 at monument G on the South side. Recommendations: We recommend that we do more troubleshooting to determine why they are not operating from the controller. -Rain and Freeze Protection- There were no rain sensors installed on the irrigation controllers. There is currently nothing in place to prevent irrigation during a substantial rainfall, or irrigation during extremely low temperatures. Rain Sensors have been required by law since 1994 in the State of Florida. Recommendation- Install a wireless rain /freeze sensor in a location which best exposes it to the elements. Troubleshoot controller not working- The controller at monument F -East is not working. Recommendations: We recommend that we troubleshooting the controller. There could be a problem with the controller or power to the controller. BrightView Ir Low pressure on zone- During the inspection we found zone 1 on monument C West with low pressure. Recommendations: We need troubleshoot the zone and find out why there is low pressure on this zone. There was no line breaks found. Median 21 has no water- During the inspection we found median 21 with no water. Recommendations: That we troubleshoot the median to determine why there is no water. 2. GENERAL REPAIRS- some issues were discovered during the initial inspection such as PVC pipe leaks, crooked spray heads, incorrect spray head nozzles, missing or broken spray heads, and clogged spray nozzles. Recommendation- It is recommended that these repairs are completed to ensure the system functions properly. UPGRADES 3. 6" Pop -ups in Shrub beds- During the inspection we observed 6" pop -up sprays in some of the shrub beds. These sprinklers were blocked from irrigating the areas they were intended to by the maturing shrubs. Recommendation- It is recommended that these sprinklers be upgraded to a 12" pop -up in the ground so that the plant material is not blocking the spray head. 4. Blocked Risers in Shrub beds- During the inspection we observed risers in some of the shrub beds. These sprinklers were blocked from irrigating the areas they were intended to by the maturing shrubs. Recommendations: We recommend using 12" pop -up sprays mounted on existing PVC risers braced with angle iron. The advantage to using 12" pop -ups is that it allows for 8 -10" of plant growth before the heads are blocked. Pop -ups on risers are less likely to be damaged or vandalized, are less visible, and are more aesthetically pleasing. They are also less likely to need to be raised as plants mature. 5. Raise 12" popup in shrubs: During the inspection we found 12" popups being blocked by maturing shrubs. Recommendations: Raising theses heads in shrubs so the plant material will receive adequate water. BrightView Ir 6. Raise rotors on riser: During the inspection we noticed that there were some rotors in the shrub beds that are being blocked by the plant material. Recommendation- We recommend that we raise these rotors on riser so that the heads are not blocked by the plant material. 7. Add riser with 12" popup- During the inspection we observed some shrubs that had no coverage from the existing irrigation. risers that were too high and spraying over the plant material they were intended to water. Recommendation- We recommend adding risers with a 12" popup in areas where there is no coverage from the existing irrigation. 8. Adding 6" pop -up heads for coverage: During the inspection there were some turf areas where there was no coverage from the current irrigation heads. Recommendation: Add 6" pop -up spray heads where there is not any coverage from the existing irrigation system. 9. Adding 12" pop -up heads for coverage: During the inspection there were some bed areas where there was no coverage from the current irrigation heads. Recommendation: Add 12" pop -up spray heads where there is not any coverage from the existing irrigation system. 10. Relocate heads: There were some spray and rotors that need to be relocated because of the location of the head and the landscape it should be irrigating. Recommendation: We recommend relocating the heads mentioned in the report so that they are able to properly irrigate the plant material. BrightView Ir Tuscawilla Soil Sample Report 12/27/2016 Four samples were taken from the medians in various locations along Winter Springs Blvd on 12/13 and sent to Waypoint Analytical Laboratories. The results show that the soils in the medians are variable which is common in developed areas. During construction soils are moved and mixed creating soil conditions that are not consistent unlike what a native, undisturbed soil would be. Two of the samples (T1 and T4) have pH values that are considered high, however the soils are buffered against pH changes as indicated by the high CEC and calcium levels in these samples. This means that the standard practice of applying sulfur to lower pH would be ineffective at lowering the pH in these locations. Although St. Augustine turf and many ornamentals can survive in high pH soils micronutrient deficiencies can be an issue because they become unavailable. Potassium was also low in this sample which is common in Florida soils because potassium is very soluble and leeches easily in our sandy soils. The scheduled applications of fertilizer contain potassium to supplement the deficiency indicated in all of the samples. Micronutrient deficiencies may not be an issue, however if they become visible the turf and ornamentals can be treated with a foliar application of micronutrients to correct the deficiency. The symptom of a deficiency is chlorosis (yellowing) of the foliage; on ornamentals the veins of the leaves typically remain green while the areas between the veins turn yellow.
