The Community Development Department - Planning Division is presenting the City
Commission with a request for a non - binding preliminary review regarding a proposed use
of a climate controlled self - storage facility as a special exception in the T -4 transect of the
Town Center.
SYNOPSIS:
The Planning Division is requesting the City Commission's guidance and advisability on
a potential use as a special exception in the T -4 transect of the Town Center. The proposed
use for the property is a climate controlled self - storage facility and a small retail building.
Climate - controlled self - storage is currently not a permitted use in any zoning district
within the City. The subject property is 4.81 acres in size, located on the east side of
Tuskawilla Road, across from the intersection of Tuskawilla Road and Avery Lake Drive. If
the property is annexed, it will be located in the T -4 transect (General Urban Zone) of the
Town Center District.
The proposed use is submitted for City Commission review in accordance with Section 20-
321(b)(2) of the Town Center Code, which allows applicants to submit, at their option and
sole cost and risk, site layout and building elevation designs in schematic or sketch form for
a non - binding and preliminary review by the Development Review Committee (City
Commission). Comments and statements made by city officials at the preliminary review
are non - binding unless memorialized in a written agreement approved by the city
commission. City staff and the applicant shall only seek feedback from the commission and
city staff is not permitted to make a formal recommendation regarding the proposed project
at this time.

City of Winter Springs Comprehensive Plan
Winter Springs Town Center District Code, Section 20- 321(b)(2), which allows applicants
to submit, at their option and sole cost and risk, site layout and building elevation designs
in schematic or sketch form for a non - binding and preliminary review by the City
Commission. Comments and statements made by city officials at the preliminary review
are non - binding unless memorialized in a written agreement approved by the city
commission.
DISCUSSION:
Staff recently met with the applicant regarding a potential annexation. The applicant is
considering the annexation of property located in an unincorporated area of Seminole
County and the construction of a self - storage facility in conjunction with a separate small
retail building. Representatives of the applicant have elected to present this proposal to the
City Commission to obtain feedback on the possibility of the use being approved as a
special exception in the T -4 transect of the Town Center. As a courtesy to the
applicant, City staff is seeking feedback from the City Commission and staff is not

permitted to make a formal recommendation.

Self- storage facilities, not including outdoor storage, are not a permitted use within any
Zoning District in the City. Self- storage facilities would require the approval of a Special
Exception from the City Commission to be permitted in the T -4 transect (General Urban
Zone) of the Town Center, per Section 20 -323 of the Town Center Code, which states:
A Special Exception can be requested from the City Commission to be permitted in
the T4 (General Urban Zone) of the Town Center if it is a similar retail store or
business enterprise provided the use is not specifically limited to a different Town
Center transect or some other zoning district within the City.
An approved Special Exception may be conditioned upon the discretion of the City
Commission to address development terms and conditions related to the approved special
exception. If the applicant proceeds with a formal submittal, the City Commission will, at
a later date, be asked to consider the approval or denial of the Special Exception request to
permit the use on the property.
Any development in the T -4 transect of the Town Center would be subject to the
architectural guidelines of the Town Center Code. The building must also be constructed
as a two -story minimum or four -story maximum. An example of what this could look like
has been included as Attachment B.
The Comprehensive Plan does address and encourage infill development as part of Policy
1.5.3 in the Land Use Element. Policy 2.2.8 encourages higher intensity development in
the Town Center subject to the Town Center Code.
Staff Anal
The proposed self - storage facility at this location offers the following potential
advantages:
• Commercial use increases the City's commercial tax base
• Low traffic generation
• Initial renderings show a site layout and building design that are generally
consistent with the Town Center principles
Staff also identified the following items as potential disadvantages:
• Low number of new jobs due to small staffing needs of a storage facility
• Self- storage is not the type of commercial use that promotes the Town Center as a
destination
• Undetermined use of the small retail /commercial building
Next Steps:
In the event the applicant proceeds with a formal submittal, the City Commission will, at a
later date, be asked to consider a pre- annexation agreement for the subject property, along
with the approval or denial of the Special Exception request to permit the self - storage use
on the property. If the Special Exception and pre- annexation agreement are approved, the
applicant will be required to obtain approval of Final Engineering plans and an Aesthetic
Review from the City Commission prior to construction. All structures would be held to
the architectural design standards as required by the Town Center Code.

FISCAL IMPACT:
There is no fiscal impact associated with this item at this time. If the applicant proceeds
with obtaining approval of final engineering plans and the associated aesthetic review, a
fiscal impact analysis will be prepared in accordance with the Comprehensive Plan.
COMMUNICATION EFFORTS:
This Agenda Item has been electronically forwarded to the Mayor and City Commission,
City Manager, City Attorney /Staff, and is available on the City's Website, LaserFiche, and
the City's Server. Additionally, portions of this Agenda Item are typed verbatim on the
respective Meeting Agenda which has also been electronically forwarded to the individuals
noted above, and which is also available on the City's Website, LaserFiche, and the City's
Server; has been sent to applicable City Staff, Media/Press Representatives who have
requested Agendas /Agenda Item information, Homeowner's Associations/Representatives
on file with the City, and all individuals who have requested such information. This
information has also been posted outside City Hall, posted inside City Hall with additional
copies available for the General Public, and posted at six (6) different locations around the
City. Furthermore, this information is also available to any individual requestors. City Staff
is always willing to discuss this Agenda Item or any Agenda Item with any interested
individuals.
RECOMMENDATION:
Staff requests the City Commission provide feedback and guidance on the use of a climate
controlled self - storage facility as a special exception in the T -4 transect of the Town Center.
