CALL TO ORDER
The Regular Meeting of Tuesday, May 3, 2016 of the Parks and Recreation Advisory
Committee was called to Order by Chairperson Arnie Nussbaum at 5:37 p.m., in the
Commission Chambers of the Municipal Building (City Hall, 1126 East State Road 434,
Winter Springs, Florida 32708).

The Parks And Recreation Department Wishes To Inform The Parks And
Recreation Advisory Committee About The Master Plan Project For The Parks.
There was no discussion on this Agenda Item.

The Parks And Recreation Department Wishes To Inform The Parks And
Recreation Advisory Committee About The Central Winds Park Roadway Project.
Mr. Chris Caldwell, Director, Parks and Recreation Department provided an update on
the Central Winds Park Project and project timeline. Brief comments ensued.

The Parks And Recreation Department Wishes To Inform The Parks And
Recreation Advisory Committee About The Planning Efforts For The 2016
Celebration Of Freedom.
New additions to the Celebration of Freedom event for this year were addressed by Mr.
Caldwell, who also spoke of a new hot dog eating contest. Mr. Caldwell encouraged the
Committee Members to attend the Celebration of Freedom event and to bring their family
members as well.

The Parks And Recreation Department Wishes To Inform The Parks And
Recreation Advisory Committee About The Proposed Fiscal Year 2016-2017
Budget.
Brief comments about the proposed budget followed. Mr. Caldwell indicated he would
send out a tentative Budget before the next Parks and Recreation Department Advisory
Committee Regular Meeting. Chairperson Nussbaum recognized Ms. Alyssa Bolick,
Recreation Programs and Community Events Program Coordinator, Parks and Recreation
Department for a job well done. Additional comments.

204. Parks And Recreation Department
The Parks And Recreation Department Wish To Inform The Parks And Recreation
Advisory Committee About The New Free Little Library At Trotwood Park.
Mr. Caldwell introduced this Agenda Item and mentioned the opening ceremony,
partnership with local schools and the Senior Center, and thanked Commissioner Joanne
M Krebs for suggesting the idea. Furthermore, Mr. Caldwell added they would be
monitoring it for maintenance and future enhancements. Chairperson Nussbaum
extended his thanks to Commission Krebs for the idea.

The Parks And Recreation Department Requests The Parks And Recreation
Advisory Committee Discuss The ADA Improvements Being Made At Central
Winds Park.
This Agenda Item was introduced by Mr. Caldwell who referred to the Concept Plan
provided in the Agenda Item. With additional comments, Mr. Caldwell noted, "As I
speak to you right now, half of the project is done — so, we're really excited about
creating walkways, creating areas that the handicapped can park in that are paved, and
then they meet sidewalks - viewing areas. We've created sidewalks to go to restrooms
from paved areas as well, and to the concession stands."

Referencing the Concept Plan, additional discussion ensued.
Mr. Caldwell concluded by stating, "That project should be done in two (2) weeks."

503. Parks And Recreation Department
The Parks And Recreation Department Requests The Parks And Recreation
Advisory Committee Discuss The Trotwood Park Improvements.
Mr. Caldwell opened the discussion on this Agenda Item and noted it was scheduled for
consideration and approval of the Bid Award at the City Commission's Regular Meeting
of June 13th, 2016. Mr. Caldwell remarked about the paved parking lot, entrance way, an
additional parking lot, and the addition of a swing set, as well as, future additions such as
a place for a pavilion and practice fields.
Continuing, Mr. Caldwell offered his thanks to the Public Works Department for their
help with this project and all of their great work done in the parks, and added, "It will
also probably be a six (6) month project, scheduled to start in June, possibly finish up
towards the end of the year."
Additional discussion ensued on swing sets.

504. Parks And Recreation Department
The Parks And Recreation Department Requests The Parks And Recreation
Advisory Committee Discuss Pickleball Courts At Trotwood Park.
This Agenda Item was introduced by Mr. Caldwell who provided some background
information. Mr. Caldwell stated, "I think this is an up and coming trend. I think it's
something that's getting a lot of mileage, there's a lot of other municipalities that have
either — made courts dual courts for tennis and Pickleball or made their own Pickleball
courts or they've converted basketball courts." Mr. Caldwell provided additional
comments regarding costs and benefits of different Pickleball court alternatives and asked
for feedback from the Committee on the Agenda Item.
Committee Member Lynn Dehlinger inquired, "Does this eliminate the tennis court?"
Mr. Caldwell responded, "No, it doesn't eliminate it, it's a dual purpose court now. It
would add — you couldn't play both at the same time obviously, but you're going to just
add — a couple of options, but one (1) option is you add Pickleball lines on to the tennis
court."
Mr. Caldwell added, "We were thinking about Trotwood. Trotwood has two (2) tennis
courts right now and it seems like that's our best option for a location. We've had
requests for it in that area."

Vice-Chairperson Rick Lecky stated that he supported the plan to combine tennis courts
and Pickleball courts and people who wish to plays should bring their own equipment.
Committee Member Arsenio Calle commented on the overall demand of the tennis
courts. With discussion, Committee Member Lecky suggested, "Maybe just making one
(1) of the two (2) courts the Pickleball [court]." Further remarks.
600. REPORTS
Mr. Caldwell encouraged Committee Members to provide suggestions or comments
about the parks systems during the Reports section of the meeting.
Committee Member JoAnne Wing spoke of horseshoes and lack of covering on the
playground at Sam Smith Park. Mr. Caldwell addressed future plans for Sam Smith Park
and playgrounds in the City's other parks. Mr. Caldwell added, "My recommendation is
—along with the City Manager's—is to have shade covering our playgrounds."

Next, Committee Member Wing mentioned the fountains on the splash pad at Trotwood
Park. Mr. Caldwell informed the Committee about a developing plan for an upgrade.
Additional discussion ensued regarding restrooms and lawn games.
Committee Member Art Gallo requested a list of Committee Member names and offered
his thanks and kudos to the Parks and Recreation Department and City Staff. Further
comments followed.
On another note, Committee Member James Van Kleunen inquired about the Bear Creek
Trail. Mr. Caldwell discussed a recent Risk Assessment Audit by the Florida League of
Cities. Remarks continued on possible aesthetic improvements.
Committee Member Bob Osborne thanked Mr. Caldwell and his Staff for a job well done
at the Senior Center.
Chairperson Nussbaum welcomed new Committee Members Ms. Nancy Greenberg and
Ms. JoAnne Wing.
Mr. Caldwell shared information regarding the Winter Springs Food and Wine event
sponsored by illeart Radio.
Committee Member Dehlinger departed the meeting at 6:34 p.m.
Before adjourning the meeting, Chairperson Nussbaum noted that the date for the next
Parks and Recreation Advisory Committee Regular Meeting would be Tuesday, August
2nd, 2016.
