The computers are requested to be purchased through GovDirect, selected as the vendor via City purchasing policies and procedures, and will total $42,375. SYNOPSIS: Over the recent years, the police department has purchased our mobile laptop computers (MCTs) through a process which involves a strict set of criteria to ensure the purchases we make conform to the rugged standards of field police duty. The environment and circumstances these computers work in demand a certain level of durability without overkill in the cost per unit. Currently, several of the MCTs we have in service are nearing replacement, have little to no durability quality and are out of warranty. In order to keep the cost of replacing all of the computers at once to a manageable level, we intend to purchase them in phases. This phase will be for fifteen (15) computers and they will be issued to members of the police department where they are best suited. This agenda item will permit this purchase and the cost for the computers and all of the related equipment will be taken from existing budgeted funds described below. The vendor was chosen by offering the lowest quoted price using approved city purchasing policy. CONSIDERATIONS: The officers of the police department use their MCT for nearly all of their official correspondence and paperwork generated during their duty. We have discovered Consent 304 PAGE 1 OF 2 - October 10, 2016 the need for a unit which is more durable and better suited for service in the elements, particularly the summer heat. There are times where some of the current Dell computers get so hot they will not function for several minutes while they need to be cooled. Officers need to access criminal justice information at a moment's notice and these Panasonic computers will allow us to take another step toward meeting that goal by improving the quality of the product we issue our personnel. The particular model selected allows us to improve durability without the need to purchase a fully ruggedized, "military spec" model which is unnecessary in our arena. We have favorable experience with the Panasonic model computer and are confident in the unit's ability. FISCAL IMPACT: This purchase comes from existing budgeted FY2017 funds using line code 001- 21 -2140- 560642. COMMUNICATION EFFORTS: This Agenda Item has been electronically forwarded to the Mayor and City Commission, City Manager, City Attorney /Staff, and is available on the City's Website, LaserFiche, and the City's Server. Additionally, portions of this Agenda Item are typed verbatim on the respective Meeting Agenda which has also been electronically forwarded to the individuals noted above, and which is also available on the City's Website, LaserFiche, and the City's Server; has been sent to applicable City Staff, Media/Press Representatives who have requested Agendas /Agenda Item information, Homeowner's Associations/Representatives on file with the City, and all individuals who have requested such information. This information has also been posted outside City Hall, posted inside City Hall with additional copies available for the General Public, and posted at six (6) different locations around the City. Furthermore, this information is also available to any individual requestors. City Staff is always willing to discuss this Agenda Item or any Agenda Item with any interested individuals. RECOMMENDATION: The Police Department recommends the Commission approve the purchase of fifteen (15) new Panasonic "Toughbook 54" computers from GovDirect totaling $42,375.
