I was called to the property by Lt. Nick Romano regarding
possible code violations. Once on scene, I noticed there
was trash in the flower bed in front of the house, piled up
the on the front porch and buckets filled with tile near the
front of the residence. There was a large amount of items
in front the garage area. The soffit at the back of the house
had wood missing. The back stairs leading down from the
back porch railing was broken or missing in several areas.
There were old containers that had accumulated water in
them. There was a large amount of items under the porch
piled up. There was black and green growth on walls of the
back of the house.

Once the house was cleared to enter by the fire department,
Ms Harvey allowed me to go inside the house. Ms.
Harvey was in the process of doing some remodeling in the
home and holes were in the drywall from work that had
been done. Due to the amount of cats that were in the
house, there was still some areas that had cat feces on the
floor from going in and out of the house. Ms. Harvey
voluntarily gave up a large number of her cats. There was
electrical wiring exposed from electrical work that had
been done. Mr. Abel inspected the residence and advised
there was no hazard. A lot of the grates were missing the
vents.

• August 23, 2016- NCV was sent to Ms. Harvey
• August 30, 2016- NCV was signed for by Ms. Harvey.
• September 13, 2016- Notice of Code Board was sent
Certified and First Class to Ms. Harvey. Notice was also
posted at the property and City Hall.
• USPS website states September 16, 2016 attempted
delivery with no authorized recipient.

I was back out at the residence on September 23, 2016 and
several violations had been corrected. The yard has been
cleaned up and the windows have been fixed. Most of the
items under the porch have been cleared out. The black
and green growth has been removed from the outside of
the house. The pile of tiles and buckets have been
removed. All the feces from inside the house has been
cleaned up. Ms. Harvey lives alone with her grandson and
has been working on the house everyday since this case
opened. She has been (fully cooperative the whole time and
is trying to get the house back in order by herself with
limited funds.

I recommend the Board find the property in violation. Impose a
fine of $50.00 a day if found in non-compliance. The owner
should be give until January 17, 2017 to comply.
