JULY 6, 2016
CALL TO ORDER
The Regular Meeting of Wednesday, July 6, 2016 of the Planning and Zoning
Board/Local Planning Agency was called to Order at 5:30 p.m. by Chairperson Bob
Henderson in the Commission Chambers of the Municipal Building(City Hall, 1126 East
State Road 434, Winter Springs, Florida 32708).
Roll Call:

A moment of silence was followed by the Pledge of Allegiance.

Planning Agency Review And Approve The Wednesday, April 13, 2016 Planning
And Zoning Board/Local Planning Agency Regular Meeting Minutes.

400. Community Development Department—Planning Division
The Community Development Department - Planning Division Requests The
Planning And Zoning Board/Local Planning Agency Hold A Public Hearing For
The Approval Of: 1) Preliminary Subdivision Plan, And 2) Waivers To Sections 9-
147, 9-149, 9-150 And 9-152 Of The Code Of Ordinances For The Enclave At
Dunmar, A Single-Family Residential Subdivision Located Northwest of Dunmar
Estates.
Mr. Bobby Howell, AICP, Planner, Community Development Department presented this
Agenda Item and gave an overview of the Applicant's request for approval of a
Preliminary Subdivision Plan and Waiver request for the Enclave at Dunmar.
Continuing, Mr. Howell referenced a map and commented further on the property and its
location in proximity to the Dunmar Estates subdivision and referenced ingress/egress
Easement and stormwater treatment. Mr. Howell commented, "This is a preliminary
subdivision plan; the Final Engineering Plans and Final Subdivision Plans will be
required to be approved by the City Commission prior to any construction occurring on
the site."

Mr. Howell elaborated on the four (4) Waivers requested by the Applicant that include a
forty foot (40) wide right-of-way in lieu of the required fifty foot (50') right-of-way and
the allowance of a street, Dunmar Circle that leads to the development, to potentially
remain unpaved at the time of platting. Further, Mr. Howell noted, "There are plans that
Dunmar Estates may pave Dunmar Circle in the future. However, this property could be
platted prior to that street being paved. So, therefore, that's why the Waiver is being
requested."
Additionally, Mr. Howell indicated that there was a Waiver request for Dunmar Circle,
which would function as an off-site access street, to potentially remain unpaved at the
time of the issuance of a building permit. The final Waiver requested was to permit a
hammerhead turn around in lieu of a cul-de-sac where the Easement terminates.
Additional comments.
Mr. Howell then indicated, "All of the Waivers are intended to allow the Enclave at
Dunmar to be built with a rural style development that will be consistent with the
surrounding development in Dunmar Estates and areas such as the Ranchlands. Each
Waiver satisfies the six (6) criteria for Waivers in the City Code. Staff recommends
approval of the PSP (Preliminary Site Plan) and the four(4) Waiver requests."
