SYNOPSIS: The Intersection Improvements at S.R. 434 and Tuscora Drive project consists of construction of a right -turn deceleration lane on S.R. 434 eastbound at Tuscora Drive. This agenda item is to award the construction contract to the lowest responsive bidder, Atlantic Civil Constructors Corporation, in the amount of $286,820.05 plus a 10% contingency. Construction will start in September 2016 and is scheduled to be complete in January 2017. CONSIDERATIONS: . The Intersection Improvements at S.R. 434 and Tuscora Drive project consists of construction of a right -turn deceleration lane on S.R. 434 eastbound at Tuscora Drive. This is a high- priority safety improvement project that has been in the planning, design, permitting, and land acquisition stages over the past several years. The proposed improvements are shown on the drawings in Exhibit A attached. . The project was advertised for construction bids on July 31, 2016. Bids were publicly opened on August 31, 2016, with the results as follows: Consent 301 PAGE 1 OF 3 - September 12, 2016 4. Central Florida Environmental Corp. $360,333.98 ......x ........ ........ ......... . The complete bid tabulation is attached as Exhibit B. All bids were determined to be complete and responsive. Staff performed a thorough bid evaluation and is recommending award of the contract to the low bidder, Atlantic Civil Constructors Corp., in the amount of $286,820.05 plus a 10% contingency. . Construction is expected to begin in late September 2016 and be completed in January 2017. The intersection will remain open during construction. FISCAL IMPACT: The construction project cost is $286,820.05 plus a 10% contingency for a total roadway construction authorization of $315,502.06. The project is funded by the Transportation Impact Fee fund, including a supplemental appropriation from Transportation Impact Fee Fund Balance in the amount of $65,502.06. COMMUNICATION EFFORTS: This Agenda Item has been electronically forwarded to the Mayor and City Commission, City Manager, City Attorney /Staff, and is available on the City's Website, LaserFiche, and the City's Server. Additionally, portions of this Agenda Item are typed verbatim on the respective Meeting Agenda which has also been electronically forwarded to the individuals noted above, and which is also available on the City's Website, LaserFiche, and the City's Server; has been sent to applicable City Staff, Media/Press Representatives who have requested Agendas /Agenda Item information, Homeowner's Associations/Representatives on file with the City, and all individuals who have requested such information. This information has also been posted outside City Hall, posted inside City Hall with additional copies available for the General Public, and posted at six (6) different locations around the City. Furthermore, this information is also available to any individual requestors. City Staff is always willing to discuss this Agenda Item or any Agenda Item with any interested individuals. RECOMMENDATION: Staff recommends the City Commission authorize entering into an agreement with Atlantic Civil Constructors Corporation for construction of Intersection Improvements at SR 434 and Tuscora Drive, ITB #06- 16 -BF, in the amount of $286,820.05 plus a 10% contingency, and authorize the City Manager and the City Attorney to prepare and execute any and all applicable documents.
