HomeMy WebLinkAbout2016 07 25 Regular 501 Trotwood Park ImprovementsCOMMISSION AGENDA ITEM 501 REQUEST: Informational Consent Public Hearings Regular X July 25, 2016 KS KL Regular Meeting City Manager Department The Public Works Department requesting authorization to enter into an agreement with Mercon Construction Company for construction of Trotwood Park Parking Lot Improvements, ITB #03- 16 -BS, in the amount of $472,569.72 plus a 10% contingency. SYNOPSIS: The Trotwood Park Parking Lot Improvements project consists of transportation, parking, and aesthetic improvements at Trotwood Park. This agenda item is to award the construction contract to the lowest responsive bidder, Mercon Construction Company, in the amount of $472,569.72 plus a 10% contingency. Construction will start in August 2016 and is scheduled to be complete in December 2016. CONSIDERATIONS: . The Trotwood Park Parking Lot Improvements project consists of a series of transportation, parking, and aesthetic improvements at Trotwood Park (see Exhibit A), including: • Installation of asphalt paved parking for the main parking lot off of Northern Way serving the playground, splash pad, pavilions, and courts. • Providing vehicular connectivity within Trotwood Park by installing a paved access road connecting the main parking lots on Trotwood Blvd and Northern Way. • Installation of a raised pedestrian crosswalk on the new drive path for traffic calming and safety. • Expansion of the existing smaller parking lot on Northern Way to the south of the main parking lot. The paved parking capacity at the smaller lot will increase Regular 501 PAGE 1 OF 3 - July 25, 2016 from 11 to 25 parking stalls. • Installation of new signage and entry landscaping at the main parking lot entrance off of Northern Way. • Reconstruction of both Northern Way entrance driveways to allow for a smoother entry /exit for vehicles and improved pedestrian crossings. • Construction of new sidewalks connecting the new paved parking areas to the various park activity areas (courts, splash pad, pavilions, playground, etc.). • Installation of a new seat -wall and decorative bollards where the basketball court is adjacent to the parking lot. • Relocation of the existing dumpster and construction of a new dumpster enclosure. • Accessibility improvements will be incorporated at various locations within the park. • Installation of new parking lot lights for park security. All park activity areas in Trotwood Park will remain open during construction. The project will be built in phases that will allow park users to have safe access to all park facilities. . The project was advertised for construction bids on June 5, 2016. Bids were publicly opened on June 30, 2016, with the results as follows: Bidder Total Bid Amount 1. Atlantic Civil Constructors $738,975.61 The complete bid tabulation is attached as Exhibit B. All bids were determined to be complete and responsive. Staff performed a thorough bid evaluation and is recommending award of the contract to the low bidder, Mercon Construction Company, in the amount of $472,569.92. . The construction project currently includes the installation of six (6) new streetlights within the park for site security purposes. The park will remain closed after dark. Staff is currently reviewing various options for the style and cost of the streetlights. . Construction of the Trotwood Park Parking Lot Improvements is expected to begin in August and be completed in December 2016. FISCAL IMPACT: The construction project cost is $472,569.92 plus a 10% contingency, for a total construction authorization of $519,826.91. The project is funded by the Infrastructure Regular 501 PAGE 2 OF 3 - July 25, 2016 Surtax Fund (One -Cent Sales Tax, Second Generation) in the amount of $369,826.91, plus a supplemental appropriation from the fund balance in the amount of $150,000, for a total of $519,826.91. COMMUNICATION EFFORTS: This Agenda Item has been electronically forwarded to the Mayor and City Commission, City Manager, City Attorney /Staff, and is available on the City's Website, LaserFiche, and the City's Server. Additionally, portions of this Agenda Item are typed verbatim on the respective Meeting Agenda which has also been electronically forwarded to the individuals noted above, and which is also available on the City's Website, LaserFiche, and the City's Server; has been sent to applicable City Staff, Media/Press Representatives who have requested Agendas /Agenda Item information, Homeowner's Associations/Representatives on file with the City, and all individuals who have requested such information. This information has also been posted outside City Hall, posted inside City Hall with additional copies available for the General Public, and posted at six (6) different locations around the City. Furthermore, this information is also available to any individual requestors. City Staff is always willing to discuss this Agenda Item or any Agenda Item with any interested individuals. RECOMMENDATION: Staff recommends the City Commission authorize entering into an agreement with Mercon Construction Company for construction of Trotwood Park Parking Lot Improvements, ITB #03- 16 -BS, in the amount of $472,569.92 plus a 10% contingency, and authorize the City Manager and the City Attorney to prepare and execute any and all applicable documents.
