HomeMy WebLinkAbout2016 06 13 Regular 501 Parks Master PlanCOMMISSION AGENDA ITEM 501 Informational Consent Public Hearings Regular X June 13, 2016 KS CC Regular Meeting City Manager Department REQUEST: The Parks and Recreation Department requests that the City Commission review and approve updated Master Plans for Central Winds Park, Torcaso Park, and Trotwood Park. SYNOPSIS: Master Plans from 2004 and 2009 for Central Winds Park, Torcaso Park, and Trotwood Park have been updated to reflect the completed and planned improvements in these City Parks. Some of the planned improvements at these three parks include: new playgrounds, additional parking, new buildings /facilities, new sidewalks /infrastructure, ADA accessibility, and multi - purpose trails. These items will be prioritized based on timing and funding availability for the implementation schedule. CONSIDERATIONS: . The City Commission met for a Parks and Recreation Planning Workshop on February 29, 2016. Following that workshop, CPH was hired to work with Staff to update master plans at Central Winds Park, Torcaso Park, and Trotwood Park. Please refer to Attachments A, B, and C, respectively, for the updated proposed master plans at these three parks. . The master plans were updated to reflect improvements completed since the last master plan update (from 2009 or earlier), plus planned improvements that were identified and /or discussed at the February 29 workshop. Some of the planned improvements identified on the attached master plans include: new or improved playgrounds, additional parking, new buildings /facilities, new sidewalks /infrastructure, ADA accessibility improvements, and multi - purpose trails. Regular 501 PAGE 1 OF 2 - June 13, 2016 The planned parks improvements will be prioritized based on timing and funding availability for the implementation schedule. Potential funding sources include grants, Parks Impact Fees from new development, and other applicable sources. FISCAL IMPACT: There is no fiscal impact associated with the approval of the three park master plans. Funding for future parks improvements identified on the master plans will be requested separately through the City's normal budgeting and approval process. COMMUNICATION EFFORTS: This Agenda Item has been electronically forwarded to the Mayor and City Commission, City Manager, City Attorney /Staff, and is available on the City's Website, LaserFiche, and the City's Server. Additionally, portions of this Agenda Item are typed verbatim on the respective Meeting Agenda which has also been electronically forwarded to the individuals noted above, and which is also available on the City's Website, LaserFiche, and the City's Server; has been sent to applicable City Staff, Media/Press Representatives who have requested Agendas /Agenda Item information, Homeowner's Associations/Representatives on file with the City, and all individuals who have requested such information. This information has also been posted outside City Hall, posted inside City Hall with additional copies available for the General Public, and posted at six (6) different locations around the City. Furthermore, this information is also available to any individual requestors. City Staff is always willing to discuss this Agenda Item or any Agenda Item with any interested individuals. RECOMMENDATION: Staff recommends that the City Commission approve updated Master Plans for Central Winds Park, Torcaso Park, and Trotwood Park.
