REQUEST:
The Public Works Department requesting authorization to enter into a contract agreement
with Central Florida Environmental Corporation for construction of Moss Road
Improvements (ITB #002/14/BF) in the amount of $289,378.50 plus a 10% contingency.
SYNOPSIS:
The Moss Road Improvements project (ITB# 002/14/BF) consists of milling and
resurfacing of Moss Road from SR 434 to SR 419, along with the installation of landscaped
medians and other sidewalk and drainage improvements. Staff recommends awarding the
construction contract to the low bidder, Central Florida Environmental Corporation, in the
amount of $289,378.50 plus a 10% contingency. Work is scheduled to start in March 2014
and be complete in June 2014.
CONSIDERATIONS:
The Moss Road Improvements project consists of the asphalt milling and resurfacing of
Moss Road from SR 434 to SR 419. The project also includes the following improvements:
New landscaped median islands on Moss Road near SR 434 and SR 419
New ribbon curbing where there currently is no curbing along Moss Road from the
Police Station to SR 419
Minor sidewalk and drainage improvements
Driveway connection improvements
New crosswalks and ADA-compliant curb ramps
Striping and signage
Invitation to Bid (ITB) # 002/14/BF was advertised in the December 8, 2013 Orlando

Sentinel (see Exhibit A). Bids were received and publicly opened on January 10, 2014,
with the results as follows:

All three bids were complete and all contractors met the requirement to be FDOT pre-
qualified in Flexible Paving. A copy of the Bid Tabulation is attached as Exhibit B.
Staff has reviewed the bids and is recommending award of the contract to the low bidder,
CFE Corporation, at the low bid amount of $289,378.50. CFE has completed several
roadway projects for the City in the past, including Michael Blake Boulevard in 2012 and
The Ranchlands Paving Project in 2010-11.
CFE is scheduled to start work in March 2014 with completion in June 2014.
FISCAL IMPACT:
The project cost is $289,378.50 plus a 10% contingency for a total authorization of
$318,316.35. The funding source for the project is the Road Improvement Fund (One-Cent
Sales Tax). A total of $200,000 was budgeted for the project (line code 115-65000-
30172), and the remainder of $118,316.35 will be funded through a transfer from
the "Infrastructure" line code in the Road Improvement Fund (line code 115-63100).
COMMUNICATION EFFORTS:
This Agenda Item has been electronically forwarded to the Mayor and City Commission,
City Manager, City Attorney/Staff, and is available on the City’s Website, LaserFiche, and
the City’s Server. Additionally, portions of this Agenda Item are typed verbatim on the
respective Meeting Agenda which has also been electronically forwarded to the individuals
noted above, and which is also available on the City’s Website, LaserFiche, and the City’s
Server; has been sent to applicable City Staff, Media/Press Representatives who have
requested Agendas/Agenda Item information, Homeowner’s Associations/Representatives
on file with the City, and all individuals who have requested such information. This
information has also been posted outside City Hall, posted inside City Hall with additional
copies available for the General Public, and posted at five (5) different locations around the
City. Furthermore, this information is also available to any individual requestors. City Staff
is always willing to discuss this Agenda Item or any Agenda Item with any interested
individuals.
Staff will notify residents and businesses in the vicinity of Moss Road that may be impacted
by the construction. Moss Road and all connecting streets and driveways will remain
open during construction. Also, special consideration will be given to prevent any delays to
police or emergency vehicles coming from or to the Moss Road police and fire stations.
RECOMMENDATION:
Staff recommends that the City Commission approve a construction contract award for the

Moss Road Improvements to Central Florida Environmental Corporation in the amount of
$289,378.50 plus a 10% contingency, funded from the Road Improvement Fund, and
authorize the City Manager and City Attorney to prepare and execute any and all applicable
documents.
