HomeMy WebLinkAbout2013 12 09 Consent 300 Acceptance of Edward Byrne Memorial Justice Assistance Grant COMMISSION AGENDA Informational Consent X ITEM 300 Public Hearings g Regular December 09, 2013 KS KB Regular Meeting City Manager Department REQUEST: The Police Department requests the Commission accept the 2014 Florida Department of Law Enforcement - Edward Byrne Memorial Justice Assistance grant in the amount of $17,688.00 to fund overtime salaries for police officers to participate in proactive patrolling techniques known as "H.E.A.T" (Holiday Enforcement Action Team) and "Lock It or Loose It" SYNOPSIS: This year the Police Department applied for grant assistance through the Florida Department of Law Enforcement - Edward Byrne Memorial Justice Assistance. The total amount requested was $17,688.00 - the maximum amount allowed as determined by our UCR crime statistics. The police department was selected to receive the grant and we now request Commission approve the acceptance of the grant and allow the City Manager and Mayor to execute all required documentation related to this grant acceptance. There are no matching funds required from the City to receive this award. CONSIDERATIONS: In July 2013, the Police Department was notified that we were selected to receive a grant award through the Florida Department of Law Enforcement - Edward Byrne Memorial Justice Assistance for $17,688.00. A concept paper had to be written and turned in outlining how the requested funds would be utilized prior to the monies being awarded. The Police Department chose Crime Prevention Programs. The police department will utilize the grant monies to pay overtime salaries to participate in proactive patrols known as "H.E.A.T." to prevent, deter and apprehend suspects of burglary and larceny. Also incorporated is to use Consent 300 PAGE 1 OF 2-December 09,2013 the same officers to distribute our "Lock It or Lose It" crime prevention flyers to residents. This program is aimed at educating our residents and their guest on the importance and value of locking their vehicles, garages and securing their valuables so they do not become an easy target. On November 8, 2013 the Police Department received notice from the Florida Department Law Enforcement Office of Criminal Justice Grants that the grant was awarded and available between 10/1/13 to 9/30/14 . FISCAL IMPACT: These grant revenues and related expenditures were not included in the FY 2014 Police Department Budget request pending a decision on the award from FDLE. The Budget was already approved prior to this grant being awarded. The Crime Prevention Programs will cost $17,688.00 and this expense will be reimbursed through the grant therefore, there is net zero impact to the 2014 Budget relative to this agenda item. COMMUNICATION EFFORTS: This Agenda Item has been electronically forwarded to the Mayor and City Commission, City Manager, City Attorney/Staff, and is available on the City's Website, LaserFiche, and the City's Server. Additionally, portions of this Agenda Item are typed verbatim on the respective Meeting Agenda which has also been electronically forwarded to the individuals noted above, and which is also available on the City's Website, LaserFiche, and the City's Server; has been sent to applicable City Staff, Media/Press Representatives who have requested Agendas/Agenda Item information, Homeowner's Associations/Representatives on file with the City, and all individuals who have requested such information. This information has also been posted outside City Hall, posted inside City Hall with additional copies available for the General Public, and posted at five (5) different locations around the City. Furthermore, this information is also available to any individual requestors. City Staff is always willing to discuss this Agenda Item or any Agenda Item with any interested individuals. RECOMMENDATION: Staff Recommends the Commission approve the acceptance of the 2014 Florida Department of Law Enforcement Edward Byrne Memorial Justice Assistance in the amount of $17,688.00 to fund the personnel cost of the Crime Prevention Programs, and authorize the City Manager to execute any and all required grant documents.
