HomeMy WebLinkAbout2013 10 28 Consent 301 Radio Upgrades for Digital Service COMMISSION AGENDA Informational Consent X ITEM 301 public Hearings g Regular October 28, 2013 KS KB Regular Meeting City Manager Department REQUEST: The Police Department requests Commission approval to spend budgeted FY14 funds in the amount of $55,000 to upgrade our radio system to handle digital signals and to use Motorola as a sole source provider for the services. SYNOPSIS: The Public Safety communications radio infrastructure is being switched to an all digital format as we speak. Currently, we are on an analog system which is being phased out in waves. The anticipated date all of the agencies in Seminole County will be responsible for upgrading their equipment is slated for November 2014. Both the analog and new digital systems are being operated concurrently so when the equipment is ready we can plan for the switchover. We have been anticipating this change and have already started to purchase our new radios as needed that have this new programming from the factory, however, we must "flash over" the programming of our existing radios- both mounted in the vehicles and portables worn on the uniform- to become compliant with the requirements of the digital system. This one-time expenditure will make all of our older radios digital ready, which represents a major advancement in the quality of communications by our officers and the other agencies in the county. Motorola is the sole source provider for all radio communications infrastructure and support in Seminole County for all facets of public safety. Accordingly, they are the vendor we would use for these services. CONSIDERATIONS: We have been in the planning process for this upgrade for some time. As the requirements were made of the local agencies to upgrade our programming, we budgeted at the time it was absolutely necessary to do so and we are ready to begin this process. Going forward, Consent 301 PAGE 1 OF 2-October 28,2013 new radios that are purchased will come from the factory with the digital programming installed. It will not be necessary to buy flash upgrades in the future. FISCAL IMPACT: Expenditure of$55,000 from Police Impact funds approved in the FY14 budgeting process. COMMUNICATION EFFORTS: This Agenda Item has been electronically forwarded to the Mayor and City Commission, City Manager, City Attorney/Staff, and is available on the City's Website, LaserFiche, and the City's Server. Additionally, portions of this Agenda Item are typed verbatim on the respective Meeting Agenda which has also been electronically forwarded to the individuals noted above, and which is also available on the City's Website, LaserFiche, and the City's Server; has been sent to applicable City Staff, Media/Press Representatives who have requested Agendas/Agenda Item information, Homeowner's Associations/Representatives on file with the City, and all individuals who have requested such information. This information has also been posted outside City Hall, posted inside City Hall with additional copies available for the General Public, and posted at five (5) different locations around the City. Furthermore, this information is also available to any individual requestors. City Staff is always willing to discuss this Agenda Item or any Agenda Item with any interested individuals. RECOMMENDATION: The Police Department recommends the Commission approve the expenditure of budgeted funds in the amount of$55,000 to upgrade our radio system to handle digital signals and to use Motorola as a sole source provider for the services.
