HomeMy WebLinkAbout2013 08 12 Consent 205 Resolution 2013-19, US 17-92 Community Revelopment Projects COMMISSION AGENDA Informational Consent X ITEM 205 public Hearings g Regular August 12, 2013 KS RS Regular Meeting City Manager Department REQUEST: The Community Development Department, Urban Beautification Division, is requesting approval of Resolution 2013-19, authorizing staff to apply for funding from the U.S. 17-92 Community Redevelopment Agency for redevelopment projects in an amount up to $2,000,000. SYNOPSIS: Winter Springs has been a member of the U.S. Hwy 17-92 Corridor Redevelopment Planning Agency (CRA) since October 21, 1998, along with several other participating cities who border the U.S. 17-92 Corridor. Currently, the recently completed Shepard Road Streetscape Project is the City's only redevelopment effort since implementation of the CRA Program by Seminole County. City Staff has been working to conceptualize two additional revitalization projects located within CRA boundaries that will reduce blight, beautify communities and promote new economic development opportunities utilizing funds from the CRA's Redevelopment Trust Fund (RTF). CONSIDERATIONS: The City's funding request to the U.S. 17-92 CRA will be in an amount up to $2,000,000 for the following projects: 1. State Road 434 Gateway/Streets cape Project - An arterial road gateway feature will welcome visitors and residents entering Winter Springs eastbound from U.S. 17- 92. The project will feature new landscaping and hardscape enhancements, decorative street lights, wayfinding signage and sidewalk enhancements. This gateway will strengthen the City's identity and promote a sense of'arrival' as visitors Consent 205 PAGE 1 OF 3-August 12,2013 and residents enter Winter Springs from U.S. 17-92. 2. Florida Avenue Gateway/Streetscape Project - A collector road gateway feature welcoming visitors and residents entering Winter Springs from U.S. 17-92. The project will feature roadway, landscaping and hardscape enhancements, decorative street lights, wayfinding signage and sidewalk enhancements. The improvements are expected to increase vehicular/pedestrian mobility while strengthening the identity and desirability of this area. Both projects will combat blight, beautify the community, increase mobility and promote economic growth by encouraging development and redevelopment along U.S 17-92. In addition, these projects are expected to assist in the City's ongoing efforts to redevelop a portions of the western side of Winter Springs by attracting prospective developers to various sites. Further, City Staff is anticipating Florida Avenue to be extended as a connection between U.S. 17-92 and SR 434 as part of the redevelopment efforts. The Shepard Road Streetscape Project (completed in 2012)is a stellar example of how a small redevelopment project can stimulate economic growth for surrounding areas. The CRA funded Redevelopment Project has effectively reduced blight on Shepard Road while making the area attractive for new development. In fact, Meritage Homes is currently in final stages of the City's Development Review Process (DRP) for the Seven Oaks Subdivision (138 home single family homes)to be located on the Dittmer Property between Shepard Road and Florida Avenue. FISCAL IMPACT: Funding for the abovementioned redevelopment projects, if approved, will be reimbursed to the City by the U.S. 17-92 CRA Redevelopment Trust Fund. No funding is required at this time until the City's initial application has been authorized by the CRA for budgeting. Approval from the Winter Springs City Commission will be required prior to an agreement with the CRA for these projects. Staff with be returning in the near future with an agenda item more clearly detailing the projects and requesting approval to contract with the CRA. COMMUNICATION EFFORTS: This Agenda Item has been electronically forwarded to the Mayor and City Commission, City Manager, City Attorney/Staff, and is available on the City's Website, LaserFiche, and the City's Server. Additionally, portions of this Agenda Item are typed verbatim on the respective Meeting Agenda which has also been electronically forwarded to the individuals noted above, and which is also available on the City's Website, LaserFiche, and the City's Server; has been sent to applicable City Staff, Media/Press Representatives who have requested Agendas/Agenda Item information, Homeowner's Associations/Representatives on file with the City, and all individuals who have requested such information. This information has also been posted outside City Hall, posted inside City Hall with additional copies available for the General Public, and posted at five (5) different locations around the City. Furthermore, this information is also available to any individual requestors. City Staff is always willing to discuss this Agenda Item or any Agenda Item with any interested individuals. Consent 205 PAGE 2 OF 3-August 12,2013 RECOMMENDATION: The Community Development Department, Urban Beautification Division, is recommending approval of Resolution 2013-19, authorizing the City to apply for funding from the U.S. 17-92 Community Redevelopment Agency for redevelopment projects in an amount of up to $2,000,000 ATTACHMENTS: A)Resolution 2013-19 U.S. 17-92 CRA Funding Request Consent 205 PAGE 3 OF 3-August 12,2013 RESOLUTION NO. 2013-19 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF WINTER SPRINGS, SEMINOLE COUNTY, FLORIDA, AUTHORIZING SUBMISSION OF A REQUEST TO THE UNITED STATES HIGHWAY CORRIDOR 17-92 COMMUNITY REDEVELOPMENT AGENCY TO FUND THE STATE ROAD 434 GATEWAY & STREETSCAPING PROJECT AND THE FLORIDA AVENUE STREETSCAPING PROJECT IN A TOTAL AMOUNT NOT TO EXCEED $2,000,000.00; PROVIDING FOR THE REPEAL OF PRIOR INCONSISTENT RESOLUTIONS,SEVERABILITY AND AN EFFECTIVE DATE. WHEREAS, the City is granted the authority, under § 2(b), Art. VIII of the State Constitution, to exercise any power for municipal purposes, except when expressly prohibited by law; and WHEREAS, on June 24, 1997, the Seminole County Board of County Commissioners adopted Resolution 97-8-130, establishing the United States Highway 17-92 Corridor Community Redevelopment Agency(the"CRA"),pursuant to section 163.356,Florida Statutes,and determining that the United States Highway 17-92 Corridor Community Redevelopment Area (the Redevelopment Area) is a blighted area; and WHEREAS,on December 16, 1997,the Seminole County Board of County Commissioners approved Ordinance No.97-54,which adopted a Redevelopment Plan for the Redevelopment Area; and WHEREAS,on December 16, 1997,the Seminole County Board of County Commissioners adopted Ordinance No. 97-55,which authorized the establishment of a Redevelopment Trust Fund, as provided for in section 163.387,Florida Statutes,in which tax increment revenues deriving from the Redevelopment Area will be deposited for the purposes of financing particular elements of the Community Redevelopment Project; and WHEREAS, on November 24, 1997, the City Commission of the City of Winter Springs adopted a resolution which, pursuant to section 163.356, Florida Statutes, concurred with the Redevelopment Plan adopted by the Seminole County Board of County Commissioners so that the portions of the Redevelopment Area and the programs and projects of the Redevelopment Plan that fall within or which will be implemented within the corporate limits of the City of Winter Springs will function as intended by the County and City; and WHEREAS,on October 21, 1998,the City entered into a Multi-Party Interlocal Agreement City of Winter Springs Resolution No.2013-19 Page 1 of 3 establishing the U.S. Highway 17-92 Corridor Redevelopment Planning Agency (Multi-Party Agreement)with Seminole County, the City of Casselberry, the City of Lake Mary and the City of Sanford to establish a partnership for the purposes of carrying out the intent of the Redevelopment Plan; and WHEREAS, the purposes of the Redevelopment Plan include the eradication of blight as evidenced in defective street layout, faulty lot layout, unsafe conditions and visual blight; and WHEREAS,the City is proposing a beautification and improvement plan for the intersection of U.S. Highway 17-92 and State Road 434 to create a gateway into the City of Winter Springs,and extensive streetscaping features; and WHEREAS, the City is also proposing a beautification and improvement plan for Florida Avenue to create extensive streetscaping features; and WHEREAS, City Commission deems that this Resolution is in the best interests of the public health, safety, and welfare of the citizens of Winter Springs. NOW,THEREFORE,BE IT DULY RESOLVED BY THE CITY COMMISSION OF THE CITY OF WINTER SPRINGS, SEMINOLE COUNTY, FLORIDA, THAT: Section 1. Incorporation of Recitals. The foregoing recitals are deemed true and correct and are hereby fully incorporated herein by this reference. Section 2. Implementing Administrative Actions. The Winter Springs City Commission hereby directs the City Manager to prepare and submit a request to the U.S. Highway 17-92 CRA for funding of the State Road 434 Gateway/Streetscaping Project and the Florida Avenue Streetscaping Project in a total amount not to exceed $2,000,000.00. Section 3. Severability. If any section, subsection, sentence, clause,phrase, word, or portion of this Resolution is for any reason held invalid or unconstitutional by a court of competent jurisdiction,whether for substantive or procedural reasons,such portion shall be deemed a separate, distinct, and independent provision, and such holding shall not affect the validity of the remaining portions of this Resolution. Section 4. Repeal of Prior Inconsistent Resolutions. All prior resolutions or parts of resolutions in conflict herewith are hereby repealed to the extent of the conflict. Section 5. Effective Date. This Resolution shall become effective immediately upon its adoption by the City Commission of the City of Winter Springs, Florida.
