HomeMy WebLinkAbout2013 05 13 Consent 200 Market Square COMMISSION AGENDA     Informational Consent X ITEM200 Public Hearings Regular       May 13, 2013KSKL Regular MeetingCity ManagerDepartment         REQUEST: The Public Works Department requests the City Commission's authorization to enter into an Engineering Services Agreement with AECOM Technical Services, Inc. in the amount of $149,095.00 for design of Intersection Improvements at S.R. 434 and Tuskawilla Road (Market Square)   SYNOPSIS: The Intersection Improvements at S.R. 434 and Tuskawilla Road project consists of a series of safety, operational, and aesthetic improvements to Market Square and the surrounding streets.  At the January 28, 2013 City Commission meeting, the Commission approved a Local Agency Program Agreement with the Florida Department of Transportation which provides federal funding of up to $150,000 to complete the design phase of the project.  This agenda item is for the approval of an Agreement with AECOM, who was the top ranked engineering consultant as recommended by Staff under Request for Qualifications (RFQ) #007-12-BF. CONSIDERATIONS: The Intersection Improvements at S.R. 434 and Tuskawilla Road project consists of a  comprehensive set of safety, operational, and aesthetic improvements to Market Square and the surrounding streets.  A preliminary concept plan for the project was presented to the City Commission in a workshop on August 1, 2011 (see Attachment 1). Specifically, the project includes the following items:   Eliminating the southbound Tuskawilla Road right turn bypass lane that is  causing confusion for drivers; Consent 200 PAGE 1 OF 3 - May 13, 2013 Shifting the Tuskawilla Road lanes on the north branch to the east;  Providing a longer southbound Tuskawilla left turn storage lane;  Eliminating the left turn overlap for southbound and northbound Tuskawilla  left turning movements; Increasing the southbound Tuskawilla Road to westbound S.R. 434 turning  radius Improving sight lines;  Adding on-street parking along Tuskawilla Road;  Creating a more functional Frontage Road along the north side of S.R. 434  between Tuskawilla Road and Doran Drive; Creating more space for turning movements between S.R. 434 and the Frontage  Road at the intersections; Enhancing the pedestrian access to Market Square; and  Improving pedestrian comfort and safety by incorporating landscape and  hardscape enhancements.   At the January 28, 2013 City Commission meeting, the Commission approved  Resolution #2013-05, which authorized the City Manager to enter into a Local Agency Program (LAP) Agreement with the Florida Department of Transportation (FDOT).  The Commission also approved a LAP Agreement between the City and FDOT for design of Intersection Improvements at S.R. 434 and Tuskawilla Road.   The LAP Agreement between FDOT and the City provides federal funding for the  design phase of the project in the amount of up to $150,000.   Request for Qualifications #RFQ-007-12-BF was publicly advertised in September  2012 seeking proposals from qualified engineering consultants.  A total of nine (9) firms submitted their qualifications for review.  A selection committee comprised of City Staff reviewed the qualifications packages and short-listed three firms for interviews: AECOM, Inwood Consulting Engineers, and VHB.  The criteria used for selection included: experience of the firm, understanding of the project, approach to key project issues, public outreach approach, and familiarity with the applicable design criteria.   Interviews of the three short-listed firms were conducted by the selection committee  on November 2, 2012.  Based on the interview and the committee's review of the written proposals, Staff recommends the following final ranking of the three short- listed firms:   1.AECOM 2.Inwood Consulting Engineers 3.VHB   Staff worked with AECOM to finalize the scope of work and to negotiate a total fee  for the project in the amount of $149,095. Attachment 2 includes the Agreement, detailed scope of work, and fee proposal.    AECOM prepared the preliminary concept plan for the project that was presented to  the City Commission in a workshop on August 1, 2011.   The design phase of the project is expected to begin in May 2013 with completion in  Consent 200 PAGE 2 OF 3 - May 13, 2013 approximately six (6) months.  The construction phase is on an approved Metroplan Orlando project list  for federal funding; however, the date of funding availability is still to be determined and could be several years from now. FISCAL IMPACT: The project is entirely federally funded and has no budget impact to the City. COMMUNICATION EFFORTS: This Agenda Item has been electronically forwarded to the Mayor and City Commission, City Manager, City Attorney/Staff, and is available on the City’s Website, LaserFiche, and the City’s Server. Additionally, portions of this Agenda Item are typed verbatim on the respective Meeting Agenda which has also been electronically forwarded to the individuals noted above, and which is also available on the City’s Website, LaserFiche, and the City’s Server; has been sent to applicable City Staff, Media/Press Representatives who have requested Agendas/Agenda Item information, Homeowner’s Associations/Representatives on file with the City, and all individuals who have requested such information. This information has also been posted outside City Hall, posted inside City Hall with additional copies available for the General Public, and posted at five (5) different locations around the City. Furthermore, this information is also available to any individual requestors. City Staff is always willing to discuss this Agenda Item or any Agenda Item with any interested individuals.   The design phase of the project includes extensive public outreach activities with the applicable stakeholders, such as meetings, workshops, interviews, informational flyers, and surveys.  RECOMMENDATION: Staff recommends the Commission authorize entering into an Engineering Services Agreement with AECOM Technical Services, Inc. in the amount of $149,095.00 for design of Intersection Improvements at S.R. 434 and Tuskawilla Road (Market Square), and authorize the City Manager and City Attorney to prepare and execute any and all applicable documents.
