HomeMy WebLinkAbout2013 04 08 Consent 200 Local and Federal Law Enforcement Trust Fund Expenditures COMMISSION AGENDA Informational Consent X ITEM 200 Public Hearings g Regular April 08, 2013 KS KB Regular Meeting City Manager Department REQUEST: The Police Department is requesting that the Commission approve the expenditure of $7,800 from Local Law Enforcement Trust Funds for the purchase of replacement respirators and filters from Thermo Fisher Scientific and new gym equipment from "Get RX'D", and the expenditure of$18,100 from Federal Law Enforcement Trust Funds for the purchase of thirty-eight patrol vehicle rifle mounts from Dana Safety Supply and six replacement ballistic shields from Special Products Group. SYNOPSIS: The Police Department is requesting Commission approval of the expenditure of Local Law Enforcement Trust Fund monies for the purchase of twenty (20) replacement respirators (gas masks) and seventy-five (75) replacement filter canisters from vendor Thermo Fisher Scientific in the amount of$6,300.00 and for the purchase of new police department gym equipment from vendor "Get RX'D" in the amount of $1,500.00; and, the Police Department requests Commission approval of the expenditure of Federal Law Enforcement Trust Fund monies for the purchase of thirty-eight (38) patrol vehicle rifle locking mounts from vendor Dana Safety Supply in the amount of $12,000 and for the purchase of six (6) replacement ballistic shields from vendor Special Products Group in the amount of $6,100.00. CONSIDERATIONS: The Police Department maintains and issues every patrol officer a respirator "gas mask". This is a vital piece of equipment used during events such as HAZMAT chemical release, suspected biological, chemical agent deployments during barricaded subject incidents, etc. The department has respirators that need to be replaced due to Consent 200 PAGE 1 OF 3-April 08,2013 worn and or broken parts and our current filters have reached their expiration dates. The $6,300.00 dollar expenditure will provide the necessary replacement respirators and a sufficient number of filters to maintain and replace the safety equipment The Police Department has updated its aged and outdated gym/workout room and equipment. The department's goal is to provide the equipment for a city-wide functional fitness platform. This type of fitness program not only promotes physical wellness of all employees, but provides for improvements in the members job performance because the program(s) are based on fitness needs to perform essential job functions. The $1,500.00 dollar expenditure will provide the necessary equipment to provide comprehensive programs designed by our certified wellness instructors. In an effort to update our currently used weapons platform, the Police Department would like to purchase thirty-eight rifle locking mounts for the patrol vehicles. These mounts will be installed in officers patrol vehicles and will provide a quick response to getting their long guns out of their vehicles during any response to high risk situations that our officers may be called upon. The $12,000.00 dollar expenditure will provide the necessary mounts to outfit all the necessary police vehicles. The Police Department maintains ballistic shields utilized by our officers in high risk situations. The department's ballistic shields have reached their expiration dates and need to be replaced. The $6,100.00 dollar expenditure will replace the ballistic shields that reached their expiration dates. FISCAL IMPACT: Funding for the purchases of this equipment will come from the Local Law Enforcement Trust Fund monies totaling $7,800.00 and from the Federal Law Enforcement Trust Fund monies totaling $18,100.00 and will have no impact on the General Fund budget. As of March 21, 2013, there was a current balance of $14,088 in the Local Trust Fund and $25,585 in the Federal Trust Fund. COMMUNICATION EFFORTS: This Agenda Item has been electronically forwarded to the Mayor and City Commission, City Manager, City Attorney/Staff, and is available on the City's Website, LaserFiche, and the City's Server. Additionally, portions of this Agenda Item are typed verbatim on the respective Meeting Agenda which has also been electronically forwarded to the individuals noted above, and which is also available on the City's Website, LaserFiche, and the City's Server; has been sent to applicable City Staff, Media/Press Representatives who have requested Agendas/Agenda Item information, Homeowner's Associations/Representatives on file with the City, and all individuals who have requested such information. This information has also been posted outside City Hall, posted inside City Hall with additional copies available for the General Public, and posted at five (5) different locations around the City. Furthermore, this information is also available to any individual requestors. City Staff is always willing to discuss this Agenda Item or any Agenda Item with any interested individuals. Consent 200 PAGE 2 OF 3-April 08,2013 The Police Department recommends the Commission approve the expenditure of$7,800.00 from the Local Asset Forfeiture Trust Fund and $18,100.00 from the Federal Asset Forfeiture Trust Fund and the utilization of Thermo Fisher, Get RX'D, Dana Safety Supply and Special Products Group to purchase the items.
