REQUEST:
The Police Department informing the Commission that the City of Winter Springs has been
named one of the "Top 100 Safest Cities in America" for 2013 by Location, Inc.
SYNOPSIS:
Location, Inc., the creators of the neighborhood research site NeighborhoodScout,
designates the safest cities in America based on the total number of Part One Uniform
Crime Reports (UCR) crimes reported per 1,000 residents, based on a population of at least
25,000 or more. Those crimes include: Burglary, Larceny-Theft, Motor Vehicle Theft,
Homicide, Forcible Rape, Armed Robbery, and Aggravated Assault. Using this data, the
City of Winter Springs was ranked as the 91st safest city in America. This accomplishment
is a reflection of Commission, police, community, and citizen interaction to make our
community the best it can be. More information about this process and award can be found

CONSIDERATIONS:
The City of Winter Springs has historically enjoyed being one of the safest communities in
Central Florida in which to reside or operate a business. During the year 2012, the
city realized a reported rate of Part One offenses that dropped to unprecedented levels,
recording a total of less than 400. In addition to the unwavering commitment of our
personnel, many of the programs and crime prevention initiatives the police department
holds as fundamental ideals have helped us to lower our crime rate in this way. Examples
include "Lock It Or Lose It" where officers walk door-to-door in neighborhoods to increase
awareness of reducing crime opportunity and the Citizen's Advisory Committee (now in its
16th year) which gives community representatives and leaders a direct forum with the Chief

of Police and Command Staff who work in partnership to respond to concerns and find
ways to keep our residents from becoming a crime victims. The Police Department will
continue to find new and innovative ways to make Winter Springs the safest city in which to
live and work.
FISCAL IMPACT:
There is no direct fiscal impact related to this agenda item.
COMMUNICATION EFFORTS:
This Agenda Item has been electronically forwarded to the Mayor and City Commission,
City Manager, City Attorney/Staff, and is available on the City's Website, LaserFiche, and
the City's Server. Additionally, portions of this Agenda Item are typed verbatim on the
respective Meeting Agenda which has also been electronically forwarded to the individuals
noted above, and which is also available on the City's Website, LaserFiche, and the City's
Server; has been sent to applicable City Staff, Media/Press Representatives who have
requested Agendas/Agenda Item information, Homeowner's Associations/Representatives
on file with the City, and all individuals who have requested such information. This
information has also been posted outside City Hall, posted inside City Hall with additional
copies available for the General Public, and posted at five (5) different locations around the
City. Furthermore, this information is also available to any individual requestors. City Staff
is always willing to discuss this Agenda Item or any Agenda Item with any interested
individuals.
RECOMMENDATION:
Staff requests the City Commission receive and review the information provided in this
Agenda Item.
