SYNOPSIS: The Fisher Road Pond treatment program was completed in September 2012. City Staff prepared and implemented the program based on the consensus input from the surrounding residents. The treatment program improved the pond appearance, water quality, and stormwater functions. Staff will continue to monitor Fisher Road Pond and implement maintenance activities as needed. CONSIDERATIONS: • Fisher Road Pond is located in the Ranchlands behind residential properties along Fisher Road, Williams Road, Sunrise Avenue, and Arnold Lane. The pond is owned by the City of Winter Springs and was dedicated to the City when North Orlando Ranches Section 1B was platted. The City historically has allowed the pond and surrounding area to remain in its natural state and has performed minimal maintenance activities over the years. • Fisher Road Pond is a natural water body that was not designed or constructed as a stormwater retention pond. As such, the pond is relatively shallow and it has no outfall pipes or control structures. Flood control has not been an observed or reported problem at Fisher Road Pond. • Prior to implementing the current treatment program, a sediment island divided the pond into two interconnected cells, consisting of a longer north section between Informational 102 PAGE 1 OF 3 - January 28, 2013 Fisher Road and Sunrise Avenue and a shorter section adjacent to Williams Road. • The area surrounding Fisher Road Pond changed with the completion of the Fisher Road improvements in 2004, and more recently with the completion of the Ranchlands paving project in 2010. The surrounding area now has more impervious (paved) area and the pond receives more stormwater runoff than it has in the past. Stormwater runoff carries pollutants and sediments that can alter the appearance and health of the pond. • In 2009, the City Stormwater Division added Fisher Road Pond to the list of water bodies receiving periodic aquatic management and maintenance services to control the growth of weeds and other invasive plants. Initially, the treatment at Fisher Road Pond was limited to herbicide spraying at only a few selected areas of the pond because the vegetative growth in and around the pond was fairly minimal and much of it consisted of non - invasive vegetation. • In 2011, after completion of the Ranchlands paving project, staff re- evaluated the Fisher Road Pond maintenance program. Staff issued a written survey to all property owners surrounding the pond requesting input on the preferred appearance of Fisher Road Pond. Staff compiled the survey results and prepared a Fisher Road Pond Treatment Program consisting of the following activities: • Removal of the sediment delta that divided the pond, resulting in a free flow of the pond water between the north and south sections • Installation of beneficial aquatic plants and trees on the shorelines of the pond at various locations • Stocking of the pond with various species of fish • Continuation of the periodic chemical treatment by herbicide spraying for aquatic weed control • Continuation of the routine inspection and maintenance of the storm inflow pipes • The above - listed maintenance program commenced in March 2012 and was completed in September 2012. The completed maintenance program improved the pond water quality and the stormwater functions of the pond. Staff has received positive feedback from several residents regarding the appearance of the pond. • Going forward, Fisher Road Pond will continue to be a part of the City's pond maintenance program. Staff will continue to routinely monitor the pond condition and implement the necessary activities to maintain the pond in satisfactory condition. FISCAL IMPACT: This agenda item is for information only and has no fiscal impact. COMMUNICATION EFFORTS: This Agenda Item has been electronically forwarded to the Mayor and City Commission, City Manager, City Attorney /Staff, and is available on the City's Website, LaserFiche, and the City's Server. Additionally, portions of this Agenda Item are typed verbatim on the respective Meeting Agenda which has also been electronically forwarded to the individuals noted above, and which is also available on the City's Website, LaserFiche, and the City's Informational 102 PAGE 2 OF 3 - January 28, 2013 Server; has been sent to applicable City Staff, Media/Press Representatives who have requested Agendas /Agenda Item information, Homeowner's Associations /Representatives on file with the City, and all individuals who have requested such information. This information has also been posted outside City Hall, posted inside City Hall with additional copies available for the General Public, and posted at five (5) different locations around the City. Furthermore, this information is also available to any individual requestors. City Staff is always willing to discuss this Agenda Item or any Agenda Item with any interested individuals.
