HomeMy WebLinkAbout2012 11 19 Consent 205 Water Storage Tank RepairCOMMISSION AGENDA ITEM 205 November 19, 2012 Special Meeting Informational Consent X Public Hearings Regular KS KL City Manager Department REQUEST: Utility Department Requesting Approval to Authorize Crom Engineering & Construction Services to make repairs to the 0.5 million gallon water storage tank at Water Treatment Plant (WTP) #2. SYNOPSIS: The purpose of this agenda item is to request approval to authorize scheduled repairs in the amount of $78,050.00 to Crom Engineering & Construction Services of Gainesville, Florida for the 0.5 million gallon (MG) water storage tank located at WTP #2 on Sheoah Boulevard. CONSIDERATIONS: This project is needed to perform major scheduled maintenance to the potable water storage tank at WTP #2 located at 700 Sheoah Boulevard. Staff had an extensive inspection performed on all four water storage tanks in the City by Crom Engineering and Construction Services, Inc (CECS) in 2007. Repairs have been previously completed on three of the tanks. This scope of work implements the recommendations of the inspection report and completes the fourth and final tank. This storage tank was constructed in 1972 by Crom Corporation and has had no interior structural work done on it since then. There are only two companies in Florida that construct potable pre- stressed concrete tanks; Crom Corporation out of Gainesville and Precon Corporation of Newberry. CECS is the repair division of Crom Corporation. CECS satisfactorily completed similar repairs to the 1.0 MG tank at WTP #1 on Northern Consent 205 PAGE 1 OF 2 - November 19, 2012 Way in March of 2009 at a cost of $114,900. Precon has refurbished the 0.5 million gallon tank at WTP #3 in 2011 at a cost of $66,630, and in 2012 refurbished the 0.5 MG tank at WTP #1 at a cost of $69,000. Staff solicited proposals from both companies to implement all recommendations contained in the inspection report including a structural certification. The scope of work includes; replacement of the access manhole, repairs to any exposed reinforcing wire, sandblasting of the dome and interior walls, recoating with epoxy mortar and epoxy coating, exterior painting, and repairs to all tank accessories. CECS's bid for this work is $78,050 and Precon's bid is $77,300. CECS's paint job has been better than Precon's and that is why staff is recommending CECS for this project. The work will be scheduled in the December /January time frame which typically is the lowest water consumption period of the year. The scope will take approximately 60 to 90 days to complete. FISCAL IMPACT: Funds are budgeted in the Utility Department line code 3600 -62100 at $105,000 for this project. COMMUNICATION EFFORTS: This Agenda Item has been electronically forwarded to the Mayor and City Commission, City Manager, City Attorney /Staff, and is available on the City's Website, LaserFiche, and the City's Server. Additionally, portions of this Agenda Item are typed verbatim on the respective Meeting Agenda which has also been electronically forwarded to the individuals noted above, and which is also available on the City's Website, LaserFiche, and the City's Server; has been sent to applicable City Staff, eAlert /eCitizen Recipients, Media/Press Representatives who have requested Agendas /Agenda Item information, Homeowner's Associations/Representatives on file with the City, and all individuals who have requested such information. This information has also been posted outside City Hall, posted inside City Hall with additional copies available for the General Public, and posted at five (5) different locations around the City. Furthermore, this information is also available to any individual requestors. City Staff is always willing to discuss this Agenda Item or any Agenda Item with any interested individuals. RECOMMENDATION: It is recommended that authorization be granted to award the WTP #2 0.5 MG storage tank repairs to CECS of Gainesville for $78,050.00 plus a 10% contingency payable from Utility line code 3600- 62100. WATER PLANT WINTER SPRINGS, FL Crom Engineering and Construction Services (CFCs) proposes to provide labor and material for the repair of the prestressed concrete tank in accordance with all applicable codes and standards including OSHA, AWWA, ACI and standard prestressed concrete tank design. 1. DRAWINGS, SPECIFICATIONS, AND OTHER REQUIRED DATA Prior to starting work, Crom Engineering and Construction Services will gather all data required for submittal purposes for the repair to the afore mentioned storage tank including any available computations, detailed drawings, and specifications. 2. COMMENCEMENT AND COMPLETION Upon your execution of this proposal, we will be prepared to start work three weeks after approval of our submittal information; and will undertake to furnish sufficient labor, materials, and equipment to complete the work within approximately four weeks working time thereafter. In the event that we cannot start the job by April 1, 2013 because of delays of any nature that are caused by the owner or other contractor employed by him or other circumstances over which we have no control, then the contract price may be re- negotiated to reflect any increased costs. 3. INSURANCE We hereby certify that we have Workers' Compensation Insurance, and that we carry adequate Liability and Property Damage Insurance as well as Builders' Risk Insurance. A certificate will be furnished by our insuring agency upon request. SERVICES TO BE FURNISHED BY CROM ENGINEERING AND CONSTRUCTION SERVICES. We propose to furnish all supervision, labor, material, equipment, scaffold and forms required to complete the work, except as noted in Paragraph 5. The services to be furnished by Crom Engineering and Construction Services are specifically: Repairs Based on Inspection Report a. Replace the existing aluminum alloy manhole cover with stainless steel cover and hardware. b. Remove delaminating coating at manhole frame and recoat with AquataPoxy A -6 or equal. c. Repair spalling concrete with exposed corroding steel at the dome hatch by removing all loose, deteriorated concrete material, sandblasting the corroded steel and substrate, and patching with a polymer modified cementitious repair material in conjunction with a bonding epoxy. d. Replace corroded brackets at interior ladder connection to dome with stainless steel brackets and hardware. Install TS Rail on interior and exterior ladder. e. Replace the insect barrier on the underside of the fiberglass dome hatch door. f. Replace overflow screens. g. Recoat underside of dome, interior tank walls and baffle wall. (1) Sandblast and pressure wash all interior surfaces to remove delaminating coating. (2) Remove any exposed mesh and patch as required. (3) Remove all used abrasive and properly dispose. (4) Recoat the prepared surfaces with two coats of Tnemec N140 Epoxy. h. Sandblast and recoat interior piping with two coats Tnemec N140 Epoxy. i. Pressure wash and paint the tank exterior with two coats of Tnemec Series 6 (two -tone, highlight dome band). MATERIALS AND SERVICES FURNISHED BY OTHERS It is understood that the following services shall be provided by others without expense to Crom Engineering and Construction Services. a. Adequate access to the tank site including open storage space for our vehicles, equipment and materials, conveniently located near the tank to be repaired. b. A continuous supply of potable water under minimum pressure for the use of the CECS crew within 100 feet of the tank site. c. A continuous supply of electricity during the period of work: one 30 -AMP, 110 - volt service for the operation of our power tools and accessories, located not more than 100 feet from the tank. Please be sure that all circuit breakers are ground -fault protected. d. Any permit or other governmental fees as may be required for the work. e. Drainage and disposal of the tank's contents. f. Disinfection and refilling of the tank's contents. g. Cleaning the interior of the tank and accessories. h. Complete lock out and tag out of the subject tank prior to personnel entering the tank. Owner will be required to provide all materials for this process. BACK CHARGES AND CLAIMS FOR EXTRAS No claim for extra services rendered or materials furnished will be valid by either party unless written notice thereof is given during the first ten days of the calendar month following that in which the claim originated. Crom Engineering and Construction Services' claims for extras shall carry 30% for overhead and 10% for profit. 7. DELAYS It is agreed that we shall be permitted to prosecute our work without interruption. If delayed at any time for a period of 24 hours or more by an act or neglect of the owner, his representative, or other contractor employed by him, or by reason of any changes ordered in the work, we shall be reimbursed for our actual additional expense caused by such delay, including loss of use of our equipment, plus 30% for overhead. 8. LABOR This proposal is predicated on open -shop labor conditions, using our own personnel. If we are required to employ persons of an affiliation desirable to the owner or other contractor employed by him or the general contractor thereby resulting in increased costs to us, the contract price shall be adjusted accordingly. Such requirement shall not provide that Crom Engineering and Construction Services sign a contract with any labor organization. In the event of a labor stoppage, we shall not be in default or be deemed responsible for delay of the progress of this contract or damage to the owner or the contractor so long as Crom Engineering and Construction Services has sufficient qualified employees available to perform the work. 9. QUOTATION We are prepared to carry out this work in accordance with the foregoing for the lump sum price of: Repairs Based on Inspection and additions per Owners request (Scope of work items a-j): $78,050.00 08 -024 A - 0.5 -MG Ground Storage Tank October 12, 2012 Sheoah Blvd Water Plant Page 5 Final payment, including any retention, shall be made within 30 days from the time work is completed or the billing is received, and is to be received by us in our accounting office at 250 SW 36th Terrace, Gainesville, Florida 32607. Final payment shall not be held up because of delays in testing. Owner shall pay CECS interest at 12% per annum on any overdue amounts. 10. CONSULTATION AND LIMITATIONS If the Owner wishes to have CECS to perform any additional repairs or remediation of the tank or accessories, it shall authorize such work in writing and pay CECS its standard charges for such work. It is agreed that CECS shall not be responsible for any consequential, special or delay damages. It is agreed that the venue for any litigation under this Agreement shall be in Alachua County, Florida. If CECS engages an attorney for the collection of the amounts due from the Owner, the Owner shall pay CECS its reasonable attorney's fees and costs through any appeal. 11. GUARANTEE CECS will guarantee its workmanship and materials on its work covered in this Proposal for a period of one year after completion of its work. Prior to leaving the location, CECS personnel will perform a walk through with the responsible party overseeing our work for the Owner or Contractor. In case any defects in CECS' workmanship or materials appear within the one -year period after completion of CECS' work, CECS shall promptly make repairs at its own expense upon written notice by the Owner or Contractor that such defects have been found. CECS' guaranty is limited to defects in CECS' workmanship and materials and CECS is not responsible for ordinary wear and tear or for damage resulting from negligent or inappropriate use. 08 -024 A - 0.5 -MG Ground Storage Tank October 12, 2012 Sheoah Blvd Water Plant Page 6 12. ACCEPTANCE This proposal is offered for your acceptance within 45 days from the proposal date. We reserve the right after that period to amend our bid to reflect our changing construction schedules and materials and labor rate changes. The return to this company of a copy of this proposal with your acceptance endorsed thereon within the time aforesaid will constitute a contract between us. BOND The cost of a payment- performance - maintenance bond, issued for a one -year period, is to be added to the bid price if required. The price for this bond is $12OO per 1,000.00. If utilizing sub - guard, any bonds required will be added to the tank price. 7. SAFETY This proposal is based on performing the work in accordance with Precon Corporation's Safety Program, which meets or exceeds CFR 1926 OSHA Standards. If any additional safety requirements are placed upon us, such as additional site training or safety equipment, the cost for such additional requirements plus overhead shall be reimbursed to us. 8. INSURANCE Precon will furnish an insurance certificate showing coverage of liability, property and worker's compensation insurance upon request. Our insurance will be carried in accord with the general condition requirements. An additional amount will be added to our subcontract price if there are any extra requirements. Builder's Risk insurance will be carried in accord with general conditions requirements. 9. ARBITRATION Any dispute or claim between us shall be settled by arbitration in accord with the American Arbitration Association rules relating to the construction industry. The arbitrator's decision may be entered in any court having jurisdiction. 10. ACCEPTANCE This proposal is offered for your acceptance within days.
