Home My WebLink About2012 10 22 Consent 209 Asphalt ResurfacingCOMMISSION AGENDA ITEM 209 October 22, 2012 Regular Meeting Informational Consent X Public Hearings Regular KS KL City Manager Department REQUEST: The Public Works Department requesting authorization to enter into a contract agreement with The Middlesex Corporation for Asphalt Resurfacing of Various City Streets (ITB #008 - 12-BF) in the amount of $298,350 plus a 10% contingency SYNOPSIS: The FY 2012 -13 Asphalt Street Resurfacing Program consists of milling and resurfacing City streets at various locations based on the updated 3 -year Paving Master Plan. Staff recommends awarding a construction contract for the resurfacing of all Year 1 streets to the low bidder, The Middlesex Corporation, in the amount of $298,350 plus a 10% contingency. CONSIDERATIONS: The updated 3 -year Paving Master Plan is attached as Exhibit A. The updated Master Plan was developed based on Staff's review of all paved City streets in August and September 2012. The review consisted of a field evaluation of current pavement condition and a review of the available paving history data. Streets for resurfacing were selected and ranked in the 3 -year master plan based on the following factors: • Overall ride quality • Traffic volume • Pavement age • Signs of pavement deterioration and /or structural failure • Completion of multi -phase paving programs in specific neighborhoods or on specific streets • Input from Residents Consent 209 PAGE 1 OF 3 - October 22, 2012 • Funding availability Based on the 3 -year master plan, the Year 1 (FY 2012 -13) paving program consists of the following streets: • Camphorwood Street • Bitterwood Street (including Banyan Ct) • Birch Terrace • North Alderwood Street from Edgemon to Moss (including Bayberry Ct and Cortez Ct) • Chokecherry Drive - North of WS Blvd • Twelve Oaks Drive • S. Edgemon Avenue from Murphy to Bahama • Canadice Lane • Ironwood Court • Shepard Road Repair near Lisa Loop • Central Winds Access Drive from Cross - Seminole Trail to Dog Park Entrance Bid #ITB- 008 -12 -BF to complete resurfacing of the above - listed streets was advertised in the Orlando Sentinel on September 9, 2012 (see Exhibit B) and posted on the Bids /Purchasing page on the City's website. Middlesex has successfully completed resurfacing work for the City in the past, including the FY 2007 -08, 2008 -09, 2009 -10, 2010 -11, and 2011- 12 resurfacing programs. FISCAL IMPACT: The funding source for the City's Asphalt Resurfacing Program is the Transportation Improvement Fund #104 (Local Option Gas Tax). The project cost is $298,350.00 plus a 10% contingency for a total of $328,185. The project budget is $350,000 (line code #104- 65000- 30075). Consent 209 PAGE 2 OF 3 - October 22, 2012 COMMUNICATION EFFORTS: This Agenda Item has been electronically forwarded to the Mayor and City Commission, City Manager, City Attorney /Staff, and is available on the City's Website, LaserFiche, and the City's Server. Additionally, portions of this Agenda Item are typed verbatim on the respective Meeting Agenda which has also been electronically forwarded to the individuals noted above, and which is also available on the City's Website, LaserFiche, and the City's Server; has been sent to applicable City Staff, Media/Press Representatives who have requested Agendas /Agenda Item information, Homeowner's Associations /Representatives on file with the City, and all individuals who have requested such information. This information has also been posted outside City Hall, posted inside City Hall with additional copies available for the General Public, and posted at five (5) different locations around the City. Furthermore, this information is also available to any individual requestors. City Staff is always willing to discuss this Agenda Item or any Agenda Item with any interested individuals. Staff will notify residents and businesses that may be impacted by the asphalt resurfacing, as needed, several days in advance of construction. Asphalt resurfacing of City streets is typically performed without road closures and each segment can be milled and resurfaced in 1 -2 days. RECOMMENDATION: Staff recommends that the City Commission approve The Middlesex Corporation for Asphalt Resurfacing of Various City Streets in the amount of $298,350.00 plus 10% contingency, funded from the Transportation Improvement Fund, and authorize the City Manager and City Attorney to prepare and execute any and all applicable documents.
