HomeMy WebLinkAbout2012 10 08 Informational 101 2013 Winter Springs Districting Commission Appointment Update COMMISSION AGENDA     Informational X Consent ITEM101 Public Hearings Regular       October 08, 2012KSRS Regular MeetingCity ManagerDepartment         REQUEST: The Community Development Department is reminding City Commission that staff will be bringing an agenda item to the November 19, 2012 City Commission meeting requesting that the Commission make appointments to the 2013 Winter Springs Districting Commission.   SYNOPSIS: Staff is reminding the City Commission of the schedule for appointments to the 2013 Winter Springs Districting Commission.  Staff will come back before the Commission on November 19, 2012 with another agenda item requesting specific appointment recommendations for the 2013 Winter Springs Districting Commission.  CONSIDERATIONS: Pursuant to Section 4.0.2 of the Charter of the City of Winter Springs, Staff will be requesting that the Mayor and Members of the City Commission make appointments to the seven (7) member Districting Commission.   By the first day of February, 2013, the City Commission must appoint seven (7) city electors determined from the registration of the last election, one (1) to be appointed by each commissioner from their respective district, and two (2) appointed by the mayor from the city at large.  Electors chosen shall not be employed by the city in any other capacity.   The districting commission shall file their report with the city within one hundred twenty (120) days of appointment to the districting commission.  This report will contain a recommended plan for adjustment of the commission district boundaries.  Informational 101 PAGE 1 OF 2 - October 08, 2012   The districting commission shall consider the following specifications in their recommendations for any district boundary adjustments:   Each district shall be formed of compact, contiguous territory, and its boundary lines  shall follow the center lines of streets insofar as practical or possible, or other boundaries available. The districts shall be based upon the principle of equal and effective representation as  required by the United States Constitution and as represented in the mathematical preciseness reached in the legislative apportionment of the state. The report shall include a map and the description of the districts recommended and  shall be drafted as a proposed ordinance.  Once filed with the city, the report shall be treated as a ordinance introduced by a commissioner.   FISCAL IMPACT: This item is an informational reminder of upcoming appointments to the 2013 Winter Springs Districting Commission.  There is no immediate fiscal impact directly associated with this agenda item. COMMUNICATION EFFORTS: This Agenda Item has been electronically forwarded to the Mayor and City Commission, City Manager, City Attorney/Staff, and is available on the City’s Website, LaserFiche, and the City’s Server. Additionally, portions of this Agenda Item are typed verbatim on the respective Meeting Agenda which has also been electronically forwarded to the individuals noted above, and which is also available on the City’s Website, LaserFiche, and the City’s Server; has been sent to applicable City Staff, Media/Press Representatives who have requested Agendas/Agenda Item information, Homeowner’s Associations/Representatives on file with the City, and all individuals who have requested such information. This information has also been posted outside City Hall, posted inside City Hall with additional copies available for the General Public, and posted at five (5) different locations around the City. Furthermore, this information is also available to any individual requestors. City Staff is always willing to discuss this Agenda Item or any Agenda Item with any interested individuals.   RECOMMENDATION: Staff requests the City Commission receive and review the information provided in this Agenda Item.  The Commission may want to begin consideration of their respective appointments to the districting commission.
