REQUEST:
The Parks and Recreation Department is informing that the City Commission about the
revised program fees for the Winter Springs Basketball League.
SYNOPSIS:
Under terms of their partnership agreement with the City of Winter Springs, the Winter
Springs Basketball League (WSBL) has reviewed their participant registration fees for the
Basketball League and have recognized a need to increase the fee by $10, for residents and
non-residents.
CONSIDERATIONS:
City of Winter Springs & WSBL have been in a partnership agreement for over 15
years to provide basketball leagues and camps.
The fees have not changed since 2007, when the basketball league changed
leadership. The league has recommended that the fees should be evaluated and
adjusted.
Parks and Recreation Staff and the WSBL league director have met and evaluated the
league fees. WSBL is recommending an increase from $105 to $115 for Winter
Springs residents & from $115 to $125 for non residents.
According to the terms of the agreement, WSBL has the authority to change program
fees to be competitive in the market with other service providers.
This proposed increase in fees will remain in line with other local youth basketball
leagues.
Over the last 5 years, the league has experienced increased expenses in the following
areas: Gym & Facility rental fee, Practice court time, Equipment, Officials, Uniforms

and other operating supplies.
Staff and league officials are continuing to evaluate options to keep expenses as low
as possible and continue to provide a high quality youth basketball program.
FISCAL IMPACT:
There is no fiscal impact on the City's budget relative to this action.
COMMUNICATION EFFORTS:
This Agenda Item has been electronically forwarded to the Mayor and City Commission,
City Manager, City Attorney/Staff, and is available on the City’s Website, LaserFiche, and
the City’s Server. Additionally, portions of this Agenda Item are typed verbatim on the
respective Meeting Agenda which has also been electronically forwarded to the individuals
noted above, and which is also available on the City’s Website, LaserFiche, and the City’s
Server; has been sent to applicable City Staff, Media/Press Representatives who have
requested Agendas/Agenda Item information, Homeowner’s Associations/Representatives
on file with the City, and all individuals who have requested such information. This
information has also been posted outside City Hall, posted inside City Hall with additional
copies available for the General Public, and posted at five (5) different locations around the
City. Furthermore, this information is also available to any individual requestors. City Staff
is always willing to discuss this Agenda Item or any Agenda Item with any interested
individuals.
RECOMMENDATION:
Staff requests the City Commission receive and review the information provided in this
Agenda Item.
