COMMISSION AGENDA ITEM 201 October 08, 2012 Regular Meeting Informational Consent X Public Hearings Regular KS KL City Manager Department REQUEST: The Public Works Department - Stormwater Division requesting authorization to enter into a contract agreement with Central Florida Environmental Corporation for construction of the Central Winds Park Drainage Improvements (ITB #006 /12 /BF) in the amount of $215,271.25 plus a 10% contingency. SYNOPSIS: The Central Winds Park Drainage Improvements Project consists of the filling and piping of approximately 1,600 feet of open drainage ditch at the western side of Central Winds Park, plus drainage improvements at the Dog Park. This agenda item is for the award of the construction contract to CFE Corporation. Construction is expected to begin in October and be complete in January. CONSIDERATIONS: At the October 10, 2011 City Commission meeting, the Commission approved a task order authorizing the design and permitting services for stormwater improvements at Central Winds Park. The project includes the piping and filling of approximately 1,600 feet of an existing open drainage ditch at the western side of Central Winds Park (see Exhibit A). The project also includes drainage improvements at the Central Winds Dog Park consisting of a perimeter underdrain system, stormwater inlet structures, and underground piping, which will collect stormwater runoff from the dog park and discharge it into the new underground piping system being installed within the existing ditch. The project was advertised for bidding on August 19, 2012 (see Exhibit B). Staffs estimated cost of construction was $300,000. Staff met with CFE Corp. on September 24, 2012 to review several items related to the bid, including the proposed schedule, available manpower and equipment, CFE's intended approach to the project, and construction materials. Based on Staffs review of CFE's bid and Staffs familiarity with CFE's work on other recently completed City projects, Staff is recommending award of this construction contract to CFE Corp. After the bids were opened, Staff identified an additional location near the new reclaimed water plant where an underdrain could be installed to improve drainage. The additional underdrain is approximately 250 feet in length and ties into the new underground storm pipe to be installed near the northern end of the ditch. The cost of the additional underdrain at the unit prices in CFE's bid is $6,596.25. When added to the base bid price of $208,675, the total recommended contract price is $215,271.25. Construction is expected to begin by the end of October 2012 and be completed in January 2013. FISCAL IMPACT: The project cost is $215,271.25 plus a 10% contingency, for a total of $236,798.38, funded by the Stormwater Utility Fund, line code #3800 - 65000- 30160. COMMUNICATION EFFORTS: This Agenda Item has been electronically forwarded to the Mayor and City Commission, City Manager, City Attorney /Staff, and is available on the City's Website, LaserFiche, and the City's Server. Additionally, portions of this Agenda Item are typed verbatim on the respective Meeting Agenda which has also been electronically forwarded to the individuals noted above, and which is also available on the City's Website, LaserFiche, and the City's Server; has been sent to applicable City Staff, Media/Press Representatives who have requested Agendas /Agenda Item information, Homeowner's Associations /Representatives on file with the City, and all individuals who have requested such information. RECOMMENDATION: Staff recommends the City Commission approve the award of the Central Winds Drainage Improvements project to the low bidder, Central Florida Environmental Corporation, in the amount of $215,271.25 plus a 10% contingency, and authorize the City Manager and City Attorney to prepare and execute any and all applicable documents.
