HomeMy WebLinkAbout2012 07 23 Regular 600 Resolution 2012-18 Proposed Millage Rate 2012-2013COMMISSION AGENDA ITEM 600 July 23, 2012 Regular Meeting REQUEST: Informational Consent Public Hearings Regular X KS City Manager m Department The City Manager is requesting that the City Commission consider approval of Resolution 2012 -18, computing the Proposed Operating Millage Rate for Fiscal Year 2012 -2013 at 2.4300 mills and voted debt service millage rate at 0.1100 mills establishing the rolled -back rate, and setting the date, time and place of a public hearing to consider the proposed millage rate and tentative budget for Fiscal Year 2012 -2013. SYNOPSIS: To gain Commission agreement regarding the information to be communicated to the Property Appraiser on the Form DR -420 which sets the proposed operating millage rate and voted debt service millage rate; establishes the rolled -back rate; and sets the date, time and place for the public hearing to consider the proposed millage rate and tentative budget. This millage rate will be communicated to each property owner as the `most probable' number for their property taxes. CONSIDERATIONS: The FY 2011 -2012 (current) millage rate consists of an operating millage rate of 2.4500 mills and a voted debt service millage rate of 0.1100 mills. The FY 2012 -2013 proposed budget as transmitted by the City Manager on June 29, 2012, incorporated an operating millage rate of 2.4300 and a voted debt service millage rate of 0.1100. Gross taxable value from the Property Appraiser as reflected on the DR 420 is $1,593,864,153 which is 1.6% less than the DR422 valuation from the prior fiscal year. Regular 600 PAGE 1 OF 3 - July 23, 2012 This resolution will establish the millage rate cap. The final millage rate can be less than the adopted millage rate cap, but it cannot exceed the cap without increased expense to the City and administrative complication. This proposed millage rate will be applied to the property owners' assessed values and mailed by the Property Appraiser to each property owner in the form of the TRIM notice. Furthermore, it will be communicated to the property owner as "the most probable number for your property taxes" via the TRIM notice insert. The Resolution also establishes the rolled -back rate at 2.4859 mills as calculated on the form DR -420. The rolled -back millage rate is that rate which produces the same amount of taxes as levied in the prior year when calculated against the current year's tax base exclusive of new construction. The proposed operating millage rate of 2.4300 is 2.25% less than the calculated rolled -back rate. The Resolution sets the date, time and place of the public hearing to consider the proposed millage rate and the tentative budget — September 10, 2012 at 5:15 pm at 1126 East State Road 434, Winter Springs, Florida (Commission Chambers). This meeting time can not change once it has been reported as such on the DR- 420. FISCAL IMPACT: In concert with declining property taxable values for FY 2013, a lower the millage rate (than FY 2012) will provide less ad valorem revenue than the prior year. However, the recommended operating millage rate of 2.4300 mills reflects (only) that rate that is necessary to fund the FY 2013 General Fund Budget. In order to maintain a flat voted debt millage rate, a transfer from the General Fund to the Central Winds General Obligation Debt Service Fund ( #225) will be necessary in the amount of $37,000. Both scenarios have been programmed into the fiscal year 2013 Proposed Budget.
