HomeMy WebLinkAbout2012 07 23 Public Hearings 503 Parcel 14B Final Engineering COMMISSION AGENDA     Informational Consent ITEM503 Public Hearings X Regular       July 23, 2012KSRS Regular MeetingCity ManagerDepartment         REQUEST: The Community Development Department - Planning Division requests the City Commission consider approval of the Final Engineering Plan for Parcel 14B–Amberly- Oviedo Marketplace, a 36 unit single-family development located on Dovera Drive, north of Red Bug Lake Road, within the Oviedo Marketplace PUD (and Development of Regional Impact).       SYNOPSIS: The applicant, Poulos & Bennett, is requesting approval of a Final Engineering Plan for a 36 unit single-family development located on Dovera Drive, north of Red Bug Lake Road, within the Oviedo Marketplace PUD (and Development of Regional Impact).  The Final Engineering Plan details the construction of the infrastructure in the development.   CONSIDERATIONS: FUTURE LAND USE AND ZONING DESIGNATION FLU:               Mixed Use Zoning:            Planned Unit Development (PUD)   APPLICABLE LAW &, PUBLIC POLICY   Home Rule Powers Florida Statutes City of Winter Springs Comprehensive Plan City of Winter Springs Code of Ordinances Oviedo Marketplace Parcel 14B Second Implementation Agreement   Public Hearings 503 PAGE 1 OF 3 - July 23, 2012 CHRONOLOGY March 26, 2012 - City Commission approved a revision to the Oviedo Marketplace  Parcel 14B Second Implementation Agreement in order to add fee simple, single- family residential units, as an authorized residential use on Parcel 14B of the Oviedo Marketplace PUD (and Development of Regional Impact-DRI).     May 14, 2012 - City Commission approved both a Concept Plan and Aesthetic  Review of Parcel 14B – Oviedo Marketplace subdivision.    June 29, 2012 – City of Winter Springs DRC issued Final Engineering  Plan ‘Conditions of Approval’ for Parcel 14B – Oviedo Marketplace.    July 11, 2012 - City of Winter Springs Planning & Zoning Board  unanimously approved both the Final Engineering Plan and Aesthetic Review for Parcel 14B-Oviedo Marketplace.   DISCUSSION: The proposed Final Engineering Plan is identical to the approved Conceptual Plan and proposes access to the development at one point on Dovera Drive, north of Red Bug Lake Road, within the Oviedo Marketplace PUD (and Development of Regional Impact).   General data for the Final Engineering Plan includes the following:   Land Use:                                           Mixed Use Existing Zoning:                                 Planned Unit Development (PUD) Total Number of Acres:                     8.724 Acres Total Acres of Wetlands:                   0.0 Acres Total Developable Acres:                  8.724 Total Units Proposed:                        36 Proposed Min. Impervious Surface Area/Lot:   80% Building Setbacks:             Front               20’             Rear                 5’             Side                 5’             Side Street       5’ Parking Requirements: Spaces Required:                                2 spaces per unit (72 spaces) Garage Spaces:                                   72 spaces Driveway Spaces:                               72 spaces Visitor Parking:                                   5 spaces Total On Site Parking Provided:         149 spaces   The interior road is proposed with a 50-foot wide of right-of-way.  Proposed in this right- of-way are two 5-foot wide sidewalks, two 8-foot wide grass strips, and a 20-foot wide, two-way pavement section.  On May 14, 2012, City Commission approved an Aesthetic Review detailing the construction of all architectural elevations of the proposed single- family units.  The proposed single-family units are two (2) stories in height and vary in architectural patterns and shall be subject to the Oviedo Marketplace Parcel 14B Second Implementation Agreement.   In addition, the applicant has submitted an Aesthetic Review for the entry signage for said development (Agenda Item 504 on the City Public Hearings 503 PAGE 2 OF 3 - July 23, 2012 Commission's July 23, 2012 Regular Meeting).     FISCAL IMPACT: The potential tax revenue of the proposed project is as follows:   Fee Simple Single Family Residential Units – 36 units Units 2,450 square feet assessed at 90 square foot:   $7,938,000 assessed tax value $7,938,000/1000 7,938.00 $7,938.00 (2.5600) = $20,321.28 $20,321.28 (less the 4% statutory discount) $19,508.43 tax revenue COMMUNICATION EFFORTS: This Agenda Item has been electronically forwarded to the Mayor and City Commission, City Manager, City Attorney/Staff, and is available on the City’s Website, LaserFiche, and the City’s Server. Additionally, portions of this Agenda Item are typed verbatim on the respective Meeting Agenda which has also been electronically forwarded to the individuals noted above, and which is also available on the City’s Website, LaserFiche, and the City’s Server; has been sent to applicable City Staff, Media/Press Representatives who have requested Agendas/Agenda Item information, Homeowner’s Associations/Representatives on file with the City, and all individuals who have requested such information. This information has also been posted outside City Hall, posted inside City Hall with additional copies available for the General Public, and posted at five (5) different locations around the City. Furthermore, this information is also available to any individual requestors. City Staff is always willing to discuss this Agenda Item or any Agenda Item with any interested individuals.   Additionally, 1.  A yellow sign noting the date and time of the public hearing has been erected on the property.   2.  On June 29, 2012, Community Development mailed a Courtesy Notice highlighting the proposed site and applicable public hearing dates to residents on Duncan Drive and Northern Way. RECOMMENDATION: Staff and the Planning & Zoning Board recommend that the City Commission approve the Final Parcel 14B-Amberly-Oviedo Marketplace.  Engineering Plan for ATTACHMENTS: Final Engineering Plan for A.
